{"id":11425,"date":"2019-05-22T09:14:26","date_gmt":"2019-05-22T09:14:26","guid":{"rendered":"http:\/\/localhost:8080\/?p=11425"},"modified":"2019-05-22T09:14:26","modified_gmt":"2019-05-22T09:14:26","slug":"l-organisation-d-orange-en-zone-mea-a-l-assaut-du-kilimandjaro","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2019\/05\/22\/l-organisation-d-orange-en-zone-mea-a-l-assaut-du-kilimandjaro\/","title":{"rendered":"L&rsquo;organisation d&rsquo;Orange en zone MEA \u00e0 l&rsquo;assaut du Kilimandjaro"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Monde d&rsquo;Orange des 14, 15 et 16 mai 2019 \u00e0 Paris, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour le point sur le programme Kilimandjaro, dossier pr\u00e9sent\u00e9 par Alioune Ndiaye, Directeur g\u00e9n\u00e9ral ex\u00e9cutif d&rsquo;Orange Afrique &#038; Moyen-Orient, et Fran\u00e7ois-Xavier Rey, Directeur du programme Kilimandjaro et Directeur adjoint des Ressources Humaines Afrique &#038; Moyen-Orient.<\/p>\n<p>Ce point \u00ab\u00a0Kilimandjaro\u00a0\u00bb fait suite au dossier \u00ab\u00a0Op\u00e9rations Afrique &#038; Moyen-Orient et programme ANO (Africa Network Outsourcing)\u00a0\u00bb pr\u00e9sent\u00e9 \u00e0 ce m\u00eame Comit\u00e9 de Groupe Monde, et la meilleure illustration en sera faite par Alioune Ndiaye en introduction, \u00e0 savoir que St\u00e9phane Richard veut par ce programme de transformation (suite logique de \u00ab\u00a0Babel\u00a0\u00bb) se doter des moyens pour trouver un \u00ab\u00a0gisement\u00a0\u00bb \u00e9quivalent \u00e0 Orange Money.<\/p>\n<p>Les objectfis de Kilimandjaro se concentrent sur une cible de position d&rsquo;op\u00e9rateur \u00ab\u00a0multi-services\u00a0\u00bb, car en 2050, pas moins de 2.5 milliards d&rsquo;habitants seront africains, soit 1 sur 4, avec un Produit Int\u00e9rieur Brut (PIB) de 10% du PIB mondial, sans oublier qu&rsquo;\u00e0 ce jour la zone MEA participe d\u00e9j\u00e0 \u00e0 plus de 50% de la croissance du Groupe Orange.<\/p>\n<p>Autres chiffres \u00e0 garder \u00e0 l&rsquo;esprit: 1 Africain sur 2 dispose d&rsquo;un mobile, 660 millions de smartphones en 2020, +65% annuels de croissance du trafic data mobile, 30% de la population seulement utilise Internet en Afrique, versus 75% chez nous en Europe !<\/p>\n<p>Trois phases sont \u00e0 distinguer dans ce programme:<\/p>\n<ol>\n<li>D\u00e8s 2015 et 2016, le projet \u00ab\u00a0Babel\u00a0\u00bb s&rsquo;attelle \u00e0 regrouper les filiales et les participations Afrique &#038; Moyen-Orient sous la holding Orange Afrique &#038; Moyen-orient pour une meilleure lisibilit\u00e9 du Groupe en Afrique.<\/li>\n<li>Intervient ensuite le d\u00e9marrage de la phase 1 de Kilimandjaro, et notre mod\u00e8le op\u00e9rationnel doit s&rsquo;adapter en 2017 et 2018 au continent africain, et identifie 5 chantiers prioritaires sur la zone Afrique &#038; Moyen-Orient.<\/li>\n<li>Enfin, la phase 2 de Kilimandjaro cible une transformation acc\u00e9l\u00e9r\u00e9e d\u00e8s fin 2018 et doit aboutir au plus tard en 2025 \u00e0 ce statut d&rsquo;op\u00e9rateur multi-services, gr\u00e2ce \u00e0 un ancrage africain affirm\u00e9 et reconnu de tous.<\/li>\n<\/ol>\n<p>Plusieurs axes strat\u00e9giques doivent permettre \u00e0 Kilimandjaro d&rsquo;\u00e9quilibrer objectifs et moyens. En termes d&rsquo;objectifs, il appara\u00eet imp\u00e9ratif de d\u00e9ployer des mod\u00e8les novateurs et adapt\u00e9s aux enjeux du continent africain (partenariat avec des Etats, mais aussi avec les GAFA et les acteurs chinois majeurs).<\/p>\n<p>Kilimandjaro et ses 5 chantiers principaux doivent confirmer la pertinence de cette orientation du Groupe Orange:<\/p>\n<ol>\n<li>Adapter notre mod\u00e8le d&rsquo;affaires aux enjeux du continent africain (CEO sponsor: Yasser Shaker &#8211; Egypte)<\/li>\n<li>Faire \u00e9voluer notre mod\u00e8le d&rsquo;innovation pour plus d&rsquo;agilit\u00e9 et d&rsquo;efficience (CEO sponsor: Thierry Millet &#8211; Tunisie)<\/li>\n<li>Attirer les talents et comp\u00e9tences issus des pays africains (CEO sponsor: Ben Cheik Haidara &#8211; Burkina Faso)<\/li>\n<li>Renforcer notre ancrage r\u00e9gional (CEO sponsor: G. Lokossou, R\u00e9publique D\u00e9mocratique du Congo &#8211; A. Kane, Sierra Leone)<\/li>\n<li>Adapter le fonctionnement et la gouvernance de la holding mixte vis-\u00e0-vis des filiales et du Groupe (CEO sponsor: S\u00e9kou Drame &#8211; S\u00e9n\u00e9gal)<\/li>\n<\/ol>\n<p>Dans ce contexte de transformation, pas moins de 30 actions d\u00e9j\u00e0 engag\u00e9es sur ces chantiers et des premi\u00e8res r\u00e9alisations sont d\u00e9j\u00e0 visibles. A ce titre, trois exemples sont donn\u00e9s. Pour affirmer notre ancrage r\u00e9gional, Orange a d\u00e9j\u00e0 particip\u00e9 en novembre 2018 au salon africain majeur des t\u00e9l\u00e9communications AfricaCom, \u00e9quivalent \u00e0 celui de Barcelone pour l&rsquo;Europe. Sur le sujet d&rsquo;adaptation des modes o\u00e9prationnels, un nouvel ERP (Enterprise Resource Planning) a \u00e9t\u00e9 mis en place au sein d&rsquo;Orange Sierra Leone, g\u00e9n\u00e9rant 3.7 Mds d&rsquo;\u20ac d&rsquo;\u00e9conomie. Enfin, pour d\u00e9velopper l&rsquo;innovation locale en Afrique, les technocentres de la zone africaine sont rattach\u00e9s \u00e0 Orange Afrique &#038; Moyen-Orient, et non plus \u00e0 la division TGI (Technical &#038; Global Innovation).<\/p>\n<p>Enfin, la communication sur le programme Kilimandjaro pr\u00e9cise que le projet doit r\u00e9ussir si tout le monde sait ce qu&rsquo;est le projet et en parle de mani\u00e8re coh\u00e9rente et partag\u00e9e. A ce titre, Alioune Ndiaye respecte un \u00ab\u00a0wording\u00a0\u00bb unique, organise des interview radio et\/ou vid\u00e9o avec un message simple et tr\u00e8s clair (fran\u00e7ais &#038; anglais).<\/p>\n<p>Le si\u00e8ge africain d&rsquo;Orange Afrique &#038; Moyen-Orient est install\u00e9 \u00e0 Casablanca sur l&#8217;emplacement de l&rsquo;ancien a\u00e9roport d&rsquo;Anfa, une zone de 350 hectares, disposant d&rsquo;une excellente connectivit\u00e9 pour les transports. Dans la tour CFC (Casablance Finance City), Orange Afrique &#038; Moyen-Orient b\u00e9n\u00e9ficiera d&rsquo;environ 900 m2 d&rsquo;espaces am\u00e9nageables en bureaux et salles de r\u00e9union. Alioune Ndiaye et ses \u00e9quipes doivent s&rsquo;y installer dans quelques mois.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Analyse des membres du Comit\u00e9 de Groupe Monde et de la CFE-CGC Orange:<\/strong><\/span><\/p>\n<p><strong>Malgr\u00e9 ces \u00e9changes clairs et transparents avec Alioune Ndiaye, des inqui\u00e9tudes persistent pour nos repr\u00e9sentants africains, notamment en R\u00e9publique D\u00e9mocratique du Congo, au S\u00e9n\u00e9gal, en C\u00f4te d&rsquo;Ivoire et au Mali.<\/strong><\/p>\n<p><strong>En effet, les membres du Comit\u00e9 demandent \u00e0 ce que les m\u00eames \u00e9v\u00e8nements GNOC\/ANO ne se reproduisent pas sur le projet Kilimandjaro.<\/strong> En r\u00e9ponse et \u00e0 titre d&rsquo;exemple, Alioune Ndiaye propose d&rsquo;organiser un rendez-vous avec kles \u00e9quipes techniques qui travaillent sur le projet GNOC\/ANO, afin de d\u00e9tailler le <strong>bilan des performances, mais aussi le bilan des mobilit\u00e9s (RH) telles que trait\u00e9es par le partenaire Huawei.<\/strong> Le Directeur g\u00e9n\u00e9ral ex\u00e9cutif d&rsquo;Orange Afrique &#038; Moyen-Orient promet une forte transparence de sa part tout au long du projet Kilimandjaro.<\/p>\n<p><strong>Le Comit\u00e9 de Groupe Monde et ses membres suivront de pr\u00e8s l&rsquo;\u00e9volution de Kilimandjaro, parmi les autres dossiers r\u00e9currents et sensibles (GNOC\/ANO entre autres) en Afrique.<\/strong><\/p>\n<p>&nbsp;[<em>English version<\/em>]<\/p>\n<p>As part of the Orange World Works Council meeting in Paris on May 14th, 15th and 16th, 2019, the Group&rsquo;s Management has included the item on the Kilimandjaro program on the agenda, presented by Alioune Ndiaye, Executive Director General of Orange Africa &#038; Middle East, and Fran\u00e7ois-Xavier Rey, Kilimanjaro Program Director and Deputy Director of Human Resources Africa &#038; Middle East.<\/p>\n<p>This \u00ab\u00a0Kilimanjaro\u00a0\u00bb item follows the \u00ab\u00a0Africa &#038; Middle East Operations and Africa Network Outsourcing\u00a0\u00bb program presented to the same World Works Council, and the best illustration will be made by Alioune Ndiaye in the introduction, namely that St\u00e9phane Richard wants by this program of transformation (logical continuation of \u00ab\u00a0Babel\u00a0\u00bb) to equip himself to find a \u00ab\u00a0deposit\u00a0\u00bb equivalent to Orange Money.<\/p>\n<p>Kilimanjaro&rsquo;s objections focus on a multi-service operator position target, because in 2050, no less than 2.5 billion people will be African, or 1 in 4, with a Gross Domestic Product (GDP) of 10 % of global GDP, not to mention that to date the MEA zone already accounts for more than 50% of Orange Group&rsquo;s growth.<\/p>\n<p>Other figures to keep in mind: 1 in 2 Africans have a mobile, 660 million smartphones in 2020, + 65% annual growth of mobile data traffic, 30% of the population only uses the Internet in Africa, versus 75 % at home in Europe !<\/p>\n<p>Three phases are to be distinguished in this program:<\/p>\n<ol>\n<li>As of 2015 and 2016, the \u00ab\u00a0Babel\u00a0\u00bb project is working to consolidate the subsidiaries and holdings in Africa &#038; Middle East under the holding company Orange Africa &#038; Middle East for better legibility of the Group in Africa.<\/li>\n<li>Then comes the start of phase 1 of Kilimanjaro, and our operational model must adapt in 2017 and 2018 to the African continent, and identifies 5 priority projects in the Africa &#038; Middle East region.<\/li>\n<li>Finally, phase 2 of Kilimanjaro targets an accelerated transformation by the end of 2018 and must end in 2025 at the latest in this status of multi-service operator, thanks to an affirmed and recognized African anchorage of all.<\/li>\n<\/ol>\n<p>Several strategic axes must allow Kilimanjaro to balance objectives and means. In terms of objectives, it seems imperative to deploy innovative models adapted to the challenges of the African continent (partnership with states, but also with GAFA and major Chinese actors).<\/p>\n<p>Kilimanjaro and its five main projects must confirm the relevance of this orientation of the Orange Group:<\/p>\n<ol>\n<li>Adapt our business model to the challenges of the African continent (CEO sponsor: Yasser Shaker &#8211; Egypt)<\/li>\n<li>Develop our innovation model for greater agility and efficiency (CEO sponsor: Thierry Millet &#8211; Tunisia)<\/li>\n<li>Attract talents and skills from African countries (CEO sponsor: Ben Cheik Haidara &#8211; Burkina Faso)<\/li>\n<li>Strengthening our regional roots (CEO sponsor: G. Lokossou, Democratic Republic of Congo &#8211; A. Kane, Sierra Leone)<\/li>\n<li>Adpater le fonctionnement et la gouvernance de la holding mixte vis-\u00e0-vis des filiales et du Groupe (CEO sponsor: S\u00e9kou Drame &#8211; Senegal)<\/li>\n<\/ol>\n<p>In this context of transformation, no less than 30 actions already undertaken on these sites and first achievements are already visible. As such, three examples are given. To affirm our regional roots, Orange has already participated in November 2018 at AfricaCom&rsquo;s major African telecommunication exhibition, equivalent to that of Barcelona for Europe. On the topic of adaptation of the oeprational modes, a new ERP (Enterprise Resource Planning) was set up within Orange Sierra Leone, generating \u20ac 3.7 billion in savings. Finally, to develop local innovation in Africa, the technocentres of the African zone are attached to Orange Africa &#038; Middle East, and no longer to the TGI Division (Technical &#038; Global Innovation).<\/p>\n<p>Finally, the Kilimanjaro program communication states that the project must succeed if everyone knows what the project is and speaks about it in a coherent and shared way. As such, Alioune Ndiaye respects a unique \u00ab\u00a0wording\u00a0\u00bb, organizes radio and \/ or video interviews with a simple and very clear message (French &#038; English).<\/p>\n<p>Orange Africa &#038; Middle East&rsquo;s African headquarters are located in Casablanca on the site of the former Anfa airport, a 350-hectare zone, with excellent transport connectivity. In the CFC tower (Casablance Finance City), Orange Africa &#038; Middle East will benefit from approximately 900 m2 of convertible space in offices and meeting rooms. Alioune Ndiaye and her teams have to settle there in a few months.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Analysis of the members of the World Group Committee and the CFE-CGC Orange:<\/strong><\/span><\/p>\n<p><strong>Despite these clear and transparent exchanges with Alioune Ndiaye, concerns remain for our African representatives, particularly in the Democratic Republic of Congo, Senegal, Ivory Coast and Mali.<\/strong><\/p>\n<p><strong>Indeed, the members of the Committee demand that the same GNOC \/ ANO events do not occur on the Kilimanjaro project.<\/strong> In response and as an example, Alioune Ndiaye proposes to organize an appointment with the technical teams working on the GNOC \/ ANO project, <strong>in order to detail the performance report, but also the record of the mobilities (HR) such than processed by the partner Huawei<\/strong>.
