Le pourcentage de souscripteurs parmi les personnels \u00e9ligibles, en hausse globale de 10 points par rapport \u00e0 l\u2019ORP de 2016 et la progression marqu\u00e9e du taux de souscription des jeunes, des personnels non-cadres et des femmes, mais aussi \u00e0 l\u2019international, montrent que la d\u00e9mocratisation de l\u2019actionnariat salari\u00e9s est en marche au sein du Groupe&nbsp;: cet objectif-l\u00e0 est du moins atteint.<\/p>\n<p>Malheureusement, le budget pr\u00e9vu n\u2019\u00e9tait pas \u00e0 la hauteur de la demande&nbsp;: l\u2019op\u00e9ration a \u00e9t\u00e9 souscrite \u00e0 207 %, engendrant un \u00e9cr\u00eatage de leur demande pour 80 % des souscripteurs, suscitant d\u00e9ception et protestations. Cette ORP ayant \u00e9t\u00e9 organis\u00e9e <a href=\"https:\/\/www.orange.com\/fr\/newsroom\/communiques\/2020\/orange-utilisera-les-fonds-percus-suite-un-litige-fiscal-pour-accelerer\">dans le cadre de la restitution fiscale de 2,2 Mds \u20ac<\/a> intervenue fin 2020, tout le monde a pu noter que&nbsp;le nombre d\u2019actions propos\u00e9es aux personnels a \u00e9t\u00e9 ramen\u00e9 de 30 \u00e0 26 millions, tandis que le budget consacr\u00e9 \u00e0 l\u2019ORP (180 m\u20ac, finan\u00e7ant d\u00e9cote et abondements) est sans commune mesure avec les 500 m\u20ac restitu\u00e9s aux actionnaires en dividende additionnel. Le pourcentage de capital d\u00e9tenu par les personnels \u00e0 l\u2019issue de cette op\u00e9ration sera au mieux de 7 %, alors qu\u2019Essentiel 2020 avait fix\u00e9 un objectif de 10 % \u00e0 l\u2019horizon du plan.<\/p>\n<p>Il aurait donc \u00e9t\u00e9 l\u00e9gitime que la Direction entende <a href=\"2021102611022\/participation-interessement-et-actionnariat\/orp-together-2021-augmenter-le-budget-pour-minimiser-l-ecretage.html\">notre demande d\u2019augmentation du budget pour limiter la<\/a> r\u00e9duction des souscriptions, mais il n\u2019en a rien \u00e9t\u00e9.<\/p>\n<h3>Plus de souscripteurs, moins de capital par personne<\/h3>\n<table style=\"width: 494px; De ce fait, en d\u00e9pit d\u2019un nombre d\u2019actions propos\u00e9es \u00e9galement en hausse, le montant moyen par souscripteur&nbsp;apr\u00e8s \u00e9cr\u00eatage est en baisse.<\/p>\n<p>L&rsquo;actionnariat salari\u00e9s est d\u00e9sormais r\u00e9parti entre un plus grand nombre de coll\u00e8gues, d\u2019autant que tous les personnels France ont re\u00e7u 400 \u20ac d\u2019actions gratuites, m\u00eame s\u2019ils n\u2019ont pas souscrit (seules 10 personnes ont refus\u00e9 l\u2019abondement unilat\u00e9ral).<\/p>\n<h3>Hausse des niveaux de souscription<\/h3>\n<p>Le pourcentage de souscripteurs augmente dans toutes les cat\u00e9gories de personnel \u00e9ligibles, y compris \u00e0 l\u2019international.<\/p>\n<p>En France, aucune ORP n\u2019a connu plus forte adh\u00e9sion, hors la premi\u00e8re privatisation de France T\u00e9l\u00e9com qui avait s\u00e9duit 70 % des personnels (avec une communication exceptionnelle de l\u2019entreprise, en interne comme en externe).<\/p>\n<p>Hors de France, la Pologne (51 % de salari\u00e9s souscripteurs) et l\u2019Espagne (36 % de salari\u00e9s souscripteurs) arrivent en t\u00eate pour le nombre de participants \u00e0 l\u2019ORP.
