Les questions ont \u00e9t\u00e9 \u00e9labor\u00e9es par la Direction avec la \u00ab&nbsp;caution&nbsp;\u00bb d\u2019un organisme de sondage qui n\u2019a pas de comp\u00e9tences sp\u00e9cifiques en psychosociologie du travail. A notre connaissance, ni sociologue du travail, ni cabinet d\u2019expert sp\u00e9cialis\u00e9 en la mati\u00e8re n\u2019y a contribu\u00e9. A aucun moment les personnels n\u2019ont \u00e9t\u00e9 sollicit\u00e9s pour identifier les questions qu\u2019ils se posent eux-m\u00eames sur leur travail ou sur le \u00ab&nbsp;climat&nbsp;\u00bb de travail au sein duquel ils \u00e9voluent. Au final, le \u00ab&nbsp;questionnaire&nbsp;\u00bb propos\u00e9 par CSA ressemble \u00e0 un vulgaire sondage marketing, comme en r\u00e9alisent r\u00e9guli\u00e8rement les marques de consommation grand public.<\/p>\n<h3>Des titres manipulateurs<\/h3>\n<p class=\"MsoNormal\" style=\"margin-bottom: 4.0pt; text-autospace: none;\"><span style=\"mso-bidi-font-size: 11.0pt; mso-bidi-font-family: Arial;\">Ce \u00ab&nbsp;questionnaire&nbsp;\u00bb se pr\u00e9sente sous la forme d\u2019une suite d\u2019affirmations, surplomb\u00e9s par des titres et sous-titres qui reprennent des slogans utilis\u00e9s par la Direction dans ses communications internes et externes, ass\u00e9n\u00e9s au lecteur avant qu\u2019il soit invit\u00e9 \u00e0 indiquer son degr\u00e9 d\u2019adh\u00e9sion \u00e0 une s\u00e9rie de propositions. Ces titres et sous-titres conditionnent le lecteur, \u00e9non\u00e7ant des \u00e9vidences, des lieux communs, ou des affirmations sans preuve, d\u00e9livrant des messages tr\u00e8s \u00ab&nbsp;bien-pensants&nbsp;\u00bb, affirmatifs et flatteurs. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 4.0pt; text-autospace: none;\">S\u2019agit-il pour la Direction de se convaincre d\u2019abord elle-m\u00eame&nbsp;? de diffuser des injonctions et des consignes, d\u2019imposer une mani\u00e8re de penser&nbsp;? de construire des proph\u00e9ties auto-r\u00e9alisatrices&nbsp;?<\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 4.0pt; Or, on peut avoir un travail int\u00e9ressant et pas stimulant (par exemple int\u00e9ressant mais plut\u00f4t r\u00e9p\u00e9titif) ou un travail stimulant (par exemple qui paye bien) et pas int\u00e9ressant. Quelques instants de r\u00e9flexion suppl\u00e9mentaires seraient-ils susceptibles de d\u00e9grader les r\u00e9sultats&nbsp;?<\/p>\n<h3>Quelle validit\u00e9, et pour quelle finalit\u00e9&nbsp;?<\/h3>\n<p class=\"MsoNormal\">Ce \u00ab&nbsp; barom\u00e8tre&nbsp;\u00bb appara\u00eet assez mal nomm\u00e9&nbsp;: il ne mesure ni la pression atmosph\u00e9rique, ni les RPS, ni le stress subi par les personnels. Aucune question ne permet de faire un lien avec la sant\u00e9 des personnels.<\/p>\n<p class=\"MsoNormal\">Apr\u00e8s avoir d\u00e9montr\u00e9 que le \u00ab&nbsp;questionnaire&nbsp;\u00bb manipule les r\u00e9pondants en essayant de les convaincre que tout va bien chez Orange, on peut s\u2019interroger sur la valeur que la Direction lui accorde. N\u2019a-t-elle pas fini par s\u2019auto-convaincre que ce \u00ab&nbsp;coup de sonde&nbsp;\u00bb constituait une v\u00e9ritable remont\u00e9e du terrain, d\u00e9montrant que l\u2019entreprise se pr\u00e9occupe vraiment de son personnel&nbsp;?<\/p>\n<p class=\"MsoNormal\">M\u00eame la repr\u00e9sentativit\u00e9 pose question. La Direction se justifie uniquement par le volume ou par le poids, selon un syllogisme pervers&nbsp;: plus il y a de salari\u00e9s qui r\u00e9pondent, plus le sondage est repr\u00e9sentatif. A grand renfort de relances par mail, il y a beaucoup de salari\u00e9s qui y r\u00e9pondent\u2026 donc le sondage est repr\u00e9sentatif. Peu importe si la pr\u00e9sentation manipule les r\u00e9pondants et si les questions sont biais\u00e9es. Peu importe si on ne sait jamais dans quel type de m\u00e9tier ou d\u2019unit\u00e9 ils travaillent, ce qui pourrait permettre d\u2019identifier des \u00e9carts, et partant des solutions pour am\u00e9liorer les situations les moins favorables.<\/p>\n<p class=\"MsoNormal\">Mais tout se passe comme si ce barom\u00e8tre \u00e9tait un simple alibi permettant d\u2019obtenir des satisf\u00e9cits, relay\u00e9s dans les m\u00e9dias et sur l\u2019intranet Orange.<\/p>\n<p class=\"MsoNormal\">Nous n\u2019avons pas souvenance que des r\u00e9sultats de ces barom\u00e8tres successifs aient, m\u00eame une seule fois, servi \u00e0 prendre des mesures concr\u00e8tes et pr\u00e9cises d\u2019am\u00e9lioration du climat social.<\/p>\n<h3>Un manque de transparence\u2026<\/h3>\n<p class=\"MsoNormal\">Non seulement les repr\u00e9sentants du personnel ne sont pas associ\u00e9s \u00e0 la construction du barom\u00e8tre, mais ils n\u2019ont pas davantage acc\u00e8s aux r\u00e9sultats complets. Lors des pr\u00e9c\u00e9dentes \u00e9ditions, l\u2019exploitation des r\u00e9sultats a \u00e9t\u00e9 faite uniquement par la DRH, sur un assez petit nombre de r\u00e9sultats, interpr\u00e9t\u00e9s \u00e0 sa convenance. Une mani\u00e8re de biaiser les r\u00e9sultats apr\u00e8s avoir biais\u00e9 les questions&nbsp;?<\/p>\n<p class=\"MsoNormal\">Les personnels \u00e9tant r\u00e9guli\u00e8rement interrog\u00e9s par ce barom\u00e8tre, on pourrait esp\u00e9rer faire quelques analyses d\u2019\u00e9volution, \u00e0 partir d\u2019une douzaine de questions qui sont malgr\u00e9 tout bien pos\u00e9es. Mais nous n\u2019avons pas acc\u00e8s aux r\u00e9sultats d\u00e9taill\u00e9s, et la Direction ne communique rien l\u00e0-dessus. Elle se contente de constater des \u00e9carts (souvent tr\u00e8s faibles et plut\u00f4t les r\u00e9sultats favorables) entre le barom\u00e8tre \u2018n\u2019 et le barom\u00e8tre \u2018n-1\u2019, ce qui est peu parlant et peu enrichissant&nbsp;: tous les chercheurs utilisant des outils d\u2019enqu\u00eates pourront confirmer que seules les analyses sur la dur\u00e9e la plus longue possible permettent d\u2019extraire des tendances parlantes.<\/p>\n<h3>\u2026 et une sorte de parodie d\u2019enqu\u00eate<\/h3>\n<p class=\"MsoNormal\">Nous prenons soin de rappeler aux personnels du Groupe Orange que ce \u00ab&nbsp;barom\u00e8tre&nbsp;\u00bb n\u2019a rien \u00e0 voir avec l\u2019enqu\u00eate pilot\u00e9e par le CNPS (Comit\u00e9 National de Pr\u00e9vention du Stress). Cette derni\u00e8re, r\u00e9alis\u00e9e tous les deux ans environ, est une v\u00e9ritable enqu\u00eate sociologique quantitative qui comporte des questions co-construites par les repr\u00e9sentants du Personnel et un cabinet d\u2019expertise comp\u00e9tent. Les r\u00e9sultats sont accessibles aux repr\u00e9sentants du personnel, et \u00e0 tous les personnels qui le souhaitent. Ils sont d\u00e9taill\u00e9s, corr\u00e9l\u00e9s et analys\u00e9s conjointement avec le cabinet d\u2019experts, afin d\u2019en tirer les conclusions les plus fiables possibles, et de porter aupr\u00e8s de la Direction les revendications n\u00e9cessaires pour am\u00e9liorer la situation des personnels, et notamment pr\u00e9server leur sant\u00e9 au travail.<\/p>\n<p Voire \u00ab&nbsp;Lorsque cela m\u2019est n\u00e9cessaire, Orange me permet d\u2019acc\u00e9der aux formations dont j\u2019ai besoin pour bien faire mon travail.&nbsp;\u00bb.&nbsp; Pour le coup, c\u2019eut \u00e9t\u00e9 significatif et beaucoup plus int\u00e9ressant.<\/p>\n<p class=\"MsoNormal\">Sur la page 4\/14 figurent 7 affirmations, dont \u00ab&nbsp;<i style=\"mso-bidi-font-style: normal;\">Mon travail est int\u00e9ressant et stimulant<\/i>&nbsp;\u00bb, qui fusionne deux notions en une seule, avec une unique modalit\u00e9 de r\u00e9ponse. Or, on peut avoir un travail int\u00e9ressant et pas stimulant (par exemple int\u00e9ressant mais plut\u00f4t r\u00e9p\u00e9titif) ou un travail stimulant (par exemple qui paye bien) et pas int\u00e9ressant. Que r\u00e9pondre&nbsp;? Les r\u00e9ponses \u00e0 une telle formulation sont donc peu, voire pas du tout exploitables.<\/p>\n<p class=\"MsoNormal\">L\u00e0 encore, on peut relever un manque de professionnalisme dans la r\u00e9daction du barom\u00e8tre.<\/p>\n<p class=\"MsoNormal\">Notons enfin que les r\u00e9pondants ne peuvent pas revenir en arri\u00e8re pour modifier leurs r\u00e9ponses apr\u00e8s-coup, le formulaire ne le permet pas. Quelques instants de r\u00e9flexion suppl\u00e9mentaires seraient-ils susceptibles de d\u00e9grader les r\u00e9sultats&nbsp;?<\/p>\n<h3>Quelle validit\u00e9, et pour quelle finalit\u00e9&nbsp;?<\/h3>\n<p class=\"MsoNormal\">Ce \u00ab&nbsp; barom\u00e8tre&nbsp;\u00bb appara\u00eet assez mal nomm\u00e9&nbsp;: il ne mesure ni la pression atmosph\u00e9rique, ni les RPS, ni le stress subi par les personnels. Aucune question ne permet de faire un lien avec la sant\u00e9 des personnels.<\/p>\n<p class=\"MsoNormal\">Apr\u00e8s avoir d\u00e9montr\u00e9 que le \u00ab&nbsp;questionnaire&nbsp;\u00bb manipule les r\u00e9pondants en essayant de les convaincre que tout va bien chez Orange, on peut s\u2019interroger sur la valeur que la Direction lui accorde. N\u2019a-t-elle pas fini par s\u2019auto-convaincre que ce \u00ab&nbsp;coup de sonde&nbsp;\u00bb constituait une v\u00e9ritable remont\u00e9e du terrain, d\u00e9montrant que l\u2019entreprise se pr\u00e9occupe vraiment de son personnel&nbsp;?<\/p>\n<p class=\"MsoNormal\">M\u00eame la repr\u00e9sentativit\u00e9 pose question. La Direction se justifie uniquement par le volume ou par le poids, selon un syllogisme pervers&nbsp;: plus il y a de salari\u00e9s qui r\u00e9pondent, plus le sondage est repr\u00e9sentatif. A grand renfort de relances par mail, il y a beaucoup de salari\u00e9s qui y r\u00e9pondent\u2026 donc le sondage est repr\u00e9sentatif. Peu importe si la pr\u00e9sentation manipule les r\u00e9pondants et si les questions sont biais\u00e9es. Peu importe si on ne sait jamais dans quel type de m\u00e9tier ou d\u2019unit\u00e9 ils travaillent, ce qui pourrait permettre d\u2019identifier des \u00e9carts, et partant des solutions pour am\u00e9liorer les situations les moins favorables.<\/p>\n<p class=\"MsoNormal\">Mais tout se passe comme si ce barom\u00e8tre \u00e9tait un simple alibi permettant d\u2019obtenir des satisf\u00e9cits, relay\u00e9s dans les m\u00e9dias et sur l\u2019intranet Orange.<\/p>\n<p class=\"MsoNormal\">Nous n\u2019avons pas souvenance que des r\u00e9sultats de ces barom\u00e8tres successifs aient, m\u00eame une seule fois, servi \u00e0 prendre des mesures concr\u00e8tes et pr\u00e9cises d\u2019am\u00e9lioration du climat social.<\/p>\n<h3>Un manque de transparence\u2026<\/h3>\n<p class=\"MsoNormal\">Non seulement les repr\u00e9sentants du personnel ne sont pas associ\u00e9s \u00e0 la construction du barom\u00e8tre, mais ils n\u2019ont pas davantage acc\u00e8s aux r\u00e9sultats complets. Lors des pr\u00e9c\u00e9dentes \u00e9ditions, l\u2019exploitation des r\u00e9sultats a \u00e9t\u00e9 faite uniquement par la DRH, sur un assez petit nombre de r\u00e9sultats, interpr\u00e9t\u00e9s \u00e0 sa convenance. Une mani\u00e8re de biaiser les r\u00e9sultats apr\u00e8s avoir biais\u00e9 les questions&nbsp;?<\/p>\n<p class=\"MsoNormal\">Les personnels \u00e9tant r\u00e9guli\u00e8rement interrog\u00e9s par ce barom\u00e8tre, on pourrait esp\u00e9rer faire quelques analyses d\u2019\u00e9volution, \u00e0 partir d\u2019une douzaine de questions qui sont malgr\u00e9 tout bien pos\u00e9es. Mais nous n\u2019avons pas acc\u00e8s aux r\u00e9sultats d\u00e9taill\u00e9s, et la Direction ne communique rien l\u00e0-dessus. Cette derni\u00e8re, r\u00e9alis\u00e9e tous les deux ans environ, est une v\u00e9ritable enqu\u00eate sociologique quantitative qui comporte des questions co-construites par les repr\u00e9sentants du Personnel et un cabinet d\u2019expertise comp\u00e9tent. Les r\u00e9sultats sont accessibles aux repr\u00e9sentants du personnel, et \u00e0 tous les personnels qui le souhaitent. Ils sont d\u00e9taill\u00e9s, corr\u00e9l\u00e9s et analys\u00e9s conjointement avec le cabinet d\u2019experts, afin d\u2019en tirer les conclusions les plus fiables possibles, et de porter aupr\u00e8s de la Direction les revendications n\u00e9cessaires pour am\u00e9liorer la situation des personnels, et notamment pr\u00e9server leur sant\u00e9 au travail.<\/p>\n<p
