{"id":15068,"date":"2020-10-12T09:09:10","date_gmt":"2020-10-12T09:09:10","guid":{"rendered":"http:\/\/localhost:8080\/?p=15068"},"modified":"2020-10-12T09:09:10","modified_gmt":"2020-10-12T09:09:10","slug":"ressources-humaines-et-transformation-une-nouvelle-ere-s-ouvre-t-elle-avec-gervais-pellissier","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2020\/10\/12\/ressources-humaines-et-transformation-une-nouvelle-ere-s-ouvre-t-elle-avec-gervais-pellissier\/","title":{"rendered":"Ressources humaines et transformation: une nouvelle \u00e8re s&rsquo;ouvre-t-elle avec Gervais Pellissier ?"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 5, 6 et 7 octobre 2020 organis\u00e9 \u00e0 distance, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour une intervention de Gervais Pellissier, Directeur G\u00e9n\u00e9ral D\u00e9l\u00e9gu\u00e9, Ressources Humaines et Transformation.<\/p>\n<p>Gervais Pellissier est intervenu en d\u00e9but de s\u00e9ance pl\u00e9ni\u00e8re du Comit\u00e9 de Groupe Europ\u00e9en en qualit\u00e9 de nouveau Pr\u00e9sident du Comit\u00e9. Ancien patron de l\u2019Europe, il a soulign\u00e9 l\u2019engagement europ\u00e9en du Groupe et nous a assur\u00e9s de l\u2019importance qu\u2019il attachait \u00e0 l\u2019instance. Souhaitant favoriser une approche plus europ\u00e9enne et internationale de la Direction People &amp; Transformation, il nous a inform\u00e9s de l\u2019arriv\u00e9e dans son \u00e9quipe de Ignacio De Orue Sabau, jusqu\u2019ici rattach\u00e9 \u00e0 Orange Espagne.<\/p>\n<p>Le regret exprim\u00e9 que l\u2019instance doive se tenir par t\u00e9l\u00e9conf\u00e9rence a constitu\u00e9 une bonne transition pour \u00e9voquer le principal sujet de la matin\u00e9e consacr\u00e9 \u00e0 l\u2019organisation du travail et plus pr\u00e9cis\u00e9ment au travail \u00e0 distance.<\/p>\n<p>C\u2019est en effet cette expression de \u00ab&nbsp;travail \u00e0 distance&nbsp;\u00bb, plut\u00f4t que le terme t\u00e9l\u00e9travail, que Gervais Pellissier a tout au long de l\u2019\u00e9change souhait\u00e9 privil\u00e9gier.<\/p>\n<p>Le travail \u00e0 distance s\u2019entend plus largement de tout mode de travail effectu\u00e9 depuis un autre site que celui de rattachement du salari\u00e9 et non pas uniquement depuis le domicile du salari\u00e9.<\/p>\n<p>Gervais Pellissier a exprim\u00e9 sa conviction que ce mode de fonctionnement, majoritairement pl\u00e9biscit\u00e9 par les salari\u00e9s, \u00e9tait d\u00e9sormais incontournable apr\u00e8s qu\u2019il ait \u00e9t\u00e9 exp\u00e9riment\u00e9, au plus fort de la pand\u00e9mie, par 100&nbsp;000 salari\u00e9s du Groupe, dont 60&nbsp;000 sur le territoire fran\u00e7ais. &nbsp;<\/p>\n<p>Le travail \u00e0 distance est appr\u00e9hend\u00e9 comme une opportunit\u00e9 \u00e0 saisir pour Orange en qualit\u00e9 d\u2019employeur, dont il concourt \u00e0 l\u2019attractivit\u00e9. Il est aussi une opportunit\u00e9 \u00e0 saisir pour Orange en qualit\u00e9 de prestataire de services et d\u2019outils digitaux pour les entreprises qui souhaitent \u00e9galement y avoir recours.<\/p>\n<p>Il a fix\u00e9 deux horizons \u00e0 la d\u00e9marche de la Direction sur ce th\u00e8me&nbsp;:<\/p>\n<ul>\n<li>A court terme, la prise de d\u00e9cisions dans le cadre du dialogue social visant la protection des salari\u00e9s dans la situation sanitaire pr\u00e9sente<\/li>\n<li>A plus long terme, celle d\u2019une transformation de l\u2019entreprise \u00e0 partir des enseignements tir\u00e9s des enqu\u00eates r\u00e9alis\u00e9es aupr\u00e8s des salari\u00e9s en Europe et des groupes de travail qui viennent d\u2019\u00eatre mis en place.<\/li>\n<\/ul>\n<p>Les enqu\u00eates r\u00e9alis\u00e9es \u00e0 ce jour en France, en Pologne et en Espagne, dont les r\u00e9sultats sont tr\u00e8s proches, mettent en \u00e9vidence une forte app\u00e9tence des salari\u00e9s pour le t\u00e9l\u00e9travail en raison des b\u00e9n\u00e9fices personnels qu\u2019il procure.<\/p>\n<p>Sept groupes de travail ont par ailleurs \u00e9t\u00e9 effectivement organis\u00e9s par la Direction, qui ne sont pas \u00e0 ce stade paritaires, et m\u00e8nent des r\u00e9flexions sur le travail \u00e0 distance en rapport avec plusieurs th\u00e9matiques comme l\u2019exp\u00e9rience salari\u00e9, l\u2019exp\u00e9rience client, l\u2019attractivit\u00e9 d\u2019Orange employeur et la RSE par exemple. &nbsp;<\/p>\n<p>Gervais Pellissier a \u00e9galement soulign\u00e9 les \u00e9cueils que pouvait porter en germe le recours au travail \u00e0 distance notamment au sein du collectif. Il a notamment attir\u00e9 notre attention sur la coh\u00e9sion sociale \u00e0 pr\u00e9server entre les salari\u00e9s qui peuvent y avoir recours et ceux qui en sont de fait exclus par leur fonction au sein de l\u2019entreprise. Au regard de l\u2019ensemble des risques d\u2019ores et d\u00e9j\u00e0 mis en lumi\u00e8re, il n\u2019est a priori pas favorable \u00e0 ce que le travail \u00e0 distance soit envisag\u00e9 au-del\u00e0 de 3 jours par semaine.&nbsp;<\/p>\n<p>Parmi les autres priorit\u00e9s de la Direction de l\u2019entreprise, Gervais Pellissier a ensuite \u00e9voqu\u00e9 un sujet qui n\u2019est pas sans lien avec le travail \u00e0 distance, \u00e0 savoir celui de l\u2019immobilier. La question se pose de l\u2019utilisation de nos bureaux dans ce nouveau contexte.<\/p>\n<p>Gervais Pellissier est revenu ensuite sur la question des comp\u00e9tences qu\u2019avait abord\u00e9e Val\u00e9rie Le Boulanger en d\u00e9but d\u2019ann\u00e9e \u00e0 l\u2019occasion de la pr\u00e9sentation du plan Engage 2025 au Comit\u00e9 de Groupe Monde et au Comit\u00e9 de Groupe Europ\u00e9en. Le budget de 1,5 Milliards sur la dur\u00e9e du Plan consacr\u00e9 au programme de d\u00e9veloppement des comp\u00e9tences est bien confirm\u00e9, ainsi que l\u2019ouverture d\u2019Orange Campus \u00e0 tous les salari\u00e9s du Groupe et non plus aux seuls managers. L\u2019objectif est de permettre aux salari\u00e9s d\u2019acqu\u00e9rir les comp\u00e9tences dont l\u2019entreprise aura besoin au terme du Plan strat\u00e9gique.<\/p>\n<p><strong>L\u2019\u00e9change s\u2019est ensuite poursuivi pendant une heure de mani\u00e8re ouverte et a \u00e9t\u00e9 ressenti positivement par les \u00e9lus. <\/strong><strong>Il a pour l\u2019essentiel port\u00e9 sur le travail \u00e0 distance dont les \u00e9lus estiment qu\u2019il est un sujet \u00e0 traiter au niveau europ\u00e9en. &nbsp;Ils ont exprim\u00e9 leur regret que les r\u00e9flexions qui ont d\u00e9marr\u00e9 ne se fassent pas au sein de groupes paritaires. <\/strong><\/p>\n<p><strong>A \u00e9t\u00e9 r\u00e9it\u00e9r\u00e9e la demande du Comit\u00e9 de participer au d\u00e9bat par la mise en place d\u2019un Groupe de travail au sein m\u00eame du Comit\u00e9 de Groupe Europ\u00e9en. Alors qu\u2019il avait dans un premier temps , cet \u00e9t\u00e9 , oppos\u00e9 un refus \u00e0 notre demande, Gervais Pellissier s\u2019est en s\u00e9ance montr\u00e9 ouvert \u00e0 ce que le Comit\u00e9 de Groupe Europ\u00e9en soit force de proposition tout en prenant soin de rappeler toute absence de pouvoir normatif du Comit\u00e9. <\/strong><\/p>\n<p><strong>Les \u00e9lus ont en cons\u00e9quence la volont\u00e9 de s\u2019emparer&nbsp; tr\u00e8s rapidement du sujet dans toutes ses configurations envisageables et d\u2019\u00eatre des interlocuteurs de qualit\u00e9 de la Direction. La premi\u00e8re \u00e9tape sera d\u2019\u00e9tudier les situations pays par pays, sachant que l\u2019objectif, \u00e0 terme, est de mener \u00e0 bien une r\u00e9flexion sur un socle commun voire sur une \u00ab&nbsp;clause du pays le plus favoris\u00e9&nbsp;\u00bb. Notre&nbsp; finalit\u00e9 est bien d\u2019\u00e9viter tout risque d\u2019une forme de dumping social en la mati\u00e8re. Il a ainsi \u00e9t\u00e9 d\u00e9cid\u00e9 que Bureau demandera que le sujet soit \u00e0 nouveau \u00e0 l\u2019ordre du jour d\u00e8s le prochain Comit\u00e9 de Groupe Europ\u00e9en qui doit se tenir en novembre.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting in ordinary session on October 5<sup>th<\/sup>, 6<sup>th<\/sup> and 7<sup>th<\/sup> &nbsp;2020, organized remotely, the Group Management included on the agenda an intervention by Gervais Pellissier, Deputy CEO, People and Transformation.<\/p>\n<p>Gervais Pellissier spoke at the start of the European Works Council plenary session as the new Chairman of the Committee. Former boss of Europe, he underlined the Group&rsquo;s European commitment and assured us of the importance he attached to the European Works Council. Wishing to promote a more European and international approach to the People &amp; Transformation Department, he informed us of the arrival in his team of Ignacio De Orue Sabau, previously attached to Orange Spain.<\/p>\n<p>The regret expressed that the forum should be held by teleconference was a good transition to discuss the main topic of the morning devoted to the organization of work and more specifically to remote work.<\/p>\n<p>It is indeed this expression of \u00ab\u00a0remote work\u00a0\u00bb rather than the term teleworking that Gervais Pellissier throughout the discussion wished to favor.<\/p>\n<p>Remote work is understood more broadly to mean any mode of work carried out from a site other than that of the employee&rsquo;s office and not only from the employee&rsquo;s home.<\/p>\n<p>Gervais Pellissier expressed his conviction that this mode of operation, which was largely approved by employees, was now essential after it was tested, at the height of the pandemic, by 100,000 Group employees, including 60,000 in France.<\/p>\n<p>Remote work is seen as an opportunity to be seized for Orange as an employer, making it more attractive. It is also an opportunity for Orange to seize as a digital tools provider for companies that also want to use it.<\/p>\n<p>He set two horizons for the management&rsquo;s approach on this topic:<\/p>\n<ul>\n<li>In the short term, decision-making within the framework of social dialogue aimed at protecting employees in the present health situation<\/li>\n<li>In the longer term, that of transforming the company from the lessons learned from surveys carried out among employees in Europe and working groups that have just been set up.<\/li>\n<\/ul>\n<p>Surveys carried out to date in France, Poland and Spain, (the results of which are very similar) show a strong appetite among employees for teleworking because of the personal benefits it provides.<\/p>\n<p>Seven working groups have also been effectively organized by Management which are not at this stage shared with staff representatives &nbsp;and are discussing remote work in connection with several themes such as employee experience, customer experience, attractiveness of Orange as an employer and environment for example.<\/p>\n<p>Gervais Pellissier also underlined the risks that could be germinated by recourse to remote work, particularly within the collective. In particular, he drew our attention to the social cohesion to be preserved between employees who may have recourse to it and those who are de facto excluded by their function within the company. In view of all the risks that have already been highlighted, he is a priori not in favor of remote work being considered more than 3 days a week.<\/p>\n<p>Among the other Management\u2019s priorities, Gervais Pellissier then mentioned a subject which is not unrelated to remote work, namely that of real estate. The question arises of the use of our offices in this new context.<\/p>\n<p>Gervais Pellissier then returned to the issue of skills that Val\u00e9rie Le Boulanger had addressed at the start of the year during the presentation of the Engage 2025 Plan to the European Works Council. The budget of 1.5 billion over the duration of the Plan devoted to the skills development program is well confirmed as well as the opening of Orange Campus to all Group employees and no longer to managers only. The aim is to enable employees to acquire the skills the company will need at the end of the Strategic Plan.<\/p>\n<p><strong>The exchange then continued for an hour in an open manner and was felt positively by the elected members.&nbsp;<\/strong><strong>It mainly focused on remote work, which elected members consider to be a subject to be dealt with at European level. They expressed their regret that the reflections that have started do not include staff representatives.<\/strong><\/p>\n<p><strong>The Committee&rsquo;s request was reiterated to participate in the debate by setting up a working group within the European Works Council itself. While he had initially refused our request this summer, Gervais Pellissier in the meeting showed himself open to the European Works Council being a force of proposal. However took care to recall any lack of normative power of the Council.<\/strong><\/p>\n<p><strong>The elected members therefore have the will to quickly seize the subject in all its possible configurations and to be quality interlocutors of the Management. The first step will be to study the situations country by country, knowing that the objective, in the long term, is to carry out a reflection on a common base or even on a \u00ab\u00a0most favored country clause\u00a0\u00bb. Our aim is to avoid any risk of a form of social dumping in this area.
