{"id":16942,"date":"2021-06-15T08:26:42","date_gmt":"2021-06-15T08:26:42","guid":{"rendered":"http:\/\/localhost:8080\/?p=16942"},"modified":"2021-06-15T08:26:42","modified_gmt":"2021-06-15T08:26:42","slug":"towerco-europe-orange-suit-le-mouvement-d-externalisation-sans-modifier-d-un-iota-son-projet","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2021\/06\/15\/towerco-europe-orange-suit-le-mouvement-d-externalisation-sans-modifier-d-un-iota-son-projet\/","title":{"rendered":"TowerCo Europe : Orange suit le mouvement d\u2019externalisation sans modifier d\u2019un iota son projet"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 9, 10 et 11 juin 2021 organis\u00e9 \u00e0 distance, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au projet TowerCo Europe pr\u00e9sent\u00e9 par Charles Cl\u00e9ment-Fromentel, Directeur du projet TowerCo Europe, et Nicolas Roy, Pr\u00e9sident directeur g\u00e9n\u00e9ral de Totem France.<\/p>\n<p>Ce projet d\u00e9clin\u00e9 dans deux pays europ\u00e9ens fait l\u2019objet d\u2019une proc\u00e9dure d\u2019information-consultation du Comit\u00e9 de Groupe Europ\u00e9en et a, en cons\u00e9quence, \u00e9t\u00e9 \u00e0 l\u2019ordre du jour de trois r\u00e9unions successives en vue d\u2019un avis rendu au terme de celle qui s\u2019est pr\u00e9cis\u00e9ment tenue le 10 juin dernier.<\/p>\n<p>A ce jour, toutefois, l\u2019avis du Comit\u00e9 n\u2019a pas encore \u00e9t\u00e9 rendu.<\/p>\n<p>Ce point de proc\u00e9dure a en effet \u00e9t\u00e9 le sujet central des d\u00e9bats entre les \u00e9lus et la Direction. Les membres du Comit\u00e9 de Groupe Europ\u00e9en ont \u00e9t\u00e9 inform\u00e9s de la proposition en cours d\u2019\u00e9laboration d\u2019un projet alternatif par le Comit\u00e9 Social et Economique Central d\u2019Orange France \u00e9galement consult\u00e9 sur le projet.<\/p>\n<p>La communication du projet alternatif \u00e0 la Direction est pr\u00e9vue pour le 15 juin. La Direction doit y apporter une r\u00e9ponse motiv\u00e9e.<\/p>\n<p>Les \u00e9lus du CGE ont donc consid\u00e9r\u00e9, qu\u2019en raison de potentiels amendements du projet suite \u00e0 ces prochains \u00e9changes, ils ne pouvaient se prononcer sur le projet port\u00e9 \u00e0 leur connaissance mais se devaient d\u2019attendre la version d\u00e9finitive du dossier.<\/p>\n<p>Selon la Direction, nul n\u2019\u00e9tait pourtant besoin de diff\u00e9rer l\u2019avis du Comit\u00e9, l\u2019\u00e9laboration d\u2019un projet alternatif \u00e9tant insusceptible de modifier celui qu\u2019elle a retenu.<\/p>\n<p>La Direction confirme qu\u2019elle veut faire de Totem une entit\u00e9 autonome et soutient que la s\u00e9paration fonctionnelle des tours et des \u00e9quipements actifs du r\u00e9seau mobile est d\u00e9sormais dict\u00e9e par la concurrence.<\/p>\n<p>Il n\u2019est pas fait cas non plus par la Direction des propositions formul\u00e9es par le Comit\u00e9 de Groupe Europ\u00e9en dans le sens d\u2019une quelconque harmonisation des mesures d\u2019accompagnement des salari\u00e9s d\u2019Orange France et Orange Espagne qui rejoindront les TowerCo de leur pays respectif&nbsp;: \u00e0 savoir, le principe du volontariat, le droit de retour, la garantie temporaire de l\u2019emploi. Il a \u00e9t\u00e9 fermement affirm\u00e9 que ces mesures relevaient des structures nationales qui avaient toute autonomie en la mati\u00e8re. La dimension europ\u00e9enne des mesures sociales, dont le principe avait \u00e9t\u00e9 port\u00e9 par le Comit\u00e9 de Groupe Europ\u00e9en, est ainsi rejet\u00e9e.<\/p>\n<p><strong>Les \u00e9lus attendent que les suites du projet alternatif qui doit \u00eatre remis \u00e0 la Direction par les repr\u00e9sentants des salari\u00e9s en France le 15 juin, soient port\u00e9es \u00e0 leur connaissance pour se prononcer. D\u2019ores et d\u00e9j\u00e0 ils ne sont pas convaincus que l\u2019atteinte des objectifs fix\u00e9s par la Direction, en particulier la g\u00e9n\u00e9ration de revenus croissants, passe n\u00e9cessairement par l\u2019externalisation des infrastructures passives dont les impacts sociaux, tant en France qu\u2019en Espagne, les pr\u00e9occupent. Ils sont d\u2019autant plus inquiets qu\u2019un alignement des conditions les plus favorables d\u2019accompagnement du transfert des salari\u00e9s a \u00e9t\u00e9 rejet\u00e9 au nom de l\u2019autonomie des entit\u00e9s nationales.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council on June 9<sup>th<\/sup>, 10<sup>th<\/sup> and 11th, 2021 organized remotely, the Group Management has included an item on the agenda relating to the TOWERCO Europe project presented by Charles Cl\u00e9ment-Fromentel, Director of the TowerCo Europe project, and Nicolas Roy, CEO of Totem Europe.<\/p>\n<p>This project, implemented in two European countries, is the subject of an information &#8211; consultation procedure of the EWC and has, consequently, been on the agenda of 3 successive meetings with a view to an opinion delivered at the end of this, which was held precisely on June 10th.<\/p>\n<p>To date, however, the Council&rsquo;s opinion has not yet been delivered.<\/p>\n<p>This point of procedure was indeed the central subject of the debates between the elected officials and the Management. The members of the European Works Council were informed of the proposal being developed for an alternative project by the Central Social and Economic Committee of Orange France, also consulted on the project.<\/p>\n<p>Communication of the alternative project to Management is scheduled for June 15. Management must provide a reasoned response.<\/p>\n<p>European Works Council members therefore considered that, due to possible amendments to the project following these forthcoming discussions, they could not comment on the project brought to their attention but had to wait for the final version of the project.<\/p>\n<p>According to Management, however, there was no need to defer the Committee&rsquo;s opinion, as the development of an alternative project was unlikely to modify the one it had chosen.<\/p>\n<p>Management confirms that it wants to make Totem an autonomous entity and that the functional separation of towers and active mobile network equipments is now dictated by competition.<\/p>\n<p>Neither does Management take any notice of the proposals made by the European Works Council in the sense of any harmonization of support measures for Orange France and Orange Spain employees who will join the TowerCo in their country, namely : the principle of voluntary choice, the right of return, the temporary guarantee of employment. It was firmly affirmed that these measures fell under national structures which had full autonomy in the matter. The European dimension of social measures, the principle of which was supported by the European Works Council, is thus rejected.<\/p>\n<p><strong>The European Works Council members are therefore waiting for the follow-up to the alternative project, which must be submitted to Management by the employee representatives in France on June 15th, to make a decision. They are not convinced that the achievement of the objectives set by the Management, in particular the generation of growing income from rents, necessarily involves the outsourcing of passive infrastructures, the social impacts of which, both in France and in Spain are of concern to them.
