{"id":11617,"date":"2019-06-12T08:33:33","date_gmt":"2019-06-12T08:33:33","guid":{"rendered":"http:\/\/localhost:8080\/?p=11617"},"modified":"2019-06-12T08:33:33","modified_gmt":"2019-06-12T08:33:33","slug":"projet-vanille-informer-c-est-bien-consulter-c-est-mieux","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2019\/06\/12\/projet-vanille-informer-c-est-bien-consulter-c-est-mieux\/","title":{"rendered":"Projet Vanille: informer, c&rsquo;est bien, consulter, c&rsquo;est mieux !"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 4, 5 et 6 juin 2019 \u00e0 Amsterdam, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour un point relatif au projet de transformation Vanille, dossier pr\u00e9sent\u00e9 par Christian Luginb\u00fchl, vice-pr\u00e9sident s\u00e9nior Europe &#038; Performance et C\u00e9line Ribi\u00e8re, Directrice des ressources humaines de TGI (Technical &#038; Global Innovation).<\/p>\n<p>Ce dossier s&rsquo;inscrit en droite ligne de la pr\u00e9sentation effectu\u00e9e le matin m\u00eame de la s\u00e9ance pl\u00e9ni\u00e8re, concernant <a href=\"201906117743\/comite-groupe-europe-monde\/transformation-du-groupe-orange-une-feuille-de-route-sans-etape-visible.html\" target=\"_blank\" rel=\"noopener\">les grandes lignes de transformation du Groupe Orange<\/a>. La Direction rappelle le contexte et les enjeux de ce projet autour de la mission de TGI (Technical &#038; Global Innovation) au sein d&rsquo;Orange en tant que pionnier de l&rsquo;innovation et en charge de la construction pour Orange d&rsquo;atouts comp\u00e9titifs diff\u00e9renciants, du pilotage des innovations majeures \u00e0 la construction et la mise en oeuvre de solutions mutualis\u00e9es, tout en accompagnant les pays dans les d\u00e9marches d&rsquo;innovation. En tant que l&rsquo;un des dix chantiers du programme de transformation du Groupe Orange, ayant mobilis\u00e9 150 personnes en interne TGI pour sa conduite, le projet Vanille veut faire \u00e9voluer les r\u00f4les, les modes de fonctionnement et les interfaces de TGI avec les autres entit\u00e9s du Groupe, afin de renforcer la capacit\u00e9 du Groupe \u00e0 contribuer \u00e0 la cr\u00e9ation de valeur en coh\u00e9rence avec ses priorit\u00e9s strat\u00e9giques.<\/p>\n<p>Dans ce cadre, 7 grands objectifs transversaux de transformation des r\u00f4les et interfaces de TGI avec ses partenaires ont \u00e9t\u00e9 pr\u00e9vus, tels que par exemple le renforcement de l&rsquo;engagement des pays dans l&rsquo;\u00e9laboration et la mise en oeuvre des d\u00e9cisions strat\u00e9giques, le soutien op\u00e9rationnel adapt\u00e9 aux besoins des pays en capitalisant sur leurs expertises, ou encore l&rsquo;am\u00e9lioration de la lisibilit\u00e9 du mod\u00e8le de financement de TGI en garantissant la comp\u00e9titivit\u00e9 de ses co\u00fbts. La Direction indique ensuite un ensemble d&rsquo;indicateurs pr\u00e9sent\u00e9 comme les conditions de r\u00e9ussite du projet, encourageant une communication r\u00e9guli\u00e8re et plus claire, une meilleure compr\u00e9hension de la strat\u00e9gie d&rsquo;innovation et des priorit\u00e9s, ou encore les \u00e9quipes et les comp\u00e9tences \u00e0 se focaliser sur l&rsquo;essentiel.<\/p>\n<p>Pour d\u00e9cliner efficacement selon la Direction ces grands objectifs de transformation, quatre natures d&rsquo;activit\u00e9s ont \u00e9t\u00e9 identifi\u00e9es au sein de TGI:<\/p>\n<ul>\n<li>les portefeuilles d&rsquo;innovation et les directions m\u00e9tiers, regroupant dans ces deux th\u00e9matiques les projets transverses li\u00e9s aux d\u00e9fis d&rsquo;innovation, aux innovations locales et mutli-locales<\/li>\n<li>deux directions transverses \u00ab\u00a0strat\u00e9gie de l&rsquo;innovation\u00a0\u00bb et \u00ab\u00a0direction des op\u00e9rations\u00a0\u00bb assurant la d\u00e9finition de la strat\u00e9gie globale ainsi que le pilotage de l&rsquo;activit\u00e9 et des roadmaps<\/li>\n<li>la cr\u00e9ation d&rsquo;une nouvelle direction intitul\u00e9e \u00ab\u00a0Data &#038; IA\u00a0\u00bb<\/li>\n<li>la cr\u00e9ation d&rsquo;une direction \u00ab\u00a0Product Marketing &#038; Design\u00a0\u00bb regroupant l&rsquo;ensemble des activit\u00e9s Marketing, Technocentre, design et entrepreneuriat de TGI<\/li>\n<\/ul>\n<p>La Direction indique par ailleurs que les p\u00e9rim\u00e8tres actuels des directions Communication et Juridique seront maintenus, les directions Ressources Humaines et Finances \u00e9tant amen\u00e9es \u00e0 \u00e9voluer en fonction de la nouvelle organisation, avec notamment la cr\u00e9ation d&rsquo;une direction Finances &#038; Performance, int\u00e9grant des activit\u00e9s Performance actuellement au sein de la direction Europe &#038; Performance, et \u00e0 m\u00eame de suivre l&rsquo;activit\u00e9 des portefeuilles.<\/p>\n<p>S&rsquo;agissant des femmes et des hommes au coeur de ces transformations, la division TGI ne compte pas moins de 536 salari\u00e9s dans ses effectifs europ\u00e9ens dont:<\/p>\n<ul>\n<li>34 en Pologne au sein d&rsquo;Orange Labs Networks<\/li>\n<li>4 en Espagne au sein d&rsquo;Orange Labs Networks<\/li>\n<li>395 en Roumanie (181 au sein d&rsquo;Orange Labs Services et 214 au sein d&rsquo;Orange Labs Networks)<\/li>\n<li>94 \u00e0 Orange Brand Services (incluant la direction Europe &#038; Performance, le Marketing Groupe &#038; Europe, les Objets Connect\u00e9s &#038; Partenariat, le Technocentre, Orange Labs Services et Orange Labs Networks)<\/li>\n<li>9 en Belgique (au sein d&rsquo;Orange Labs Networks)<\/li>\n<\/ul>\n<p>Si la Direction du Groupe se veut rassurante s&rsquo;agissant des moyens mis en oeuvre pour accompagner les salari\u00e9s et leur permettre d&rsquo;appr\u00e9hender la nature des \u00e9volutions, d&rsquo;obtenir des r\u00e9ponses au fil de l&rsquo;eau \u00e0 leurs questions, tout en se voulant respectueuse du calendrier social par g\u00e9ographie tel que rappel\u00e9 en s\u00e9ance, l<strong>es membres du Comit\u00e9 de Groupe Europ\u00e9en ont fait part de leur stup\u00e9faction face au choix de la Direction de n&rsquo;inscrire ce sujet majeur qu&rsquo;en simple information<\/strong>, alors que les termes de la <a href=\"https:\/\/www.legifrance.gouv.fr\/affichTexte.do?cidTexte=JORFTEXT000020664383&#038;categorieLien=id\" target=\"_blank\" rel=\"noopener\">Directive europ\u00e9enne 2009\/38\/CE du 6 mai 2009<\/a>, transpos\u00e9 en droit fran\u00e7ais le 20 octobre 2011, pr\u00e9voit les dispositions d&rsquo;une proc\u00e9dure d&rsquo;information\/consultation pour les questions transnationales concernant \u00ab\u00a0l&rsquo;ensemble de l&rsquo;entreprise de dimension communautaire ou du groupe d&rsquo;entreprises de dimension communautaire <strong>ou au moins deux entreprises ou \u00e9tablissements de l&rsquo;entreprise ou du groupe situ\u00e9s dans deux Etats membres diff\u00e9rents<\/strong>\u00ab\u00a0. On ne peut qu&rsquo;\u00eatre \u00e9tonn\u00e9 de telles pratiques visant \u00e0 fragmenter le paysage social de l&rsquo;entreprise, alors m\u00eame que le Groupe revendique une transparence et une volont\u00e9 de transversalit\u00e9 toujours plus forte !<\/p>\n<p><strong>Apr\u00e8s une interruption de s\u00e9ance et un d\u00e9bat interne au Comit\u00e9 de Groupe Europ\u00e9en, les membres de l&rsquo;instance, r\u00e9unis en s\u00e9ance pl\u00e9ni\u00e8re, donnent \u00e0 l&rsquo;unanimit\u00e9 mandat au Secr\u00e9taire et au Bureau afin d&rsquo;engager une action l\u00e9gale, quelle qu&rsquo;en soit la nature, en vue d&rsquo;obtenir de la Direction du Groupe une proc\u00e9dure d&rsquo;information\/consultation au niveau europ\u00e9en sur le projet de transformation Vanille.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting in Amsterdam on 4th, 5th and 6th June 2019, the Group Management has included an item on the Vanille transformation project, presented by Christian Luginb\u00fchl, Senior Vice President Europe &#038; Performance and C\u00e9line Ribi\u00e8re, Director of Human Resources at TGI (Technical &#038; Global Innovation).<\/p>\n<p><span>This file is in line with the presentation made the morning of the plenary session, on <a href=\"201906117743\/comite-groupe-europe-monde\/transformation-du-groupe-orange-une-feuille-de-route-sans-etape-visible.html\" target=\"_blank\" rel=\"noopener\">the main lines of transformation of the Orange Group<\/a>. The Management recalls the context and challenges of this project around the mission of TGI (Technical &#038; Global Innovation) to Orange as a pioneer of innovation and in charge of the construction for Orange of differentiating and competitive assets, from piloting major innovations to the construction and implementation of shared solutions, while accompanying countries in the innovation process. As one of the ten projects of the transformation program of the Orange Group, having mobilized 150 people internally TGI for its conduct, the Vanille project wants to change the roles, modes of operation and interfaces of TGI with other entities of the Group, in order to strengthen the Group&rsquo;s ability to contribute to value creation in line with its strategic priorities.<\/span><\/p>\n<p>Within this framework, 7 major cross-cutting objectives for transforming TGI&rsquo;s roles and interfaces with its partners have been foreseen, such as for example the strengthening of the commitment of the countries in the development and the implementation of the strategic decisions, the support operationalized to the needs of the countries by capitalizing on their expertise, or the improvement of the legibility of TGI&rsquo;s financing model by guaranteeing the competitiveness of its costs. Management then indicates a set of indicators presented as the conditions for success of the project, encouraging regular and clearer communication, a better understanding of the innovation strategy and priorities, or the teams and skills to focus on the essential.<\/p>\n<p>To effectively decline according to the Management these major objectives of transformation, four types of activities have been identified within TGI:<\/p>\n<ul>\n<li>the innovation portfolios and the business divisions, bringing together in these two themes transversal projects related to innovation challenges, local and multi-local innovations<\/li>\n<li>two transversal directions \u00ab\u00a0innovation strategy\u00a0\u00bb and \u00ab\u00a0operations direction\u00a0\u00bb ensuring the definition of the overall strategy as well as the management of the activity and roadmaps<\/li>\n<li>the creation of a new department entitled \u00ab\u00a0Data &#038; IA\u00a0\u00bb<\/li>\n<li>the creation of a \u00ab\u00a0Product Marketing &#038; Design\u00a0\u00bb department comprising all of TGI&rsquo;s Marketing, Technocentre, Design and Entrepreneurship activities<\/li>\n<\/ul>\n<p>The Management also indicates that the current scope of the Communication and Legal departments will be maintained, with the Human Resources and Finance departments evolving in line with the new organization, including the creation of a Finance &#038; Performance department, including Performance activities. currently in the Europe &#038; Performance division, and able to monitor the activity of the portfolios.<\/p>\n<p>With regard to women and men at the heart of these transformations, the TGI division has no less than 536 employees in its European workforce, including:<\/p>\n<ul>\n<li>34 in Poland at Orange Labs Networks<\/li>\n<li>4 in Spain at Orange Labs Networks<\/li>\n<li>395 in Romania (181 at Orange Labs Services and 214 at Orange Labs Networks)<\/li>\n<li>94 at Orange Brand Services (including Europe &#038; Performance, Group &#038; Europe Marketing, Connected Objects &#038; Partnership, Technocentre, Orange Labs Services and Orange Labs Networks)<\/li>\n<li>9 in Belgium (within Orange Labs Networks)<\/li>\n<\/ul>\n<p>If the Group Management is reassuring when it comes to the means implemented to support employees and enable them to understand the nature of the changes, to obtain answers to their questions over the water, while aiming respectful of the social calendar by geography as recalled in session, <strong>the members of the European Works Council expressed their amazement at the choice of the Management to include this major topic in simple information<\/strong>, while the terms of <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/ALL\/?uri=CELEX%3A32009L0038\" target=\"_blank\" rel=\"noopener\">the European Directive 2009\/38\/EC of May 6th, 2009<\/a>, transposed into French law on October 20th, 2011, provides for the provisions of an information \/ consultation procedure for transnational issues concerning \u00ab\u00a0the whole enterprise of Community dimension or of the Community-scale undertakings group <strong>or at least two undertakings or establishments of the undertaking or group located in two different Member States<\/strong> \u00ab\u00a0.
