Un pari gagnant ?"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 25, 26, 27 et 28 f\u00e9vrier 2019 \u00e0 Paris, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif \u00e0 la Division WIN (Wholesale &#038; International Networks), pr\u00e9sent\u00e9 par J\u00e9r\u00f4me Barr\u00e9, Directeur ex\u00e9cutif d\u2019Orange Division Wholesale &#038; International Networks.<\/p>\n<p>Depuis l\u2019ouverture des r\u00e9seaux \u00e0 la concurrence en France et plus largement en Europe dans les pays dans lesquels Orange op\u00e8re, la vente en gros (\u00ab&nbsp;wholesale&nbsp;\u00bb)&nbsp; a \u00e9t\u00e9 consid\u00e9r\u00e9e comme la contrepartie \u00ab&nbsp;n\u00e9gative&nbsp;\u00bb du march\u00e9 de d\u00e9tail cons\u00e9cutive \u00e0 nos obligations r\u00e8glementaires, voire au mieux comme un amortisseur de la diminution de notre part de march\u00e9 sur le \u00ab&nbsp;retail&nbsp;\u00bb. Or, il s\u2019agit d\u2019un march\u00e9 porteur \u00e0 part enti\u00e8re dont la croissance s\u2019av\u00e8re sup\u00e9rieure \u00e0 la vente de d\u00e9tail (\u00ab\u00a0retail\u00a0\u00bb).<\/p>\n<p>Le partage d\u2019infrastructures, dont la part des nouveaux r\u00e9seaux (la fibre notamment) est aujourd\u2019hui pr\u00e9pond\u00e9rante, est d\u00e9sormais pleinement int\u00e9gr\u00e9 dans notre mod\u00e8le \u00e9conomique dont il constitue l\u2019un des piliers majeurs. Ce sont pr\u00e9cis\u00e9ment les opportunit\u00e9s de ce march\u00e9 en plein essor qui ont conduit \u00e0 la d\u00e9cision de Stephane Richard de regrouper toutes les activit\u00e9s de wholesale, en France et dans le reste du monde, dans une m\u00eame division et de cr\u00e9er WIN.&nbsp;Le march\u00e9 de gros constitue aujourd\u2019hui un pilier du mod\u00e8le \u00e9conomique d\u2019Orange, avec une contribution de 25% du chiffre d&rsquo;affaires en France et 20% du chiffre d&rsquo;affaires du Groupe \u00e0 8Mds\u20ac.<\/p>\n<p>La division WIN a ainsi \u00e9t\u00e9 cr\u00e9\u00e9e en mai 2018 pour op\u00e9rer les activit\u00e9s de vente en gros, d\u00e9velopper ce business et en am\u00e9liorer les marges. Elle proc\u00e8de \u00e9galement aux op\u00e9rations d\u2019achat de gros dans les pays o\u00f9 Orange ne poss\u00e8de pas d\u2019infrastructures ainsi qu\u2019en France aupr\u00e8s, notamment, des op\u00e9rateurs de R\u00e9seaux d\u2019Initiative Publique (RIP).<\/p>\n<p>Orange est un leader mondial de la vente en gros class\u00e9 parmi les 5 premiers op\u00e9rateurs sur ce march\u00e9, et a pour ambition de faire progresser ses revenus de 25%. Les principaux march\u00e9s sur lesquels Orange est pr\u00e9sent sont bien entendu la France, en qualit\u00e9 d\u2019op\u00e9rateur historique, mais aussi toutes les g\u00e9ographies o\u00f9 Orange d\u00e9ploie la fibre, notamment en Espagne et en Pologne. Dans ces deux pays, l\u2019activit\u00e9 wholesale y est en forte croissance. Elle est en recul en revanche sur la zone MEA (Moyen-Orient et Afrique).&nbsp;<span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">La cr\u00e9ation de WLob r\u00e9pond \u00e0 la volont\u00e9 de d\u00e9velopper le business hors de France, Wholesale France demeurant l\u2019acteur comp\u00e9tent sur le march\u00e9 domestique.<\/span><\/p>\n<p>WIN op\u00e8re \u00e9galement les r\u00e9seaux internationaux et longue distance, et g\u00e8re l\u2019activit\u00e9 des c\u00e2bles sous-marins, celle des satellites et assure l\u2019interconnexion des toutes les filiales d\u2019Orange. Avec 450&nbsp;000 km de c\u00e2bles sous-marins, Orange est sur ce secteur \u00e9galement un leader mondial. Leadership qui lui a permis de conclure un partenariat avec Google pour une op\u00e9ration en Atlantique Nord. WIN affiche l\u2019ambition de d\u00e9velopper de tels partenariats avec les GAFAM (Google, Amazon, Facebook, Apple, Microsoft) et les op\u00e9rateurs majeurs.&nbsp;<span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">Enfin la troisi\u00e8me activit\u00e9 est celle \u00ab\u00a0d&rsquo;international carrier\u00a0\u00bb qui consiste en la fourniture de services de connectivit\u00e9 aux op\u00e9rateurs et fournisseurs d&rsquo;acc\u00e8s internet du monde entier.<\/span><\/p>\n<p>La division WIN d\u00e9cline 13 projets qui ont pour ambition de&nbsp;:<\/p>\n<ul>\n<li>\u00e9tendre le r\u00e9seau international d\u2019Orange par la construction de backbones et&nbsp; la multiplication de points de pr\u00e9sence (POP) en Europe et sur la zone MEA<\/li>\n<li>contenir la baisse de la voix et du roaming<\/li>\n<li>d\u00e9velopper fortement le partage des r\u00e9seaux domestiques<\/li>\n<li>mettre \u00e0 la disposition de nos clients une plate-forme de connectivit\u00e9<\/li>\n<li>offrir des services de bout en bout<\/li>\n<li>contribuer \u00e0 une plus forte int\u00e9gration du Groupe<\/li>\n<\/ul>\n<p><strong>Les \u00e9lus ont appr\u00e9ci\u00e9 la pr\u00e9sentation qui a \u00e9t\u00e9 faite de l\u2019activit\u00e9 wholesale qui n\u2019est plus appr\u00e9hend\u00e9e comme une activit\u00e9 contrainte, cons\u00e9quence de nos obligations r\u00e8glementaires en mati\u00e8re d&rsquo;acc\u00e8s suite \u00e0 l\u2019ouverture des r\u00e9seaux \u00e0 la concurrence sur le territoire de l\u2019Union Europ\u00e9enne. La vente en gros apparait au contraire comme un secteur porteur et un levier de croissance. A la question de sa contribution \u00e0 la profitabilit\u00e9 du Groupe, il nous a toutefois \u00e9t\u00e9 r\u00e9pondu que le calcul d\u2019une profitabilit\u00e9 moyenne au seul niveau de la division n\u2019avait pas de sens. L\u2019objectif est de cr\u00e9er de la valeur. Nous serions toutefois int\u00e9ress\u00e9s par une information plus pr\u00e9cise sur la part du chiffre d\u2019affaires r\u00e9alis\u00e9e sur des offres r\u00e9gul\u00e9es, et dont les tarifs sont orient\u00e9s vers les co\u00fbts, en particulier sur les 4,8Mds de chiffre d&rsquo;affaire r\u00e9alis\u00e9s en France. Nous sollicitons \u00e9galement cette information sur les offres non r\u00e9gul\u00e9es, pour lesquelles le Groupe peut r\u00e9aliser une marge. De m\u00eame nous aurions souhait\u00e9 une information plus pr\u00e9cise sur le poids \u00e9conomique de l\u2019achat en gros qui est aussi une activit\u00e9 de la Division, puisque, sur certaines g\u00e9ographies, Orange ne dispose pas de ses propres infrastructures.&nbsp;<\/strong><strong style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">Sur la question de l\u2019emploi, J\u00e9r\u00f4me Barr\u00e9 s\u2019est engag\u00e9 \u00e0 fournir au Comit\u00e9 le nombre de salari\u00e9s affect\u00e9s \u00e0 l\u2019activit\u00e9 Wholesale sur les 2500 que compte la Division WIN.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting in Paris on 25th, 26th, 27th and 28th February 2019 in Paris, the Group Management has included an item on the agenda relating to the WIN Division, presented by J\u00e9r\u00f4me Barr\u00e9, CEO of Orange Wholesale &#038; International Networks Division.<\/p>\n<p>Since the opening of the networks to competition in France and, more broadly in Europe, in the countries in which Orange operates, wholesaling has been regarded as the \u00ab\u00a0negative\u00a0\u00bb counterpart of the retail market, or at best as a cushion for the decline in our market share on the retail side, induced by our regulatory obligations. However, it is a full-fledged growth market whose growth is superior to retail market.<\/p>\n<p>The sharing of infrastructures, of which the part of the new networks (fiber in particular) is predominant today, is now fully integrated into our economic model of which it constitutes one of the major pillars. It was precisely the opportunities in this booming market that led to Stephane Richard&rsquo;s decision to consolidate all wholesale activities, in France and around the world, into one division and create WIN.&nbsp;The wholesale market is today a pillar of Orange&rsquo;s business model, with 25% of sales in France and 20% of Group sales at \u20ac 8bn.<\/p>\n<p>The WIN division was created in May 2018 to operate the wholesale business, develop this business and improve margins. It also carries out wholesale purchase transactions in countries where Orange does not have its own networks and in France, particularly with public initiative network operators.<\/p>\n<p>Orange is a world leader in the wholesale sector, ranked among the top 5 operators in this market, and aims to increase its revenues by 25%. The main markets in which Orange operates are, of course, France, as a historical operator, but also all the regions in which Orange deploys fiber, particularly in Spain and Poland. In these two countries, the wholesale business is growing strongly. On the other hand, it is declining in the AMEA area.&nbsp;The creation of WLob is a response to the willing to develop business outside France, with Wholesale France remaining the competent player in the domestic market.<\/p>\n<p>WIN also operates international and long-distance networks, and manages the submarine cable and satellite activities and interconnects all of Orange&rsquo;s subsidiaries. With 450,000 km of submarine cables, Orange is also a world leader in this sector. Leadership that allowed Orange to enter into a partnership with Google in the North Atlantic. WIN has the ambition to develop such partnerships with GAFAM (Google, Amazon, Facebook, Apple, Microsoft) and major operators.<\/p>\n<p>The WIN division has 13 projects that aim to:<\/p>\n<ul>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">extend Orange&rsquo;s international network by building backbones and multiplying points of presence (POPs) in Europe and the MEA area<\/span><\/li>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">contain the decline of voice and roaming<\/span><\/li>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">strongly develop home networks sharing<\/span><\/li>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">provide to our customers a connectivity platform<\/span><\/li>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">offer end-to-end services<\/span><\/li>\n<li><span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">contribute to a stronger integration of the Group<\/span><\/li>\n<\/ul>\n<p><strong>The European Works Council members highly appreciated the presentation that was made of the wholesale activity which is no longer considered as the consequence of our regulatory obligations in terms of access, following the opening of networks to competition in the territory of the European Union. On the contrary, wholesale sales appear to be a promising market. On the question of its contribution to the Group profitability however, we were told that the calculation of average profitability at the Division level alone did not make sense. The goal is to create value. However, we would be interested in more precise information on the share of revenue generated on regulated offers, whose prices are geared towards costs, in particular on the 4.8 billions of sales generated in France. We also request this information on unregulated offers, for which the Group can realize a margin.
