{"id":15574,"date":"2020-12-03T18:16:36","date_gmt":"2020-12-03T18:16:36","guid":{"rendered":"http:\/\/localhost:8080\/?p=15574"},"modified":"2020-12-03T18:16:36","modified_gmt":"2020-12-03T18:16:36","slug":"les-impacts-de-la-pandemie-de-covid-19-en-europe-pointent-l-insuffisance-des-moyens","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2020\/12\/03\/les-impacts-de-la-pandemie-de-covid-19-en-europe-pointent-l-insuffisance-des-moyens\/","title":{"rendered":"Les impacts de la pand\u00e9mie de Covid-19 en Europe pointent l&rsquo;insuffisance des moyens"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 24, 25 et 26 novembre 2020 organis\u00e9 \u00e0 distance, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif \u00e0 la gestion de la crise sanitaire sur le p\u00e9rim\u00e8tre europ\u00e9en pr\u00e9sent\u00e9 par Ignacio de ORUE SABAU, en charge des ressources humaines \u00e0 l&rsquo;international.<\/p>\n<p>La Direction a d\u2019abord pr\u00e9sent\u00e9 un panorama de la situation des diff\u00e9rents pays de la zone Europe&nbsp;et partag\u00e9 les donn\u00e9es les plus r\u00e9centes. La deuxi\u00e8me vague de l\u2019\u00e9pid\u00e9mie touche l\u2019ensemble des pays du p\u00e9rim\u00e8tre europ\u00e9en o\u00f9 Orange est implant\u00e9e.<\/p>\n<p>En termes de contaminations, la France, la Belgique et le Luxembourg connaissent une deuxi\u00e8me vague plus forte que la premi\u00e8re apr\u00e8s une forte baisse l\u2019\u00e9t\u00e9 dernier. La Pologne et la Roumanie avaient connu une moindre incidence au printemps, mais pas de v\u00e9ritable creux pendant l\u2019\u00e9t\u00e9. Partout dans la zone, les hospitalisations ont progress\u00e9 ainsi que les d\u00e9c\u00e8s qui n\u2019atteignent fort heureusement pas les niveaux de la premi\u00e8re vague en raison d\u2019une meilleure connaissance de la maladie et de son traitement.<\/p>\n<p>Les derni\u00e8res mesures de confinement sur l\u2019ensemble de la zone Europe semblent montrer leurs premiers effets sur les courbes qui commencent \u00e0 s\u2019inverser (\u00e0 date du 16 novembre).<\/p>\n<p>La Direction assure un suivi de la crise au sein de plusieurs instances mises en place \u00e0 cet effet&nbsp;: le comit\u00e9 de crise COVID mondial bihebdomadaire, une r\u00e9union RH COVID hebdomadaire, et un comit\u00e9 de crise d\u00e9di\u00e9 au Groupe en France deux fois par semaine. Au 16 novembre, le Groupe avait enregistr\u00e9 3371 cas positifs, 50% d\u2019entre eux sont salari\u00e9s en France et 25% sur la zone Europe hors entit\u00e9 Orange Business Services.<\/p>\n<p>Les stocks d\u2019\u00e9quipements ont \u00e9t\u00e9 constitu\u00e9s pendant l\u2019\u00e9t\u00e9 et s\u2019\u00e9l\u00e8vent \u00e0 trois mois d\u2019utilisation, des mesures ont \u00e9t\u00e9 prises pour renforcer le nettoyage et contr\u00f4ler les entr\u00e9es dans les sites. Des tests sont propos\u00e9s aux salari\u00e9s en Roumanie et en Espagne.<\/p>\n<p>Nous en sommes \u00e0 la phase 4 actuellement qui voit un retour depuis mi-octobre partout en Europe de mesures restrictives.<\/p>\n<p>Tout d\u2019abord la Direction proc\u00e8de bien entendu \u00e0 un suivi des \u00e9volutions des obligations l\u00e9gales dans chaque pays en vue de leur application imm\u00e9diate. Ainsi apr\u00e8s un retour sur site en septembre avec le maintien toutefois des restrictions sur les d\u00e9placements et les rassemblements, des mesures plus strictes ont \u00e9t\u00e9 prises \u00e0 nouveau depuis la mi-octobre en France, respectivement les 23, 24 et 25 octobre en Belgique, Pologne et en Espagne avec un recours important au t\u00e9l\u00e9travail&nbsp;pour :<\/p>\n<ul>\n<li>75% des salari\u00e9s fran\u00e7ais au ratio de 5 jours par semaine<\/li>\n<li>70% du personnel en Espagne au rythme de 3 jours par semaine<\/li>\n<li>86% en Pologne<\/li>\n<li>90% en Belgique<\/li>\n<li>95% en Roumanie<\/li>\n<li>100% au Royaume-Uni o\u00f9 les sites de Bristol et Londres sont ferm\u00e9s.<\/li>\n<\/ul>\n<p>Une attention particuli\u00e8re est port\u00e9e aux personnes vuln\u00e9rables qui peuvent b\u00e9n\u00e9ficier de 100% de t\u00e9l\u00e9travail.<\/p>\n<p>Contrairement \u00e0 la p\u00e9riode du printemps toutes les boutiques sont ouvertes. Les op\u00e9rations techniques se poursuivent \u00e9galement dans le respect de r\u00e8gles sanitaires strictes. La DRH nous a assur\u00e9s \u00eatre particuli\u00e8rement attentive aux risques psychosociaux (RPS) li\u00e9s au t\u00e9l\u00e9travail.<\/p>\n<p>Un renforcement des syst\u00e8mes d\u2019\u00e9coute individuels et collectifs des salari\u00e9s est \u00e0 noter pour pr\u00e9venir les RPS. Dans quelques pays, les salari\u00e9s peuvent b\u00e9n\u00e9ficier de 3 consultations gratuites aupr\u00e8s d\u2019un psychologue.<\/p>\n<p><strong>Ces diff\u00e9rentes hotlines au travers desquelles les salari\u00e9s peuvent s\u2019entretenir avec un psychologue ou du personnel m\u00e9dical, voire les consultations gratuites dont ils peuvent b\u00e9n\u00e9ficier, ne font cependant l\u2019objet d\u2019aucune analyse d\u2019efficacit\u00e9 sur le bien-\u00eatre des salari\u00e9s.&nbsp;<\/strong><strong>C\u2019est pourquoi les \u00e9lus ont regrett\u00e9 une absence d\u2019\u00e9valuation pr\u00e9cise des risques psychosociaux et un retour d\u00e9taill\u00e9 sur les r\u00e9percussions de la crise sur l\u2019\u00e9tat psychologique et \u00e9motionnel des salari\u00e9s. Comme pour quasiment tous les sujets \u00e9voqu\u00e9s, les \u00e9lus regrettent que la dimension humaine du probl\u00e8me ne soit pas abord\u00e9e de mani\u00e8re plus approfondie. Il est demand\u00e9 des barom\u00e8tres et des enqu\u00eates au niveau du Groupe sur le ressenti des salari\u00e9s. <\/strong><\/p>\n<p><strong>Les \u00e9lus ont \u00e9galement soulign\u00e9 les insuffisances en termes de mat\u00e9riel qui affectent des salari\u00e9s en t\u00e9l\u00e9travail&nbsp;: des postes de travail, des \u00e9crans, etc. font encore d\u00e9faut. M\u00eame pour cette deuxi\u00e8me p\u00e9riode de confinement, les outils \u00e0 disposition des salari\u00e9s ne sont pas suffisants et une impr\u00e9paration est point\u00e9e par les \u00e9lus. <\/strong><\/p>\n<p><strong>Le groupe de travail sur le sujet du t\u00e9l\u00e9travail au sein du Comit\u00e9 de Groupe Europ\u00e9en se met en place en vue de d\u00e9finir un mieux-disant sur l\u2019ensemble des g\u00e9ographies et d\u2019un partage actif des meilleures pratiques.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting in ordinary session on November 24<sup>th<\/sup> , 25<sup>th<\/sup> and 26<sup>th<\/sup>&nbsp; 2020, organized remotely, the Group Management included an item on the agenda related to the COVID-19 crisis, presented by Ignacio de ORUE SABAU Group Deputy Chief People Officer in charge of International.<\/p>\n<p>Management first gave a quantitative overview of the situation in the various countries of the Europe zone and shared the most recent data. The second wave of the epidemic affects all the countries in the European scope where Orange is present.<\/p>\n<p>In terms of contamination, France, Belgium and Luxembourg are experiencing a second wave stronger than the first after a sharp drop last summer. Slovakia had been less affected. Poland and Romania had also experienced a lower incidence in the spring but no real trough in the summer. Across the region, hospitalizations are on the rise as well as deaths, which fortunately do not reach the levels of the first wave due to better knowledge of the disease and its treatment.<\/p>\n<p>The latest containment measures across the entire Europe area are showing their first effects on the curves that have been reversing since mid-November.<\/p>\n<p>Management monitors the crisis within several bodies set up for this purpose: its bi-weekly global COVID crisis committee, a weekly COVID HR meeting, and a crisis committee dedicated to the Group in France twice a week.&nbsp;On November the 16th, the Group had recorded 3,371 positive cases, 50% of them are employees in France and 25% in the Europe zone excluding Orange Business Services.<\/p>\n<p>Stocks of equipment were built up during the summer and amount to three months of use, measures have been taken to strengthen cleaning and control entry into sites. Tests are offered to employees in Romania and Spain.<\/p>\n<p>We are currently in phase 4 which has seen a return since mid-October throughout Europe of restrictive measures.&nbsp;First of all, Management monitors changes in legal obligations in each country in purpose of their immediate application.&nbsp;Thus after a return to the site in September (with restrictions on movement and gatherings), stricter measures have been taken again since mid-October in France, respectively on 23, 24 and 25 October in Belgium, Poland and Spain with significant recourse to teleworking for:<\/p>\n<ul>\n<li>75% of French employees at the ratio of 5 days a week<\/li>\n<li>70% of the staff in Spain at the rate of 3 days a week<\/li>\n<li>86% in Poland<\/li>\n<li>90% in Belgium<\/li>\n<li>95% in Romania<\/li>\n<li>100% in the United Kingdom where the Bristol and London sites are closed<\/li>\n<\/ul>\n<p>Particular attention is paid to vulnerable people who can benefit from 100% teleworking.<\/p>\n<p>Unlike the spring period, all the shops are open. Technical operations are also continuing in accordance with strict sanitary rules.&nbsp;The management assured us that it was particularly attentive to the psychosocial risks linked to teleworking.<\/p>\n<p>A strengthening of the individual and collective listening systems of employees have been installed to prevent psychosocial risks. In some countries, employees can benefit from 3 free consultations with a psychologist.<\/p>\n<p><strong>These various hotlines through which employees can speak with a psychologist or medical staff or even the free consultations they can benefit from, however, are not the subject of any effectiveness analysis on the well-being of employees.<\/strong><strong>&nbsp;<\/strong><strong>This is why the European Works Council members regretted the absence of a precise assessment of psychosocial risks and a detailed return on the repercussions of the crisis on the psychological and emotional state of employees. As for almost all the subjects mentioned, elected members regret that the human dimension of the problem has not been addressed in more depth.
