{"id":10119,"date":"2018-11-09T11:04:01","date_gmt":"2018-11-09T11:04:01","guid":{"rendered":"http:\/\/localhost:8080\/?p=10119"},"modified":"2018-11-09T11:04:01","modified_gmt":"2018-11-09T11:04:01","slug":"eno-european-network-outsourcing-v2-le-comite-de-groupe-europeen-d-orange-creuse-le-dossier","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2018\/11\/09\/eno-european-network-outsourcing-v2-le-comite-de-groupe-europeen-d-orange-creuse-le-dossier\/","title":{"rendered":"ENO (European Network Outsourcing) v2: le Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange creuse le dossier"},"content":{"rendered":"<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en extraordinaire d&rsquo;Orange des 17 et 18 octobre \u00e0 Paris, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au projet ENO 2, pr\u00e9sent\u00e9 par Friedel Kehne, Directeur des Op\u00e9rations R\u00e9seaux.<\/p>\n<p>Le projet ENO 2 est pr\u00e9sent\u00e9 au Comit\u00e9 de Groupe Europ\u00e9en dans la perspective de l\u2019arriv\u00e9e \u00e0 terme des contrats de sous-traitance qu\u2019Orange avait conclu pour 4 ans avec Ericsson, et relatifs aux prestations de supervision et de maintenance de son r\u00e9seau sur les territoires de 5 pays europ\u00e9ens: l&rsquo;Espagne, la Belgique, la Slovaquie, la Roumanie et la Moldavie.<\/p>\n<p> Par ces premiers contrats pass\u00e9s respectivement entre janvier et novembre 2014, Orange avait externalis\u00e9 ses activit\u00e9s de supervision (c\u2019est-\u00e0-dire de contr\u00f4le en vue de la d\u00e9tection des pannes et dysfonctionnements) et de maintenance (interventions op\u00e9rationnelles sur site) et les avait confi\u00e9es \u00e0 Ericsson. Les personnels d\u2019Orange charg\u00e9s en interne de ces activit\u00e9s avaient \u00e9t\u00e9, pour une grande majorit\u00e9 d\u2019entre eux, transf\u00e9r\u00e9s \u00e0 Ericsson. <\/p>\n<p> La d\u00e9cision que doit prendre la Direction, dans les toutes prochaines semaines pour l\u2019Espagne, dont le contrat arrive \u00e0 \u00e9ch\u00e9ance fin avril, et dans les prochains mois pour les 4 autres pays concern\u00e9s, porte sur le renouvellement du contrat d\u2019Ericsson. <\/p>\n<p> Outre celui du renouvellement pur et simple des contrats en cours, la Direction a envisag\u00e9 un sc\u00e9nario alternatif. Tous deux sont pr\u00e9sent\u00e9s au Comit\u00e9 de Groupe Europ\u00e9en dans le cadre d\u2019une proc\u00e9dure d\u2019information-consultation. <strong>Sur ce point de proc\u00e9dure, il convient de rappeler que le sujet ENO2 avait fait l\u2019objet d\u2019une pr\u00e9sentation au Comit\u00e9 de Groupe Europ\u00e9en le 29 novembre 2017 \u00e0 Bruxelles, puis \u00e9voqu\u00e9 \u00e0 nouveau le 29 mai 2018 \u00e0 Stockholm, et qu\u2019une&nbsp; demande formelle de consultation sur le projet avait \u00e9t\u00e9 exprim\u00e9e par les membres du Comit\u00e9 en s\u00e9ance pl\u00e9ni\u00e8re du 29 mai dernier \u00e0 Stockholm, alors m\u00eame que la Direction n\u2019avait envisag\u00e9 qu\u2019une simple information.<\/strong><\/p>\n<p> La Direction a par la suite r\u00e9uni le Comit\u00e9 de Groupe Europ\u00e9en aux fins d\u2019\u00e9mettre un avis lors de la s\u00e9ance extraordinaire organis\u00e9e les 17 et 18 octobre derniers. La pr\u00e9sentation du sujet a d\u00e9but\u00e9 par un bilan rapide de l\u2019ex\u00e9cution des contrats dits \u00ab&nbsp;ENO1&nbsp;\u00bb sur les diff\u00e9rentes g\u00e9ographies. La Direction estime, sans apporter de donn\u00e9es nouvelles en termes de KPI par rapport \u00e0 novembre 2017, que la qualit\u00e9 de service est am\u00e9lior\u00e9e sur les territoires o\u00f9 l\u2019externalisation a \u00e9t\u00e9 effective. <strong>Les informations communiqu\u00e9es ne contiennent aucune information tangible permettant au Comit\u00e9 de Groupe Europ\u00e9en de se faire une opinion par lui-m\u00eame.<\/strong> Elle confirme \u00e9galement que &nbsp;les \u00e9conomies r\u00e9alis\u00e9es sont conformes aux pr\u00e9visions. L\u2019op\u00e9ration qui p\u00e8se sur la p\u00e9riode plus de 700 M\u20ac est appr\u00e9ci\u00e9e a posteriori essentiellement sous l\u2019angle \u00e9conomique. <\/p>\n<p> Les sc\u00e9narios pr\u00e9sent\u00e9s sont au nombre de deux, apr\u00e8s qu\u2019ait \u00e9t\u00e9 \u00e9cart\u00e9 celui d\u2019une r\u00e9-internalisation des activit\u00e9s sous-trait\u00e9es, jug\u00e9 non viable, <strong>l\u00e0 encore sans \u00e9l\u00e9ment permettant au Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;appr\u00e9cier ce choix<\/strong>.&nbsp;Le premier sc\u00e9nario consiste \u00e0 renouveler les contrats en cours avec Ericsson ou avec un nouveau prestataire unique responsable de l\u2019int\u00e9gralit\u00e9 du p\u00e9rim\u00e8tre. Ericsson reste en lice pour ce sc\u00e9nario. <br \/>La poursuite des contrats en cours n\u2019aurait aucun impact nouveau, selon la Direction, sur les salari\u00e9s d\u2019Orange. En cas de choix d\u2019un prestataire autre qu\u2019Ericsson, les personnels charg\u00e9s de ces activit\u00e9s pourraient soit \u00eatre transf\u00e9r\u00e9s chez le nouveau prestataire, soit courir le risque d\u2019\u00eatre licenci\u00e9s. La Direction \u00e9voque sur ce point la responsabilit\u00e9 morale d\u2019Orange. <\/p>\n<p> Le second sc\u00e9nario consiste \u00e0 conserver un prestataire unique pour les prestations de supervision et \u00e0 confier les interventions dans chaque pays \u00e0 un sous-traitant local. Ce dernier sc\u00e9nario conduirait \u00e0 un pilotage des activit\u00e9s par les filiales locales d\u2019Orange et n\u00e9cessiterait donc de mobiliser des ressources humaines sur ces activit\u00e9s de pilotage des sous-traitants. Ce sc\u00e9nario aurait pour effet d\u2019accroitre la charge de travail en interne chez Orange, avec de potentiels effectifs suppl\u00e9mentaires \u00e0 la clef. <\/p>\n<p> Un sc\u00e9nario compl\u00e9mentaire se dessine consistant \u00e0 d\u00e9solidariser l\u2019Espagne du projet global en confiant l\u2019ensemble du spectre des activit\u00e9s \u00e0 un prestataire local. Ce sc\u00e9nario r\u00e9duit d\u2019\u00e9vidence les \u00e9conomies d\u2019\u00e9chelles susceptibles d\u2019\u00eatre r\u00e9alis\u00e9es. <\/p>\n<p> A ce stade la Direction confirme que la d\u00e9cision n\u2019est pas prise et d\u00e9clare qu\u2019elle sollicite notre avis et attend de nos \u00e9changes un r\u00e9el \u00e9clairage en vue de faire un choix. <\/p>\n<p> <b>Les questions des \u00e9lus ont \u00e9t\u00e9 particuli\u00e8rement nombreuses, une forte proportion d&rsquo;entre eux s\u2019\u00e9tant exprim\u00e9s individuellement sur le sujet, que ce soit de mani\u00e8re globale ou pour leur propre g\u00e9ographie, mais avec des pr\u00e9occupations convergentes. <\/b><br \/><b>De mani\u00e8re g\u00e9n\u00e9rale, les \u00e9lus ont consid\u00e9r\u00e9 qu\u2019ils n\u2019\u00e9taient pas \u00e0 m\u00eame, en s\u00e9ance, d\u2019\u00e9mettre un avis sur la base des seules informations communiqu\u00e9es par la Direction. <\/b><b>A minima les \u00e9lus sollicitent pour se prononcer que soient pr\u00e9sent\u00e9s les avantages et les risques de chaque sc\u00e9nario sous forme de matrice. <\/b><br \/> <b>Le d\u00e9bat a largement port\u00e9 sur les activit\u00e9s externalis\u00e9es et les comp\u00e9tences qui y sont rattach\u00e9es. <\/b><br \/> <b>La d\u00e9finition pr\u00e9cise des activit\u00e9s et des comp\u00e9tences affect\u00e9es par l\u2019op\u00e9ration d\u2019externalisation, de l\u2019avis de tous les \u00e9lus qui se sont exprim\u00e9s, fait d\u00e9faut. La r\u00e9ponse de la Direction, selon laquelle seules des activit\u00e9s qui correspondent \u00e0 des t\u00e2ches simples sont externalis\u00e9es, n\u2019a pas convaincu les \u00e9lus faute d\u2019\u00e9l\u00e9ments factuels.<\/b><\/p>\n<p> <b>Les \u00e9lus ne se satisfont pas de la r\u00e9ponse de la Direction selon laquelle le projet ENO2 ne modifie pas le p\u00e9rim\u00e8tre des activit\u00e9s externalis\u00e9es. Ils demandent que le principe m\u00eame soit r\u00e9examin\u00e9 et que le risque en terme de perte de comp\u00e9tences en interne sur le c\u0153ur de m\u00e9tier d\u2019Orange soit analys\u00e9, notamment au regard de la nouvelle technologie de la 5G et du d\u00e9ploiement de la fibre. Les \u00e9lus ont clairement exprim\u00e9 qu\u2019Orange doit maintenir en interne toutes les comp\u00e9tences \u00ab&nbsp;c\u0153ur de m\u00e9tier&nbsp;\u00bb concernant la supervision et la maintenance des r\u00e9seaux, et en particulier la ma\u00eetrise des technologies adapt\u00e9es pour r\u00e9aliser ces t\u00e2ches, au sein desquelles automatisation et IA (Intelligence Artificielle) prennent de plus en plus de place. Il en va de la qualit\u00e9 de service comme de nos capacit\u00e9s de diff\u00e9renciation. <\/b><br \/><b>Les \u00e9lus ont \u00e9galement soulign\u00e9 qu\u2019Orange ne devait pas devenir d\u00e9pendante de ses sous-traitants.&nbsp; <\/b><\/p>\n<p> <b>A l\u2019aune de ce r\u00e9examen, les \u00e9lus demandent que le sc\u00e9nario de la r\u00e9-internalisation des activit\u00e9s, rapidement \u00e9cart\u00e9, soit approfondi et pr\u00e9sent\u00e9 au Comit\u00e9 de Groupe Europ\u00e9en lors de la prochaine r\u00e9union pl\u00e9ni\u00e8re du 7 novembre 2018 \u00e0 Nice.<\/b><br \/> <b>Les \u00e9lus ont \u00e9galement demand\u00e9 que des informations soient communiqu\u00e9es sur ce qu\u2019il est advenu des anciens salari\u00e9s d\u2019Orange transf\u00e9r\u00e9s chez Ericsson. Combien de temps les contrats ont-ils \u00e9t\u00e9 maintenus&nbsp;? Quelles sont leurs conditions de travail&nbsp;? Travaillent-ils exclusivement pour le r\u00e9seau d\u2019Orange ou \u00e9galement pour d\u2019autres op\u00e9rateurs&nbsp;? Aucun bilan n\u2019a \u00e9t\u00e9 fait \u00e0 cet \u00e9gard, alors m\u00eame que c\u2019\u00e9tait le sujet de pr\u00e9occupation principal des \u00e9lus du Comit\u00e9 de Groupe Europ\u00e9en lors de la mise en place d\u2019ENO1.<\/b><\/p>\n<p> <b>Enfin, les \u00e9lus regrettent que le crit\u00e8re de la r\u00e9duction de la masse salariale apparaisse d\u00e9terminant dans la prise de d\u00e9cision. <\/b><b>Une liste de questions compl\u00e9mentaires, \u00e9tablie lors de la s\u00e9ance de d\u00e9briefing du 18 octobre, a \u00e9t\u00e9 adress\u00e9e \u00e0 la Direction en vue du prochain Comit\u00e9 de Groupe Europ\u00e9en \u00e0 Nice.<\/b><\/p>\n<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">English version<\/em>]<\/p>\n<p>As part of the Orange European extraordinary Works Council meeting on October 17th and 18th in Paris, the Group Management has included an item on the agenda for the ENO2 project, presented by Friedel Kehne, Director Network Operations.<\/p>\n<p> The ENO 2 project is presented to the European Works Council in view of the expiry of the subcontracting contracts that Orange has concluded for 4 years with Ericsson concerning the services of supervision and maintenance of its network in the territories of 5 European countries, namely: Spain, Belgium, Slovakia, Romania and Moldova.<\/p>\n<p> Through these first contracts between January and November 2014 respectively, Orange outsourced its supervision (i.e. control for fault detection and malfunctioning) and maintenance (on-site operational interventions) activities and had entrusted to Ericsson. The Orange staff that was in charge of these activities was, for the vast majority of them, transferred to Ericsson.<\/p>\n<p> The decision to be taken by the Management, in the next few weeks for Spain, whose contract expires at the end of April, and in the coming months for the 4 other countries concerned, concerns the renewal of the Ericsson contract.<\/p>\n<p> In addition to the outright renewal of current contracts, Management has considered an alternative scenario. Both are presented to the CGE as part of an information-consultation procedure.&nbsp;<strong>On this point of procedure, it should be recalled that subject ENO2 was presented to the CGE on November 29th, 2017 in Brussels, and then again on May 29th, 2018 in Stockholm, and that a formal request for consultation on the draft had been expressed by the members of the Committee in plenary session of May 29th in Stockholm, even though the Group Management had only considered informing the Committee.<\/strong><\/p>\n<p> Management subsequently invited the GEC to provide an opinion at the special meeting held on October 17 and 18, 2008.&nbsp;The presentation of the subject started by a rapid assessment of the execution of contracts known as \u00ab\u00a0ENO1\u00a0\u00bb on the different geographies. It estimates, without providing new data in terms of KPIs compared to November 2017, that the quality of service is improved in the territories where outsourcing has been effective. <strong>The information provided does not contain any tangible information allowing the CGE to form an opinion on its own<\/strong>.&nbsp;It also confirms that the savings achieved are in line with expectations. The transaction, which weighs more than \u20ac 700 million over the period, is valued a posteriori essentially from the economic point of view.<\/p>\n<p> The scenarios presented are two in number after being rejected, without any comment that of a re-internalization of subcontracted activities deemed unsustainable, <strong>again without any element allowing the CGE to understand why<\/strong>.&nbsp;Scenario 1 involves renewing existing contracts with Ericsson or with a new single provider responsible for the entire scope. Ericsson remains in contention for this scenario.<br \/>The continuation of the contracts in progress would have no new impact, according to the Management, on the employees of Orange.&nbsp;If a provider other than Ericsson is chosen, the staff responsible for these activities could either be transferred to the new provider or run the risk of being made redundant. The Management mentions on this point the moral responsibility of Orange.<\/p>\n<p>Scenario 2 is to retain a single provider for supervision and to assign interventions in each country to a local contractor. This last scenario would lead to a management of activities by Orange&rsquo;s local subsidiaries and would therefore require the mobilization of human resources on these subcontractor piloting activities. This scenario would have the effect of increasing the workload internally at Orange, with potential additional staff at the key.<\/p>\n<p>A complementary possibility is emerging, consisting of separating Spain from the global project by entrusting the entire spectrum of activities to a local service provider. This scenario obviously reduces the economies of scale that can be achieved.<\/p>\n<p> At this stage the Management confirms that the decision is not taken and declares that it seeks our opinion and expects from our exchanges a real lighting in order to make a choice.<\/p>\n<p> <b>The questions of the elected representatives were particularly numerous, a large proportion of the elected representatives having expressed themselves individually on the subject either globally or for their own geography, but with convergent concerns.<\/b><br \/><b>In general, the European Works Council members considered that they were not able, in session, to issue an opinion on the basis of the only information provided by the Management.<\/b><\/p>\n<p> <b>The elected representatives are not satisfied with Management&rsquo;s response that the ENO2 project does not change the scope of outsourced activities. They ask that the principle itself be reconsidered and that the risk in terms of loss of internal expertise on the core business of Orange be analyzed, particularly with regard to the new technology of the 5G and the deployment of fiber. The Management&rsquo;s response, according to which only activities that correspond to simple tasks are outsourced, did not convince the Council members for lack of factual elements. They have clearly expressed that Orange must maintain internally all the \u00ab\u00a0core business\u00a0\u00bb skills concerning the supervision and maintenance of the networks, and in particular the mastery of appropriate technologies to perform these tasks, in which automation and AI (Artificial Intelligence) take more and more space. So is the quality of service and our differentiation capabilities. <\/b><b>The European Works Council members also stressed that Orange should not become dependent on its subcontractors.<\/b><\/p>\n<p> <b>In the light of this re-examination, the European Works Council demands that the scenario of the re-internalization of activities, quickly dismissed, be deepened and presented to the Committee at the meeting of November 7th and 8th in Nice.<\/b><b>&nbsp;<\/b><b>The Coucnil members also requested that information be provided on what happened about the future of Orange employees transferred to Ericsson, particularly regarding their working conditions. How long were the contracts maintained ? What are their working conditions ? Do they work exclusively for the Orange network or also for other operators ?
