{"id":10900,"date":"2019-03-15T11:15:53","date_gmt":"2019-03-15T11:15:53","guid":{"rendered":"http:\/\/localhost:8080\/?p=10900"},"modified":"2019-03-15T11:15:53","modified_gmt":"2019-03-15T11:15:53","slug":"eno-2-renouvellement-sans-surprise-du-contrat-ericsson","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2019\/03\/15\/eno-2-renouvellement-sans-surprise-du-contrat-ericsson\/","title":{"rendered":"ENO 2: renouvellement sans surprise du contrat Ericsson"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 25, 26, 27 et 28 f\u00e9vrier 2019 \u00e0 Paris, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour un point de suivi relatif au projet ENO 2 (European Network Outsourcing), pr\u00e9sent\u00e9 par Stefan Buschi, Directeur d\u00e9l\u00e9gu\u00e9 Ressources Humaines Europe.<\/p>\n<p>Les \u00e9lus avaient sollicit\u00e9 un suivi du projet ENO 2 lors de la s\u00e9ance pl\u00e9ni\u00e8re du 7 novembre 2018 \u00e0 Nice et demand\u00e9 \u00e0 \u00eatre tenus inform\u00e9s de la d\u00e9cision de la Direction quant aux sc\u00e9narios envisag\u00e9s et d\u00e9battus \u00e0 quatre reprises en Comit\u00e9 de Groupe Europ\u00e9en.<\/p>\n<p>L\u2019arriv\u00e9e \u00e0 terme imminente de l\u2019un des contrats de sous-traitance conclus avec Ericsson relatifs aux prestations de supervision et de maintenance du r\u00e9seau fixe et mobile, en l\u2019esp\u00e8ce celui de l\u2019Espagne, a dict\u00e9 le calendrier.<\/p>\n<p>La Direction a fait part de sa d\u00e9cision de poursuivre sa relation contractuelle avec Ericsson selon le sc\u00e9nario 1 qui avait \u00e9t\u00e9 pr\u00e9sent\u00e9 aux \u00e9lus \u00e0 l\u2019occasion des <span style=\"text-decoration: underline;\"><a href=\"201811096931\/comite-groupe-europe-monde\/eno-european-network-outsourcing-v2-le-comite-de-groupe-europeen-d-orange-creuse-le-dossier.html\" target=\"_blank\" rel=\"noopener\">pr\u00e9c\u00e9dentes s\u00e9ances pl\u00e9ni\u00e8res<\/a><\/span>. L\u2019Espagne sera donc le premier pays \u00e0 renouveler le contrat d\u2019Ericsson.&nbsp;<span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">Le contrat \u00e9tait, \u00e0 la date de notre r\u00e9union, en cours de finalisation, sa signature devant toutefois intervenir avant la fin du mois de mars. Il sera d\u2019une dur\u00e9e de 3 ans, renouvelable deux fois pour une dur\u00e9e d\u2019une ann\u00e9e.<\/span><\/p>\n<p>La Direction indique avoir fait le choix de la continuit\u00e9 de service, de la garantie de la qualit\u00e9 et du meilleur co\u00fbt, consid\u00e9rant qu\u2019Ericsson avait fait ses preuves sur la p\u00e9riode \u00e9coul\u00e9e de 3 ann\u00e9es pleines.&nbsp;Elle conclut \u00e0 l\u2019absence d\u2019impacts sociaux de cette d\u00e9cision pour les salari\u00e9s d\u2019Orange.<\/p>\n<p>En revanche, la d\u00e9cision d\u2019Orange est susceptible d\u2019affecter \u00e0 terme des salari\u00e9s d\u2019Ericsson en Belgique et Roumanie, deux pays o\u00f9 <span style=\"text-decoration: underline;\"><a href=\"201712066164\/europe-et-international\/point-d-etape-du-projet-gnoc-group-network-operation-center-eno-european-network-optimization.html\" target=\"_blank\" rel=\"noopener\">des mouvements de personnels d\u2019Ericsson vers le GNOC (Group Network Operation Center) sont possibles<\/a><\/span>.&nbsp;<span style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">Dans ces deux pays, les contrats en cours expirent fin 2019. Des changements sont envisag\u00e9s par rapport au contrat initial sans que les informations donn\u00e9es soient \u00e0 ce jour parfaitement claires. Une partie des activit\u00e9s de supervision seraient reprises par le GNOC. Ce changement op\u00e9rationnel, s\u2019il \u00e9tait d\u00e9cid\u00e9, aurait pour cons\u00e9quence le transfert de 8 postes d\u2019Ericsson vers le GNOC en Roumanie et de plus de 60 postes en Belgique.<\/span><\/p>\n<p><strong>Les membres du Comit\u00e9 de Groupe Europ\u00e9en ont regrett\u00e9 de ne pas avoir re\u00e7u de r\u00e9ponse formelle suite \u00e0 l\u2019avis motiv\u00e9 qu\u2019ils avaient communiqu\u00e9 \u00e0 la Direction au lendemain du <span style=\"text-decoration: underline;\"><a href=\"201811266998\/comite-groupe-europe-monde\/eno-european-network-outsourcing-v2-suite-et-fin-de-la-consultation.html\" target=\"_blank\" rel=\"noopener\">Comit\u00e9 de Groupe Europ\u00e9en de Nice de novembre 2018<\/a><\/span>. Plus g\u00e9n\u00e9ralement ils regrettent que leurs observations n\u2019aient pas \u00e9t\u00e9 prises en compte et que la politique d\u2019outsourcing d\u2019activit\u00e9s \u00ab&nbsp;c\u0153ur de m\u00e9tier&nbsp;\u00bb perdure.<\/strong><\/p>\n<p><strong>Les \u00e9lus restent circonspects sur le devenir des anciens salari\u00e9s d\u2019Orange transf\u00e9r\u00e9s chez Ericsson au moment de la signature des premiers contrats. Ils s\u2019interrogent notamment sur l\u2019avenir de ceux d\u2019entre eux qui, exer\u00e7ant jusqu\u2019\u00e0 aujourd\u2019hui une activit\u00e9 de supervision en Belgique ou en Roumanie, seraient susceptibles de voir leur activit\u00e9 transf\u00e9r\u00e9e au GNOC.&nbsp;<\/strong><strong style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">Ils avaient vigoureusement d\u00e9fendu un maintien de ces emplois en interne, \u00e0 l\u2019\u00e9poque de la pr\u00e9sentation du premier projet&nbsp; ENO 1, et s\u2019\u00e9taient montr\u00e9s favorables \u00e0 une r\u00e9-internalisation des activit\u00e9s lors des discussions r\u00e9centes relatives \u00e0 ENO 2.<\/strong><\/p>\n<p><strong>L\u2019absence de tout suivi de ses anciens salari\u00e9s par Orange reste une pr\u00e9occupation des \u00e9lus dans ce dossier. <\/strong><\/p>\n<p><strong>Ils restent \u00e9galement inquiets sur les risques de perte de comp\u00e9tences internes dans les filiales concern\u00e9es par l\u2019outsourcing, et s\u2019interrogent notamment sur les activit\u00e9s sous-trait\u00e9es affectant les technologies en cours de d\u00e9veloppement, en particulier la 5G.<\/strong><\/p>\n<p><strong>Sur ce dernier point une r\u00e9ponse de la Direction a \u00e9t\u00e9 adress\u00e9e aux \u00e9lus. Apr\u00e8s avoir pris attache avec l&rsquo;\u00e9quipe de projet 5G, Stefan BUSCHI assure que le d\u00e9ploiement de celle-ci ne devrait avoir aucun impact majeur sur le champ d&rsquo;application d&rsquo;ENO 2. <\/strong><strong>&nbsp;<\/strong><strong>Les \u00e9lus ont exprim\u00e9 le v\u0153u que le dossier revienne devant le Comit\u00e9 lors d\u2019une r\u00e9union prochaine.<\/strong><\/p>\n<p>&nbsp;[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting on 25th, 26th, 27th and 28th February 2019 in Paris, the Group&rsquo;s Management has included on the agenda a follow-up item on the European Network Outsourcing (ENO 2) project, presented by Stefan Buschi, Deputy Director Human Resources Europe.<\/p>\n<p>The elected representatives had requested a follow-up of the ENO 2 project during the plenary session of November 7th, 2018 in Nice and asked to be kept informed of the decision of the Management about the scenarios debated four times in the European Works Council.<\/p>\n<p>The imminent completion of one of the contracts concluded with Ericsson for the supervision and maintenance services of the fixed and mobile network, in this case that of Spain, dictated the timetable.<\/p>\n<p>The Management announced &nbsp;its decision to renew its contractual relationship with Ericsson according to scenario 1 which had been presented to the elected representatives during <span style=\"text-decoration: underline;\"><a href=\"201811096931\/comite-groupe-europe-monde\/eno-european-network-outsourcing-v2-le-comite-de-groupe-europeen-d-orange-creuse-le-dossier.html\" target=\"_blank\" rel=\"noopener\">the previous plenary sessions<\/a><\/span>.&nbsp;Spain will therefore be the first country to renew the Ericsson contract. The new contract was being finalized on the date of the plenary session and its signature envisaged in the course of March. It will be for a period of 3 years, renewable twice for a period of one year.<\/p>\n<p>The Management indicates that it chose continuity of service, quality assurance and the best cost, considering that Ericsson had proved itself over the past three full years.&nbsp;It concludes that this decision has no social impact for Orange employees.<\/p>\n<p>Orange&rsquo;s decision is likely to eventually affect Ericsson employees in Belgium and Romania, <span style=\"text-decoration: underline;\"><a href=\"201712066164\/europe-et-international\/point-d-etape-du-projet-gnoc-group-network-operation-center-eno-european-network-optimization.html\" target=\"_blank\" rel=\"noopener\">two countries where Ericsson staff moves to the GNOC (Global Network Operation Center) are possible<\/a><\/span>.&nbsp;In these two countries the current contracts will end in November and&nbsp; December 2019.&nbsp;Changes are discussed in relation to the initial contract . The information given by the Management isn\u2019t however so far perfectly clear. &nbsp;Part of the supervision activities could be taken over by the GNOC. This operational change, if decided, would result in the transfer of eight Ericsson employees to the GNOC in Romania and more than 60 ones in Belgium.<\/p>\n<p><strong>The elected representatives regretted not having had a formal response following the reasoned opinion they had communicated to the Management following the <span style=\"text-decoration: underline;\"><a href=\"201811266998\/comite-groupe-europe-monde\/eno-european-network-outsourcing-v2-suite-et-fin-de-la-consultation.html\" target=\"_blank\" rel=\"noopener\">November 2018 European Works Council in Nice<\/a><\/span>. More precisely, they regret that their observations have not been taken into account and that the \u00ab\u00a0core business\u00a0\u00bb activity outsourcing policy continues.<\/strong><\/p>\n<p><strong style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">They remain circumspect about the future of Orange&rsquo;s former employees transferred to Ericsson at the time of the signing of the first contracts.<\/strong><strong style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\"> In particular, they wonder about the future of those who, in Belgium or Romania, are likely to see their activity transferred to the GNOC.&nbsp;<\/strong><strong style=\"background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;\">The representatives had defended the retention of these jobs internally, at the time of the first ENO 1 project, and were in favor of reintroduction of the activities in recent ENO2 discussions.<\/strong><\/p>\n<p><strong>The absence of any follow-up of its former employees by Orange remains a concern of the elected officials in this file.<\/strong><\/p>\n<p><strong>They also remain worried about the risk of loss of technical skills in the subsidiaries involved in outsourcing and are concerned about those affecting technologies currently under development, notably 5G.<\/strong><\/p>\n<p><strong>On this last point a response from the Management was sent to the elected officials.
