{"id":17915,"date":"2021-11-23T15:56:24","date_gmt":"2021-11-23T15:56:24","guid":{"rendered":"http:\/\/localhost:8080\/?p=17915"},"modified":"2021-11-23T15:56:24","modified_gmt":"2021-11-23T15:56:24","slug":"l-emploi-en-2020-et-perspectives-une-somme-d-informations-mais-pas-de-vision-strategique","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2021\/11\/23\/l-emploi-en-2020-et-perspectives-une-somme-d-informations-mais-pas-de-vision-strategique\/","title":{"rendered":"L\u2019emploi en 2020 et perspectives : une somme d\u2019informations, mais pas de vision strat\u00e9gique !"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p><strong>Dans le cadre de la session commune du Comit\u00e9 de Groupe Europ\u00e9en et du Comit\u00e9 de Groupe Monde d&rsquo;Orange des 9 et 10 novembre 2021 organis\u00e9e \u00e0 distance et en s\u00e9ance extraordinaire, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour le sujet de l\u2019emploi dans le Groupe<\/strong><strong> pr\u00e9sent\u00e9 par Ignacio De Orue Sabau, Deputy Chief People Officer en charge de l&rsquo;international, St\u00e9phan Buschi, <strong>Senior Vice President Europe Human Resources, et Clotilde Boury, Directrice des Ressources Humaines de Orange Middle-East &amp; Africa. <\/strong><\/strong><\/p>\n<p>Cette session commune du Comit\u00e9 de Groupe Eruop\u00e9en et Comit\u00e9 de Groupe Monde consacr\u00e9e \u00e0 l\u2019emploi dans le Groupe avait \u00e9t\u00e9 sollicit\u00e9e par les Bureaux respectifs des deux instances suite \u00e0 l\u2019annonce de la suppression en Espagne de pr\u00e8s de 500 emplois au premier semestre de l\u2019ann\u00e9e. D\u2019autres situations, en R\u00e9publique D\u00e9mocratique du Congo ainsi qu\u2019en Pologne, sans oublier le Royaume-Uni, ont \u00e9galement assombri la p\u00e9riode et suscitent beaucoup d\u2019inqui\u00e9tude chez les salari\u00e9s. C\u2019est donc dans ce contexte qu\u2019est intervenue cette session commune.<\/p>\n<p>La pr\u00e9sentation de donn\u00e9es chiffr\u00e9es tr\u00e8s fournies pour l\u2019ann\u00e9e 2020 et leur \u00e9volution par rapport \u00e0 2019 a davantage consist\u00e9 en une photographie certes pr\u00e9cise, mais froide et comptable, de la situation pr\u00e9sente et du pass\u00e9 r\u00e9cent, que d\u2019une v\u00e9ritable r\u00e9flexion sur les tendances et les \u00e9volutions \u00e0 venir.<\/p>\n<p>Les \u00e9lus ont regrett\u00e9 que le support et la pr\u00e9sentation orale d\u00e9clin\u00e9e par grandes divisions &#8211; France , Europe hors France, zone Middle-East &amp; Africa et Orange Business Services, quoique riches, manquent substantiellement de contenu en mati\u00e8re de perspectives, et ont regrett\u00e9 de ne pas y trouver de projections \u00e0 court et moyen termes. Ne s\u2019est pas non plus d\u00e9gag\u00e9e une v\u00e9ritable politique de l\u2019emploi dans le Groupe, la Direction du Groupe affirmant ne pas s\u2019immiscer en la mati\u00e8re dans les responsabilit\u00e9s des pays qui ont l\u2019enti\u00e8re charge de la gestion des emplois.<\/p>\n<p>La conviction des \u00e9lus est toutefois que ce sont les r\u00e9sultats financiers qui dictent les objectifs en mati\u00e8re d\u2019emplois, et que le plan d\u2019\u00e9conomies Scale Up, notamment, pr\u00e9vaut sur toutes consid\u00e9rations.<\/p>\n<p>Appelant \u00e0 plus de transparence et un dialogue social plus riche, les \u00e9lus ont unanimement souhait\u00e9 pouvoir d\u00e9battre d\u2019une strat\u00e9gie suite au constat des \u00e9volutions majeures telles que&nbsp;: &nbsp;<\/p>\n<ul>\n<li>le transfert d\u2019emplois de la maison m\u00e8re vers les filiales ( -5,6 % des effectifs en France en 2020 ,-7,7% \u00e0 Orange France), les salari\u00e9s transf\u00e9r\u00e9s ne b\u00e9n\u00e9ficiant plus des m\u00eames accords.<\/li>\n<li>le recours croissant \u00e0 la sous-traitance moins-disante en mati\u00e8re de droits sociaux<\/li>\n<li>la politique de formation avec un bilan complet des comp\u00e9tences<\/li>\n<li>la gestion des carri\u00e8res pour retenir les experts dans les domaines qui constituent les relais de croissance du Groupe, en particulier au sein d\u2019Orange Business Services.<\/li>\n<\/ul>\n<p><strong>Le ressenti des \u00e9lus quant \u00e0 l\u2019avenir proche est tr\u00e8s majoritairement pessimiste dans le contexte anxiog\u00e8ne des situations \u00e9voqu\u00e9es sur de nombreuses g\u00e9ographies. <\/strong><\/p>\n<p><strong>Deux sujets notables de satisfaction&nbsp;ont toutefois \u00e9t\u00e9 accueillis de mani\u00e8re positive : <\/strong><\/p>\n<p><strong>Gervais Pellissier, favorable \u00e0 la poursuite du dialogue social sur le th\u00e8me de l\u2019emploi, a propos\u00e9 que cette r\u00e9union ne soit qu\u2019une premi\u00e8re \u00e9tape et que d\u2019autres \u00e9changes entre la Direction et les \u00e9lus des deux Comit\u00e9s soient programm\u00e9es aux fins d\u2019enrichir le point de vue de la Direction. <\/strong><\/p>\n<p><strong>Sur la question plus pr\u00e9cise de l\u2019externalisation des emplois qui pr\u00e9occupent au premier chef les \u00e9lus, la Direction a reconnu que le Groupe \u00e9tait peut-\u00eatre all\u00e9 trop loin dans cette voie et qu\u2019il fallait r\u00e9fl\u00e9chir aux risques de perte de comp\u00e9tences. <\/strong><\/p>\n<p><strong>Les \u00e9lus ont souhait\u00e9 que les deux Bureaux se r\u00e9unissent au plus vite afin d\u2019\u00e9laborer des propositions quant au format et au contenu que pourraient avoir ces prochaines r\u00e9unions ainsi que pour d\u00e9finir un agenda avant les changements \u00e0 venir au niveau de la Direction G\u00e9n\u00e9rale du Groupe. <\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p><strong>Employment in 2020 and outlook: a lot of information but a lack of projection!<\/strong><\/p>\n<p><strong>As part of the joint session of the Orange European Works Council and the World Works Council on November 9th and 10th 2021, organized remotely in an extraordinary meeting, the Group Management included on the agenda the subject of job policy in the Group presented by Ignacio De Orue Sabau Deputy Chief People Officer in charge of International, St\u00e9phan Buschi, Senior Vice President Europe Human Resources, and Clotilde Boury, Human Resources Director of Orange Middle-East &amp; Africa.<\/strong><\/p>\n<p>This joint session of the European Works Council and World Works Council devoted to employment in the Group was requested by the respective Councils following the announcement of the cut in Spain of nearly 500 jobs in the first half of the year. Other situations, in the Democratic Republic of Congo as well as in Poland, not to mention the United Kingdom, have also darkened the period and cause great concern among employees. It is therefore in this context that this joint session took place.<\/p>\n<p>The presentation of very comprehensive figures for the year 2020 and their evolution compared to 2019 consisted more of a photograph, admittedly precise, but cold and accountable, of the present situation and of the recent past than of a real reflection on trends and future developments.<\/p>\n<p>The elected officials regretted that the support and the oral presentation declined by major divisions &#8211; France, Europe excluding France, Middle-East &amp; Africa and Orange Business Services zone, although rich, substantially lacking content in terms of perspectives and regretted not finding short projections. and medium term.
