heures Ces donn\u00e9es &nbsp;confortent&nbsp; bien&nbsp; nos craintes \u00e0 savoir &nbsp;que les&nbsp; pr\u00e9visions des formations de 2010 \u00e9taient &nbsp;bien ambitieuses. D\u2019ailleurs le fait que le bilan de formation au 30.06.2010 n\u2019ait &nbsp;\u00e9t\u00e9 r\u00e9alis\u00e9 qu\u2019 &nbsp;\u00e0 hauteur de 43 % avec &nbsp;1 550 475 heures r\u00e9alis\u00e9es \u00e9tait&nbsp; 2011 avec -106&nbsp;307 heures&nbsp; IL \u00e9tait d\u00e9j\u00e0 en forte d\u00e9croissance &nbsp;dans le plan 2010 avec -160&nbsp;803 heures soit -8% des heures pr\u00e9vues.La diminution des parcours de professionnalisation en lien avec les mobilit\u00e9s fonctionnelles est une des causes importantes de cette baisse d\u2019heures de formation&nbsp; m\u00e9tiers. Sur l\u2019axe formation \u00ab Management \u00bb, 217 914heures sont pr\u00e9vues en 2011, en diminution de &nbsp;-2&nbsp;678 heures&nbsp; soit 0% de plus par rapport au plan 2010.L\u2019axe&nbsp; \u00ab&nbsp;Formations g\u00e9n\u00e9rales\u00bb&nbsp; n\u2019 a progress\u00e9&nbsp; que sensiblement de&nbsp; 20 616 heures avec un ratio de&nbsp; 0% de plus par rapport au plan 2010&nbsp; bien qu\u2019il&nbsp; y ait&nbsp; un accent mis sur l\u2019effort&nbsp; particulier&nbsp; des plans d\u2019actions sant\u00e9 et s\u00e9curit\u00e9 au travail, un effort important&nbsp; sur la formation des formateurs et tuteurs , sur la bureautique, sur les langues&nbsp; etc..<b>&nbsp;  <\/p>\n<p>Plan d\u2019actions en faveur des salari\u00e9s handicap\u00e9s,&nbsp; en faveur des salari\u00e9s non form\u00e9s sur 3 ans&nbsp;: <\/p>\n<p><\/b>Les plans d\u2019actions en faveur des salari\u00e9s non form\u00e9s sur 3 ans&nbsp; et en faveur des salari\u00e9s handicap\u00e9s vont se poursuivre en 2011 mais nous n\u2019avons pas d\u2019indicateur except\u00e9&nbsp; que r\u00e9duire de 20% l\u2019\u00e9cart entre le nombre d\u2019heures de formation moyen par salari\u00e9 pour ces populations et&nbsp; le nombre d\u2019heures de formation moyen de l\u2019ensemble des salari\u00e9s et ceci sur 3 ans . <\/p>\n<p> Sur le th\u00e8me du handicap, nous ne savons pas si de nouveaux programmes ont \u00e9t\u00e9 cr\u00e9\u00e9s dans ce plan 2011 pour soutenir&nbsp; une meilleure insertion de ces travailleurs handicap\u00e9s. En 2009, les Travailleurs Handicap\u00e9s ne b\u00e9n\u00e9ficiaient que d\u2019une moyenne de 23 heures. L\u2019effort est \u00e9norme pour atteindre les 35 heures de formation moyenne de l\u2019ensemble des salari\u00e9s .&nbsp;Pour rappel,&nbsp; les donn\u00e9es de recrutement de cette cat\u00e9gorie de travailleurs au premier semestre 2010 sont loin d\u2019\u00eatre satisfaisantes.( 17 recrutement au sein de l\u2019UES)  <\/p>\n<p>Concernant les salari\u00e9s non form\u00e9s depuis 3 ans, le plan de formation 2010 avait \u00e9mis l\u2019id\u00e9e d\u2019associer&nbsp; les ressources humaines et les managers&nbsp; au suivi des collaborateurs non&nbsp; form\u00e9s afin de les inciter \u00e0 aller se former&nbsp;.<\/p>\n<p>En 2010,&nbsp; seul SCE a pu augment\u00e9 son taux d\u2019acc\u00e8s \u00e0 la formation de 10%&nbsp; gr\u00e2ce \u00e0 la mise en place&nbsp; de r\u00e9unions de Formations entre RH et managers Ils ont pu ainsi identifi\u00e9 des&nbsp; salari\u00e9s qui n\u2019ont pas suivi de formation depuis 2 ou 3 ans . Avec l\u2019utilisation&nbsp; du&nbsp; DIF ou sans&nbsp; le DIF&nbsp; ces personnes ont pu&nbsp; ainsi b\u00e9n\u00e9ficier d\u2019au moins une formation . <\/p>\n<p> Nous ne pouvons que f\u00e9liciter SCE et recommandons aux autres CE de suivre cet&nbsp; efficace exemple.Il ne suffit pas de donner une formation aux s\u00e9niors mais&nbsp; que ces formations entrent dans une v\u00e9ritable gestion&nbsp; de carri\u00e8re des ces personnes et pas seulement vers le tutorat en phase avec la transmission des savoirs <\/p>\n<p> Nous recommandons fortement&nbsp; \u00e0 tous les CE de demander des rencontres fr\u00e9quentes avec la direction pour \u00eatre inform\u00e9s du suivi&nbsp; des am\u00e9liorations&nbsp; et les actions d\u2019ajustement de ces populations d\u00e9favoris\u00e9es. Pour toutes ces populations d\u00e9favoris\u00e9es , il est important&nbsp; que FT mette en place des indicateurs montrant que suite \u00e0 ces formations, cette cat\u00e9gorie de personnel&nbsp; a pu&nbsp; \u00e9volu\u00e9 (changement de m\u00e9tiers, promotions&#8230;) et que cela garantit leur employabilit\u00e9. <\/p>\n<p> <b>D\u00e9clinaison des accords sur la formation <\/p>\n<p><\/b>Concernant&nbsp; moyenne d\u2019heure de formation par salari\u00e9&nbsp; diff\u00e8re d\u2019un CE \u00e0 un autre .Cet \u00e9cart de formation peut \u00eatre tr\u00e8s important&nbsp; avec un \u00e9cart maximum de 21 heures. Malgr\u00e9 le rattachement des agences PME et PRO, VMF avec une moyenne de&nbsp; 25 heures&nbsp; figure parmi les \u00ab&nbsp;d\u00e9laiss\u00e9s&nbsp;\u00bb.&nbsp; <\/p>\n<p>Peux t- on croire que leurs besoins &nbsp;en formation sont moindre&nbsp;?Ce d\u00e9calage n\u2019est- il pas&nbsp; du \u00e0 l\u2019Insuffisance des moyens des services de formation&nbsp;? Ne faudrait \u2013il pas embaucher plus de personnes dans la fili\u00e8re RH d\u00e9di\u00e9 \u00e0 la formation&nbsp;?<\/p>\n<p><b>Conclusion&nbsp;: &nbsp; <\/b>La CFE CGC\/UNSA n&rsquo;a pas vu dans ce document le lien avec l&#8217;emploi.et l\u2019anticipation sur les \u00e9volutions des m\u00e9tiers et des&nbsp; comp\u00e9tences. On a conscience de&nbsp; l&rsquo;\u00e9volution des technologies de plus en plus complexes qui n\u00e9cessitent des adaptations permanentes au sein des m\u00e9tiers, mais il &nbsp;est difficile d\u2019\u00e9tablir quelle est exactement la strat\u00e9gie de l\u2019entreprise &nbsp;sur l\u2019\u00e9volution de l\u2019emploi et les nouveaux m\u00e9tiers qui apparaissent, ou qui vont se transformer en 2011.
