{"id":19562,"date":"2022-07-19T07:11:42","date_gmt":"2022-07-19T07:11:42","guid":{"rendered":"http:\/\/localhost:8080\/?p=19562"},"modified":"2022-07-19T07:11:42","modified_gmt":"2022-07-19T07:11:42","slug":"transformation-d-obs-en-europe-la-transformation-annoncee-se-reduit-elle-a-un-simple-plan-de-licenciements-dans-un-contexte-de-degradation-des-resultats-financiers-du-premier-semestre-2022","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2022\/07\/19\/transformation-d-obs-en-europe-la-transformation-annoncee-se-reduit-elle-a-un-simple-plan-de-licenciements-dans-un-contexte-de-degradation-des-resultats-financiers-du-premier-semestre-2022\/","title":{"rendered":"Transformation d\u2019OBS en Europe : la transformation annonc\u00e9e se r\u00e9duit-elle \u00e0 un simple plan de licenciements dans un contexte de d\u00e9gradation des r\u00e9sultats financiers du premier semestre 2022 ?"},"content":{"rendered":"<p><em>[French version here\/English version below]<\/em><\/p>\n<p>&nbsp;<\/p>\n<p style=\"background: white none repeat scroll 0% 0%; margin: 0cm 0cm 7.5pt;\">Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 28,29 et 30 juin 2022 qui s\u2019est tenu \u00e0 Bruxelles, la Direction du Groupe a inscrit \u00e0 l&rsquo;ordre du jour un point relatif au projet d\u2019\u00e9volution d\u2019OBS \u00e0 l\u2019international et son impact sur le p\u00e9rim\u00e8tre du CGE pr\u00e9sent\u00e9 par Kristof SYMONS, Head Intl Business &amp; Gbl Sourc, Nemo VERBIST <strong>Head Region\/Business Unit<\/strong>, Marcel RAVENSHORST <strong>Head of Regional HR<\/strong>, Mechtild WALSER ERTEL <strong>Executive Vice-President Global HR &amp; Corporate Social Responsibility <\/strong>au sein d\u2019OBS.<\/p>\n<p>Ce projet affectant plusieurs pays de la zone Europe fait l\u2019objet d\u2019une proc\u00e9dure d\u2019information\/consultation devant le Comit\u00e9 de Groupe Europ\u00e9en qui pr\u00e9voit trois r\u00e9unions en s\u00e9ance pl\u00e9ni\u00e8re. La premi\u00e8re r\u00e9union avait eu lieu le 31 mai dernier lors de la pr\u00e9c\u00e9dente session.<\/p>\n<p>La pr\u00e9sentation met en avant une \u00e9volution du march\u00e9 de la Direction International Business qui se serait fortement acc\u00e9l\u00e9r\u00e9e pendant la crise sanitaire n\u00e9cessitant une rapide adaptation de l\u2019organisation de l\u2019entit\u00e9 International Business d\u2019OBS dont les r\u00e9sultats financiers du semestre sont attendus \u00e0 la baisse.<\/p>\n<p>Les clients auraient ainsi acc\u00e9l\u00e9r\u00e9 leur digitalisation en r\u00e9ponse \u00e0 la crise et opt\u00e9 plus rapidement qu\u2019anticip\u00e9 pour les services num\u00e9riques au d\u00e9triment des services de connectivit\u00e9. Cette transformation du march\u00e9 en Europe doit selon la Direction conduire \u00e0 r\u00e9\u00e9quilibrer les comp\u00e9tences en interne en se s\u00e9parant, d\u2019une part, d\u2019un certain nombre de sp\u00e9cialistes des services de t\u00e9l\u00e9communications (principalement des coll\u00e8gues ex Equant) et en recrutant, d\u2019autre part, des experts en services num\u00e9riques (dans les centres de comp\u00e9tences IT, situ\u00e9s pour la plupart hors d\u2019Europe). Le projet porte sur la suppression d\u2019environ 120 postes, principalement en Allemagne, Belgique, Pays-Bas et Slovaquie. Un plan de formation des salari\u00e9s sera \u00e9galement mis en \u0153uvre.<\/p>\n<p>Les compl\u00e9ments d\u2019informations fournis par la Direction \u00e0 l\u2019occasion de cette deuxi\u00e8me r\u00e9union n\u2019ont pas modifi\u00e9 l\u2019approche du projet par les \u00e9lus.<\/p>\n<p>La r\u00e9union s\u2019est av\u00e9r\u00e9e toutefois utile dans la mesure o\u00f9 elle a permis de cadrer la mission qui sera d\u00e9volue \u00e0 l\u2019expert choisi par le Comit\u00e9. Le cabinet PERITUS devra travailler \u00e0 comprendre comment s\u2019inscrit ce plan dans la strat\u00e9gie d\u2019OBS quand bien m\u00eame il pr\u00e9c\u00e8de sa d\u00e9finition et sa pr\u00e9sentation par sa nouvelle Directrice G\u00e9n\u00e9rale. La situation au Royaume-Uni devrait \u00eatre int\u00e9gr\u00e9e au p\u00e9rim\u00e8tre de l\u2019expertise bien que le pays ait \u00e9t\u00e9 exclu du p\u00e9rim\u00e8tre du CGE suite au Brexit. En revanche la demande que l\u2019expertise soit \u00e9galement \u00e9tendue \u00e0 la France a d\u00e9clench\u00e9 un rejet cat\u00e9gorique de la Direction qui nous fait redouter des difficult\u00e9s \u00e0 venir dans notre pays.&nbsp;<\/p>\n<p style=\"margin-bottom: 10px;\"><strong>\u00c0 ce stade les \u00e9lus regrettent que le projet consiste en des licenciements purs et simples sur diff\u00e9rentes g\u00e9ographies europ\u00e9ennes, visant \u00e0 r\u00e9duire la masse salariale dans un contexte qualifi\u00e9 d\u2019urgence par la Direction en raison d\u2019une baisse attendue des revenus au premier semestre. <\/strong><\/p>\n<p><strong>Les \u00e9lus s\u2019appuieront sur les r\u00e9sultats de l\u2019expertise pour approfondir le d\u00e9bat lors du prochain CGE d\u2019octobre qui sera convoqu\u00e9 en session extraordinaire d\u00e9but octobre. <\/strong><\/p>\n<p><strong>Lors des \u00e9changes du 29 juin ont \u00e9galement \u00e9t\u00e9 questionn\u00e9es par les \u00e9lus les proc\u00e9dures de licenciements locales, qui n\u2019offrent pas les m\u00eames garanties aux salari\u00e9s impact\u00e9s. Ils regrettent qu\u2019aucune avanc\u00e9e ne soit envisag\u00e9e quant \u00e0 <\/strong><strong>l\u2019objectif de mener \u00e0 bien une r\u00e9flexion sur un socle commun de mesures d\u2019accompagnement voire sur la notion de \u00ab&nbsp;clause du pays le plus favoris\u00e9&nbsp;\u00bb comme les \u00e9lus ne cessent de le demander en mati\u00e8re de droits des salari\u00e9s.<\/strong><\/p>\n<p><strong>&nbsp;<\/strong><em>[English version]<\/em><\/p>\n<p><strong>Transformation of OBS in Europe: is the announced transformation reduced to a simple redundancy plan in a context of deteriorating financial results in the first half of 2022?<\/strong><strong>&nbsp;<\/strong>As part of the Orange European Works Council meeting of June 28th, 29th and 30th, 2022, which was held in Brussels, Group Management included an item on the agenda relating to the OBS development project internationally and its impact on the scope of the EWC presented by Kristof SYMONS, Head Intl Business &amp; Gbl Sourc, Nemo VERBIST Head Region\/Business Unit, Marcel RAVENSHORST Head of Regional HR, Mechtild WALSER ERTEL Executive Vice-President Global HR &amp; Corporate Social Responsibility within OBS.This project affecting several countries in the European zone is the subject of an information\/consultation procedure, which provides for three plenary meetings. The first meeting took place on May 31th during the previous session.&nbsp;The presentation highlights an evolution of the International Business Department market which would have accelerated sharply due to the COVID crisis requiring a rapid change in the organization of the International Business entity of OBS whose financial results for the half-year are expected in slump.Customers would thus have accelerated their digitization in response to the crisis and opted more quickly than expected for digital services to the detriment of connectivity services. This transformation of the market in Europe should, according to Management, lead to a rebalancing of skills internally by parting, on the one hand, with a certain number of specialists in telecommunications services (mainly ex-Equant colleagues) and by recruiting, on the other hand, experts in digital (in IT competence centers, mostly located outside Europe). In addition to the elimination of approximately 120 positions, a training plan for employees affected by the transformation project will also be implemented.&nbsp;The additional information provided by Management at this second meeting did not change the approach of the project by the elected officials.However, the meeting proved to be useful insofar as it made it possible to frame the mission that will be assigned to the expert chosen by the Committee. The PERITUS firm will have to work to understand how this plan fits into OBS&rsquo;s strategy even though it precedes its definition and presentation by its new General Manager. The situation in the United Kingdom should be included in the scope of the expertise, although the country was excluded from the scope of the EWC following Brexit. On the other hand, the request that the expertise also be extended to France triggered a violent reaction from the Management, making us fear a degraded situation in our country.<strong>At this stage, elected officials regret that the project consists of outright layoffs in different European geographies, aimed at reducing the payroll in a context qualified as an emergency by Management due to a substantial drop in income in the first half.<\/strong><strong>The elected officials will use the results of the expertise to deepen the debate during the next EWC, which will be convened in an extraordinary session at the beginning of October. <\/strong><strong>During the exchanges of June 29, elected officials also questioned local dismissal procedures, which do not offer the same rights to affected employees.
