{"id":16348,"date":"2021-03-31T09:39:09","date_gmt":"2021-03-31T09:39:09","guid":{"rendered":"http:\/\/localhost:8080\/?p=16348"},"modified":"2021-03-31T09:39:09","modified_gmt":"2021-03-31T09:39:09","slug":"orange-en-europe-quelle-strategie-pour-quelles-perspectives","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2021\/03\/31\/orange-en-europe-quelle-strategie-pour-quelles-perspectives\/","title":{"rendered":"Orange en Europe: quelle strat\u00e9gie pour quelles perspectives ?"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 23, 25 et 26 mars 2021, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif \u00e0 la pr\u00e9sentation des activit\u00e9s du Groupe Orange en Europe, dossier pr\u00e9sent\u00e9 par Mari-No\u00eblle J\u00e9go-Laveissi\u00e8re, Directrice g\u00e9n\u00e9rale adjointe, en charge de l&rsquo;Europe.<\/p>\n<p>Au-del\u00e0 d&rsquo;une tentative d&rsquo;esquisse de la strat\u00e9gie et des perspectives du Groupe Orange sur le continent europ\u00e9en, l&rsquo;occasion a d&rsquo;abord \u00e9t\u00e9 donn\u00e9 \u00e0 la Direction de dresser le bilan des principales r\u00e9alisations du Groupe sur cette g\u00e9ographie en 2020. La situation sanitaire li\u00e9e \u00e0 la gestion de la crise Covid-19 dans tous les pays europ\u00e9ens a bien entendu pr\u00e9valu, le Groupe se f\u00e9licitant par ailleurs du maintien de la continuit\u00e9 des activit\u00e9s tout en assurant la sant\u00e9 et la s\u00e9curit\u00e9 de ses salari\u00e9s et du fort soutien apport\u00e9 aux diff\u00e9rentes communaut\u00e9 dans l&rsquo;ensemble des pays. La p\u00e9riode a \u00e9t\u00e9 marqu\u00e9e par l&rsquo;av\u00e8nement de nouveaux projets majeurs, tels que ceux portant sur les infrastructures (TowerCo, RanSharing, FiberCo) ou encore les op\u00e9rations de fusions\/acqusitions marqu\u00e9es par la prise de participation dans Telekom Romania Communications (TKR), 2\u00e8me op\u00e9rateur fixe en Roumanie, permettant, sous r\u00e9serve d&rsquo;accord des autorit\u00e9s de r\u00e9gulation europ\u00e9ennes, de renforcer le leadership du Groupe en termes de services convergents en Europe, l&rsquo;acquisition de Craftware en Pologne, visant \u00e0 renforcer les capacit\u00e9s B2B du Groupe, ou encore le lancement d&rsquo;une offre publique d&rsquo;achat des actions minoritaires d&rsquo;Orange Belgique pour un montant de 600 millions d&rsquo;euros, financ\u00e9s par une partie des 2.2 milliards d&rsquo;euros issus de la r\u00e9solution d&rsquo;un litige fiscal en France.<\/p>\n<p>Par ailleurs, la Direction du Groupe mentionne \u00e9galement le lancement de la 5G en Espagne, au Luxembourg et en Pologne, rassemblant 220 000 clients 5G fin 2020, tout en pointant de bons r\u00e9sultats commerciaux malgr\u00e9 les pressions subies sur le plan financier et l&rsquo;essouflement de l&rsquo;Espagne fortement touch\u00e9e par la crise du Covid-19 et confront\u00e9e \u00e0 une concurrence intense. En Roumanie, en Slovaquie et en Moldavie, l&rsquo;activit\u00e9 reste marqu\u00e9e par le maintien en premi\u00e8re position du r\u00e9seau mobile et la poursuite du d\u00e9ploiement des r\u00e9seaux haut-d\u00e9bit fixes.<\/p>\n<p>Le Groupe r\u00e9affirme son attachement \u00e0 la convergence, cette offre int\u00e9gr\u00e9e compos\u00e9e de 2 contrats fixe et mobile, auxquels s&rsquo;ajoutent des \u00e9quipements annexes li\u00e9s \u00e0 la domotique, \u00e0 la s\u00e9curit\u00e9 ou \u00e0 des contenus audiovisuels. Force est de constater qu&rsquo;outre l&rsquo;Espagne o\u00f9 le march\u00e9 est parvenu \u00e0 saturation, la convergence offre toujours de belles opportunit\u00e9s de croissance dans toutes les g\u00e9ographies europ\u00e9ennes dans lesquelles le Groupe est engag\u00e9, et l\u00e0 o\u00f9 les concurrents d&rsquo;Orange (Deutsche Telekom, Vodafone, Telefonica) d\u00e9ploient massivement une strat\u00e9gie identique, bein au-del\u00e0 de leurs principaux march\u00e9s domestiques respectifs.<\/p>\n<p>Car c&rsquo;est plut\u00f4t sur les perspectives d&rsquo;avenir et les relais de croissance que les inqui\u00e9tudes se portent. Si la poursuite des activit\u00e9s s&rsquo;av\u00e8rent d\u00e9j\u00e0 difficiles dans un contexte \u00e9conomique et sanitaire tr\u00e8s fragilis\u00e9, c&rsquo;est plut\u00f4t l&rsquo;absence d&rsquo;un projet d&rsquo;envergure diff\u00e9renciant et structurant qui laisse un go\u00fbt d&rsquo;inachev\u00e9 \u00e0 cette pr\u00e9sentation de la Direction. Au-del\u00e0 de l&rsquo;allocation de 400 millions d&rsquo;euros (issus du r\u00e8glement du litige fiscal fran\u00e7ais) aux investissements r\u00e9seaux, <strong>une vraie politique de recherche et d\u00e9veloppement semble toujours faire cruellement d\u00e9faut, alors qu&rsquo;elle permettrait au Groupe de se doter d&rsquo;outils puissants lui permettant de d\u00e9cliner une v\u00e9ritable innovation produits et services dans tous les pays.<\/strong><\/p>\n<p><strong>Enfin, si les perspectives de d\u00e9veloppement et de croissance se r\u00e9sument \u00e0 un d\u00e9ploiement de la 5G et \u00e0 une mont\u00e9e en puissance de la convergence dans les pays dont les march\u00e9s ne sont pas encore \u00e0 saturation, la plus grande inqui\u00e9tude demeure s&rsquo;agissant des relais de croissance et les \u00e9volutions des effectifs. Les services construits autour de la finance et du paiement ont r\u00e9cemment d\u00e9fray\u00e9s la chronique, amenant \u00e0 s&rsquo;interroger sur la volont\u00e9 du Groupe de poursuivre son engagement dans cette voie, et conduisant la CFE-CGC Orange (premi\u00e8re organisation repr\u00e9sentative du Groupe Orange) \u00e0 proposer <a href=\"2021031010172\/tgi\/orange-money-la-cfe-cgc-orange-propose-la-creation-d-un-orange-labs-dedie-a-la-finance-et-au-paiement.html\">la cr\u00e9ation d&rsquo;un Orange Labs centr\u00e9 sur cette th\u00e9matique<\/a> afin de capitaliser sur les comp\u00e9tences des \u00e9quipes impliqu\u00e9es.<\/strong><\/p>\n<p><strong>S&rsquo;agissant par ailleurs des effectifs, le Groupe ne cache plus sa volont\u00e9 de les diminuer fortement dans les trois prochaines ann\u00e9es en mettant en s&rsquo;appuyant sur divers m\u00e9canismes ou n\u00e9gociations d&rsquo;accords en fonction du cadre l\u00e9gislatif de chaque pays, au premier rang desquels la France. La pr\u00e9sence d&rsquo;une seule page d\u00e9di\u00e9e aux moyens humains, sur les quarante que comptait ce dossier, a contribu\u00e9 \u00e0 plonger les membres du Comit\u00e9 de Groupe Europ\u00e9en dans une grande perplexit\u00e9.<\/strong><\/p>\n<p>Orange, entreprise digitale et <strong>humaine<\/strong> ?<\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council on March 23rd, 25th and 26th, 2021, the Group&rsquo;s management included an item on the agenda relating to the presentation of the Orange Group&rsquo;s activities in Europe, a file presented by Mari -No\u00eblle J\u00e9go-Laveissi\u00e8re, Deputy Managing Director, in charge of Europe.<\/p>\n<p>Beyond an attempt to outline the strategy and outlook of the Orange Group on the European continent, the management was first given the opportunity to take stock of the main achievements of the Group in this region in 2020. The health situation linked to the management of the Covid-19 crisis in all European countries has of course prevailed, the Group also welcoming the maintenance of business continuity while ensuring the health and safety of its employees and strong support given to different communities in all countries. The period was marked by the advent of new major projects, such as those relating to infrastructure (TowerCo, RanSharing, FiberCo) or mergers \/ acquisitions marked by the acquisition of a stake in Telekom Romania Communications (TKR), 2nd fixed operator in Romania, making it possible, subject to the agreement of the European regulatory authorities, to strengthen the Group&rsquo;s leadership in terms of convergent services in Europe, the acquisition of Craftware in Poland, aimed at strengthening the Group&rsquo;s B2B capacities, or the launch of a takeover bid for minority shares in Orange Belgium for an amount of 600 million euros, financed by part of the 2.2 billion euros resulting from the resolution of a tax dispute in France.<\/p>\n<p>In addition, the Group Management also mentions the launch of 5G in Spain, Luxembourg and Poland, bringing together 220,000 5G customers at the end of 2020, while pointing to good commercial results despite the pressures on the financial level and the exhaustion. of Spain strongly affected by the Covid-19 crisis and facing intense competition. In Romania, Slovakia and Moldova, activity remains marked by maintaining the leading position in the mobile network and the continued deployment of fixed broadband networks.<\/p>\n<p>The Group reaffirms its attachment to convergence, this integrated offer made up of 2 fixed and mobile contracts, to which are added additional equipment related to home automation, security or audiovisual content. It is clear that apart from Spain where the market has reached saturation, convergence still offers great growth opportunities in all the European geographies in which the Group is involved, and where Orange&rsquo;s competitors (Deutsche Telekom , Vodafone, Telefonica) are deploying an identical strategy on a massive scale, beyond their respective main domestic markets.<\/p>\n<p>Because it is rather on the future prospects and the sources of growth that the worries are. If the pursuit of activities is already proving difficult in a very fragile economic and health context, it is rather the absence of a large-scale, differentiating and structuring project that leaves a taste of incomplete to this presentation of the Management. Beyond the allocation of 400 million euros (resulting from the settlement of the French tax dispute) to network investments, <strong>a real research and development policy still seems to be sorely lacking, while it would allow the Group to acquire powerful tools enabling it to offer genuine product and service innovation in all countries.<\/strong><\/p>\n<p><strong>Finally, if the development and growth prospects come down to a deployment of 5G and a rise in convergence in countries whose markets are not yet saturated, the greatest concern remains with regard to relays. growth and changes in the workforce. The services built around finance and payment have recently hit the headlines, raising questions about the Group&rsquo;s desire to continue its commitment in this direction, and leading the CFE-CGC Orange (the first representative organization of the Orange Group) to propose the creation of an Orange Labs focused on this theme in order to capitalize on the skills of the teams involved.<\/strong><\/p>\n<p><strong>With regard to the workforce, the Group is no longer hiding its desire to reduce it significantly over the next three years by relying on various mechanisms or negotiation of agreements depending on the legislative framework of each country, in the first place. of which France.
