{"id":15494,"date":"2020-11-27T09:33:30","date_gmt":"2020-11-27T09:33:30","guid":{"rendered":"http:\/\/localhost:8080\/?p=15494"},"modified":"2020-11-27T09:33:30","modified_gmt":"2020-11-27T09:33:30","slug":"orange-marine-un-acteur-essentiel-de-la-souverainete-nationale-et-de-la-differenciation-d-orange-parmi-ses-pairs","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2020\/11\/27\/orange-marine-un-acteur-essentiel-de-la-souverainete-nationale-et-de-la-differenciation-d-orange-parmi-ses-pairs\/","title":{"rendered":"Orange Marine : un acteur essentiel de la souverainet\u00e9 nationale et de la diff\u00e9renciation d&rsquo;Orange parmi ses pairs"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en des 24, 25 et 26 novembre 2020 (en distanciel), la Direction du Groupe a inscrit l&rsquo;activit\u00e9 d&rsquo;Orange Marine \u00e0 l\u2019ordre du jour, dossier pr\u00e9sent\u00e9 par Jean-Luc Vuillemin, vice-pr\u00e9sident ex\u00e9cutif d&rsquo;Orange Marine, et Didier Dillard, pr\u00e9sident de FT Marine.<\/p>\n<p>Orange Marine est une filiale du Groupe Orange sp\u00e9cialis\u00e9e dans les travaux des c\u00e2bles sous-marins, depuis la phase d&rsquo;\u00e9tude et d&rsquo;ing\u00e9nierie, jusqu&rsquo;\u00e0 l&rsquo;installation de liaisons sous-marines et la maintenance de c\u00e2bles existants. Fond\u00e9e depuis le milieu du 19\u00e8me si\u00e8cle sous l&rsquo;\u00e9gide du Minist\u00e8re des Postes et T\u00e9l\u00e9communications, sa flotte c\u00e2bli\u00e8re constitue 15% de la flotte mondiale, offrant au Groupe Orange une v\u00e9ritable expertise dans la pose et la maintenance des c\u00e2bles sous-marins. Forte de sa participation dans l&rsquo;installation et la maintenance de 450 000 kms de c\u00e2bles sous-marins, l&rsquo;activit\u00e9 d&rsquo;Orange Marine est essentielle dans le cadre de l&rsquo;activit\u00e9 de l&rsquo;entit\u00e9 Wholesale &amp; International Networks du Groupe, pour la connectivit\u00e9 d&rsquo;Orange France dans les d\u00e9partements et territoires d&rsquo;outre-mer, en soutien d&rsquo;Orange Business Services pour le march\u00e9 des t\u00e9l\u00e9coms d&rsquo;entreprise, et plus g\u00e9n\u00e9ralement pour les besoins des filiales du Groupe Orange. Le d\u00e9partement NSS (Networks Strategy and Submarine Systems) compte 30 collaborateurs r\u00e9partis sur les sites de Paris Archives, Lannion et l&rsquo;Ile Maurice. Il a \u00e0 son actif la participation dans 40 c\u00e2bles sous-marins, dont la responsabilit\u00e9 de 20 stations de ces c\u00e2bles sur le territoire fran\u00e7ais, ainsi que 10 contrats de gestion budg\u00e9taire, comptable et financi\u00e8re pour des consortiums majeurs de c\u00e2bles sous-marins.<\/p>\n<p>Avec 45 M\u20ac d&rsquo;investissement en 2020 et la participation chaque ann\u00e9e \u00e0 de nouveaux projets, le Groupe Orange est l&rsquo;un des premiers op\u00e9rateurs mondiaux \u00e0 b\u00e9n\u00e9ficier de partenariats avec les GAFAM (Google-Amazon- Facebook-Apple-Microsoft) sur les axes strat\u00e9giques intercontinentaux, le projet du c\u00e2ble transatlantique Dunant, fruit d&rsquo;un partenariat avec Google initi\u00e9 fin 2017 et dont la mise en service fin 2020, en constituant un bel exemple. Pour autant, la nature de certains de ces projets suscitent quelques interrogations. <strong>A titre d&rsquo;exemple, le projet Peace relatif \u00e0 la mise en place d&rsquo;un c\u00e2ble Huawei atterrissant \u00e0 Marseille interpelle les membres du Comit\u00e9 de Groupe Europ\u00e9en s&rsquo;agissant des relations particuli\u00e8res avec ce g\u00e9ant chinois des t\u00e9l\u00e9communications si largement d\u00e9cri\u00e9 sur la sc\u00e8ne internationale ces derniers mois. Sur cette question particuli\u00e8re, la Direction d&rsquo;Orange Marine indique sa volont\u00e9 de neutralit\u00e9 dans les conflits politiques et\/ou commerciaux qui peuvent opposer acteurs nord-am\u00e9ricains et asiatiques, se r\u00e9jouissant de l&rsquo;atterrissage de ce c\u00e2ble sur notre sol national, \u00e0 la lueur de la forte concurrence entre Etats europ\u00e9ens dans ce domaine pr\u00e9cis. Sur la non-implication d&rsquo;Orange Marine dans la pose du c\u00e2ble transatlantique Dunant dont l&rsquo;atterrissage est pr\u00e9vu \u00e0 Saint-Hilaire-de-Riez, cela s&rsquo;explique, selon la Direction, par le poids d&rsquo;Orange Marine dans le consortium d&rsquo;op\u00e9rateurs en charge de la pose de ce c\u00e2ble, les 2 paires sur 12 d\u00e9tenues par Orange Marine n&#8217;emportant pas la majorit\u00e9, d&rsquo;o\u00f9 la contractualisation entre le concurrent am\u00e9ricain TE SubCom et Google.<\/strong><\/p>\n<p>Ces activit\u00e9s de pose et de maintenance de c\u00e2bles sous-marins, qui se partagent respectivement entre 45% et 55% d&rsquo;un chiffre d&rsquo;affaires global autour de 100 M\u20ac, am\u00e8nent Orange Marine \u00e0 op\u00e9rer une flotte de 6 navires c\u00e2bliers et un navire de maintenance, 3 d&rsquo;entre eux battant pavillon fran\u00e7ais (navires d&rsquo;Orange Marine), 3 autres pavillon italien (navires d&rsquo;Elettra) et le dernier pavillon mauricien (navire de Chamarel Marine Services), lesquels permettent la mise en oeuvre d&rsquo;engins sous-marins essentiels dans l&rsquo;accomplissement des missions de pose et de maintenance.<\/p>\n<p><strong>Sur les r\u00e9sultats financiers d&rsquo;Orange Marine, tr\u00e8s peu abord\u00e9s dans la pr\u00e9sentation, la CFE-CGC Orange, via ses contacts au sein d&rsquo;Orange Marine, s&rsquo;est inqui\u00e9t\u00e9e des cons\u00e9quences, sur la tr\u00e9sorerie de l&rsquo;entit\u00e9 (-10 M\u20ac), des charges li\u00e9es au remboursement d&rsquo;un nouveau navire de maintenance en cours de conception et dont le co\u00fbt global s&rsquo;\u00e9l\u00e8ve autour de 50 M\u20ac. En particulier, elle soul\u00e8ve le risque d&rsquo;une d\u00e9gradation des r\u00e9sultats d&rsquo;Orange Marine dans l&rsquo;hypoth\u00e8se o\u00f9 son volume d&rsquo;activit\u00e9s serait r\u00e9duit \u00e0 moyen terme du fait de la part croissante des GAFAM dans le domaine des c\u00e2bles sous-marins (de 50% \u00e0 95% d&rsquo;ici 2023). La Direction se veut rassurante en pointant l&rsquo;Ebitda positif d&rsquo;Orange Marine et de ses filiales, ainsi que ses marges. Elle indique par ailleurs que le volume d&rsquo;activit\u00e9s est intimement li\u00e9 \u00e0 la taille de la flotte, et conclut que le non remplacement du b\u00e2timent Croze aurait a contrario mis en p\u00e9ril les r\u00e9sultats d&rsquo;Orange Marine. Sur la part des GAFAM, Google et Facebook essentiellement, la Direction pr\u00e9cise par ailleurs qu&rsquo;elle varie selon les r\u00e9gions du globe, et qu&rsquo;elle demeure forte sur la zone atlantique, Orange Marine travaillant \u00e0 maintenir des activit\u00e9s de maintenance significatives sur les c\u00e2bles transatlantiques.<\/strong><\/p>\n<p>Enfin, malgr\u00e9 le contexte de pand\u00e9mie mondiale de Covid-19 cette ann\u00e9e, l&rsquo;activit\u00e9 d&rsquo;Orange Marine est demeur\u00e9e tr\u00e8s soutenue, avec trois nouveaux projets en cours de r\u00e9alisation (Southeast Asia Japan 2, Macho 3 et BayToBay Express), d\u00e9montrant une r\u00e9elle vivacit\u00e9 de son activit\u00e9, avec le soutien efficace du Groupe Orange dont le service de sant\u00e9 a fourni les premiers tests de d\u00e9tection du virus pour les 130 marins embarqu\u00e9s sur les navires de la flotte, totalisant 1200 jours en mer par an. Bon vent \u00e0 Orange Marine !<\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>Within the framework of the European Works Council of November 24th, 25th and 26th, 2020 (in isolation), the Group Management has placed Orange Marine&rsquo;s activity on the agenda, presented by Jean-Luc Vuillemin, vice &#8211; Executive Chairman of Orange Marine, and Didier Dillard, Chairman of FT Marine.<\/p>\n<p>Orange Marine is a subsidiary of the Orange Group specializing in submarine cable work, from the study and engineering phase, to the installation of submarine links and the maintenance of existing cables. Founded in the middle of the 19th century under the aegis of the Ministry of Posts and Telecommunications, its cable fleet constitutes 15% of the world fleet, offering the Orange Group real expertise in the laying and maintenance of submarine cables. With its participation in the installation and maintenance of 450,000 km of submarine cables, Orange Marine&rsquo;s activity is essential within the framework of the activity of the Group&rsquo;s Wholesale &amp; International Networks entity, for the Orange France connectivity in the overseas departments and territories, in support of Orange Business Services for the corporate telecoms market, and more generally for the needs of Orange Group subsidiaries. The NSS (Networks Strategy and Submarine Systems) department has 30 employees spread over the Paris Archives, Lannion and Mauritius sites. He has to his credit a stake in 40 submarine cables, including responsibility for 20 stations of these cables on french territory, as well as 10 budget, accounting and financial management contracts for major consortia of submarine cables.<\/p>\n<p>With \u20ac 45 million of investment in 2020 and participation each year in new projects, the Orange Group is one of the first global operators to benefit from partnerships with GAFAM (Google-Amazon- Facebook-Apple-Microsoft) on intercontinental strategic axes, the Dunant transatlantic cable project, the result of a partnership with Google initiated at the end of 2017 and whose commissioning at the end of 2020, constituting a good example. However, the nature of some of these projects raises some questions. <strong>For example, the Peace project relating to the installation of a Huawei cable landing in Marseille calls out to the members of the European Works Council regarding special relations with this Chinese telecommunications giant so widely criticized on the international scene. these last months. On this particular issue, the management of Orange Marine indicates its desire for neutrality in political and \/ or commercial conflicts that may oppose North American and Asian players, welcoming the landing of this cable on our national soil, at the glimmer of strong competition between European states in this specific area. On the non-involvement of Orange Marine in the laying of the Dunant transatlantic cable, which is scheduled to land in Saint-Hilaire-de-Riez, this is explained, according to management, by the weight of Orange Marine in the consortium operators in charge of laying this cable, the 2 pairs out of 12 held by Orange Marine not carrying the majority, hence the contractualization between the American competitor TE SubCom and Google.<\/strong><\/p>\n<p>These submarine cable laying and maintenance activities, which respectively share between 45% and 55% of total sales of around \u20ac 100 million, lead Orange Marine to operate a fleet of 6 cable ships and a maintenance vessel, 3 of them flying the French flag (Orange Marine vessels), 3 other Italian flags (Elettra vessels) and the last Mauritian flag (Chamarel Marine Services vessel), which allow the implementation of &lsquo;submarine vehicles essential in the accomplishment of installation and maintenance missions.<\/p>\n<p><strong>On the financial results of Orange Marine, very little discussed in the presentation, the CFE-CGC Orange union, via its contacts within Orange Marine, was concerned about the consequences, on the cash flow of the entity (-10 M \u20ac), expenses related to the reimbursement of a new maintenance vessel under design, the overall cost of which is around \u20ac 50 million. In particular, it raises the risk of a deterioration in Orange Marine&rsquo;s results in the event that its volume of activities is reduced in the medium term due to the growing share of GAFAM in the field of submarine cables (from 50% to 95% by 2023). Management wants to be reassuring by pointing out the positive EBITDA of Orange Marine and its subsidiaries, as well as its margins. It also indicates that the volume of activities is closely linked to the size of the fleet, and concludes that the non-replacement of the Croze building would have, on the contrary, jeopardized Orange Marine&rsquo;s results. On the part of GAFAM, Google and Facebook mainly, Management also specifies that it varies according to the regions of the globe, and that it remains strong in the Atlantic area, Orange Marine working to maintain significant maintenance activities on transtlantic cables.<\/strong><\/p>\n<p>Finally, despite the context of the global Covid-19 pandemic this year, Orange Marine&rsquo;s activity remained very strong, with three new projects in progress (Southeast Asia Japan 2, Macho 3 and BayToBay Express), demonstrating a real liveliness of its activity, with the effective support of the Orange Group, whose health service provided the first virus detection tests for the 130 sailors on board the fleet&rsquo;s vessels, totaling 1,200 days at sea per year.
