Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d’Orange des 6, 7 et 8 novembre 2018 \u00e0 Nice, la Direction du Groupe a inscrit un point \u00e0 l’ordre du jour relatif au projet ENO 2, pr\u00e9sent\u00e9 par Friedel Kehne, Directeur des Op\u00e9rations R\u00e9seaux.<\/p>\n

Le projet ENO 2 s\u2019est \u00e0 nouveau impos\u00e9 au calendrier du Comit\u00e9 de Groupe Europ\u00e9en en raison de l\u2019arriv\u00e9e \u00e0 terme prochaine des contrats de sous-traitance conclus avec Ericsson, et relatifs aux prestations de supervision et maintenance du r\u00e9seau fixe et mobile en Espagne, Belgique, Slovaquie, Roumanie et Moldavie. Le sujet a ainsi fait l\u2019objet, en Comit\u00e9 de Groupe Europ\u00e9en, d\u2019un quatri\u00e8me et, a priori, ultime d\u00e9bat avant la prise de d\u00e9cision par la Direction sur la reconduction des contrats de sous-traitance. <\/p>\n

Dans un article publi\u00e9 tout r\u00e9cemment<\/a>, nous nous \u00e9tions d\u2019ores et d\u00e9j\u00e0 fait l\u2019\u00e9cho de la pr\u00e9sentation et des \u00e9changes sur le sujet \u00e0 l\u2019occasion du Comit\u00e9 de Groupe Europ\u00e9en r\u00e9uni en session extraordinaire \u00e0 Paris le 17 octobre dernier. <\/p>\n

Deux sc\u00e9narii avaient \u00e9t\u00e9 pr\u00e9sent\u00e9s, l\u2019un proposant la reconduite \u00e0 p\u00e9rim\u00e8tre identique des contrats, tandis que le deuxi\u00e8me sc\u00e9nario, tout en conservant un seul partenaire pour la supervision, envisage de confier les interventions de maintenance \u00e0 des prestataires locaux. <\/p>\n

La proc\u00e9dure d\u2019information\/consultation n\u2019avait toutefois pu aboutir lors de la r\u00e9union du mois d\u2019octobre. Les \u00e9lus avaient en effet consid\u00e9r\u00e9 qu\u2019ils n\u2019\u00e9taient pas \u00e0 m\u00eame, en s\u00e9ance, d\u2019\u00e9mettre un avis sur la base des seules informations communiqu\u00e9es par la Direction. Ils avaient en cons\u00e9quence communiqu\u00e9 une s\u00e9rie de questions compl\u00e9mentaires auxquelles la Direction s\u2019\u00e9tait engag\u00e9e \u00e0 apporter les r\u00e9ponses utiles avant cette nouvelle s\u00e9ance pl\u00e9ni\u00e8re du 7 novembre. <\/p>\n

Les r\u00e9ponses \u00e9crites formul\u00e9es par mail \u00e0 l’attention des membres du Comit\u00e9 de Groupe Europ\u00e9en, ainsi que la teneur des nouveaux \u00e9changes qui ont pu avoir lieu avec la Direction, n\u2019ont cependant pas \u00e9t\u00e9 \u00e0 la hauteur des attentes des \u00e9lus, m\u00eame s\u2019ils ont reconnu que la Direction a fait preuve d\u2019une r\u00e9elle volont\u00e9 de les \u00e9clairer sur les deux alternatives envisag\u00e9es et de d\u00e9battre. <\/b> <\/p>\n

Font toujours d\u00e9faut notamment, selon les \u00e9lus, les valeurs 2018 des KPI de qualit\u00e9 ainsi que les montants, m\u00eame estimatifs, des contrats en cours de n\u00e9gociation au pr\u00e9texte qu\u2019il s\u2019agit de donn\u00e9es sensibles. Toutefois, c\u2019est sur l\u2019aspect social du dossier que l\u2019information compl\u00e9mentaire sollicit\u00e9e s\u2019est montr\u00e9e la plus d\u00e9cevante. A leur demande de savoir ce qu\u2019il \u00e9tait advenu de leurs anciens coll\u00e8gues transf\u00e9r\u00e9s chez Ericsson lors de la passation du premier contrat, aucune information de nature \u00e0 les rassurer, bien au contraire, n\u2019a pu \u00eatre apport\u00e9e. En Roumanie par exemple, une majorit\u00e9 d\u2019entre eux semble avoir quitt\u00e9 la soci\u00e9t\u00e9 Ericsson.<\/b><\/p>\n

La Direction s\u2019est engag\u00e9e \u00e0 inscrire le projet ENO2 au prochain Comit\u00e9 de Groupe Europ\u00e9en de f\u00e9vrier et \u00e0 organiser un suivi du dossier en s\u00e9ance, \u00e0 une fr\u00e9quence qui sera d\u00e9termin\u00e9e d\u2019un commun accord.  <\/b><\/p>\n

En cons\u00e9quence, les \u00e9lus ont formul\u00e9 un avis n\u00e9gatif qui a \u00e9t\u00e9 communiqu\u00e9 le 16 novembre \u00e0 la Direction. Les repr\u00e9sentants ont expliqu\u00e9 leur opinion n\u00e9gative sur la base des arguments susmentionn\u00e9s et de ceux d\u00e9velopp\u00e9s pr\u00e9c\u00e9demment <\/b>dans notre dernier article<\/a>.<\/strong><\/p>\n

As part of the Orange European Works Council meeting in Nice on November 6th, 7th and 8th, 2018, the Group Management has included an agenda item for the ENO 2 project, presented by Friedel Kehne, Director Network Operations.<\/p>\n

The ENO 2 project has, once again, made its way onto the European Works Council’s calendar due to the near completion of the subcontracting contracts concluded with Ericsson. These contracts deal with the supervision and maintenance services of the fixed and mobile network in Spain, Belgium, Slovakia, Romania and Moldova. This was the fourth time, and in principal the last time, that the project was discussed by the European Works Council before the Management will decide to renew the outsourcing contracts.<\/p>\n

In a recently published article<\/a>, we have already echoed the last presentation and exchanges at the European Works Council during an extraordinary session in Paris on October 17th.<\/p>\n

Two scenarios were presented: one proposition was the renewal of contracts at the same perimeter, and the second scenario, simultaneously retaining a single partner for supervision, plans to entrust maintenance interventions to local service providers.<\/p>\n

However, the information\/consultation procedure was not completed at the October meeting. The European Works Council members had indeed considered that they were not able, in session, to issue an opinion on the basis of the only information provided by the Management. They consequently communicated a series of complementary questions to which the Management had undertaken to provide the useful answers before this new plenary session of November 7th.<\/p>\n

The written replies sent by mail to the attention of the European Works Council members, and the content of the new exchanges that may have taken place with the Management, did not live up to the expectations of the European Works Council members, even if they acknowledged that the Management had shown its willingness to enlighten them at best on the two alternatives envisaged.<\/b><\/p>\n

According to them, the 2018 values \u200b\u200bof the quality KPI are still lacking, as are the precise financial data, even estimated, about the contracts being negotiated, on the pretext that these data are sensitive. However, it is on the social aspect of the file that the additional information was the most disappointing. At their request to know what had happened to their former colleagues transferred to Ericsson, no information was likely to reassure the representatives. On the contrary, in Romania, for example, a majority of the previous Orange employees seem to have left Ericsson.<\/b><\/p>\n

Management has committed to register the ENO2 project at the next European Works Council session in February, as well as a follow-up to the file at a frequency to be determined by mutual agreement.<\/b><\/p>\n

Consequently the European Works Council members have formulated a negative opinion which has been communicated on November 16th to the Management.
