Il s\u2019agit d\u2019optimiser la supervision et la maintenance de nos r\u00e9seaux mobiles c\u0153ur dans 7 pays d\u2019Europe&nbsp;: Belgique, Espagne, Luxembourg, Moldavie, Pologne, Roumanie, Slovaquie.&nbsp;<\/p>\n<p><em>Vous pouvez en retrouver l\u2019historique d\u00e9taill\u00e9 dans <\/em><a href=\"recherche.html?q=ENO&amp;Search=\"><em>nos comptes-rendus des CGE o\u00f9 le sujet a \u00e9t\u00e9 abord\u00e9<\/em><\/a>.<\/p>\n<p>\u00c0 partir d\u2019une r\u00e9flexion initi\u00e9e en 2013, le projet ENO a \u00e9t\u00e9 articul\u00e9 avec la mise en place d\u2019un GNOCe (Global Network Operation Center Europe, ou centre global de gestion op\u00e9rationnelle du r\u00e9seau pour l\u2019Europe), install\u00e9 en Pologne et en Roumanie, actuellement plac\u00e9 dans la Direction NSSO (Network and Shared Services Operations), comme le SSPO (Shared Service Platform Operations) au sein d\u2019Orange International Networks Infrastructures &amp; Services (OINIS, ex IBNF). R\u00e9sumons-nous&nbsp;: \u00e0 partir de 2014, la gestion op\u00e9rationnelle de nos r\u00e9seaux mobiles pour l\u2019Europe, initialement r\u00e9alis\u00e9e par des \u00e9quipes locales dans chacun des pays, a \u00e9t\u00e9 rassembl\u00e9e dans un GNOC europ\u00e9en, dont les \u00e9quipes sont r\u00e9parties entre la Pologne et la Roumanie. Il s\u2019agissait de mutualiser l\u2019ensemble des op\u00e9rations, avec un objectif assum\u00e9 d\u2019\u00e9conomies d\u2019\u00e9chelles, qui \u00e0 l\u2019\u00e9poque s\u2019est traduit par la suppression de 150 \u00e0 200 postes (licenciements secs) dans les pays c\u00e9dant leur activit\u00e9 de gestion des r\u00e9seaux au GNOCe, tandis qu\u2019aucune embauche n\u2019\u00e9tait r\u00e9alis\u00e9e dans les pays prenants. Ce qui explique les <a href=\"201411204618\/comite-groupe-europe-monde\/sirius-gnoc-phase-2-opa-sur-jazztel-en-espagne.html\">avis n\u00e9gatifs rendus par le Comit\u00e9 de Groupe europ\u00e9en en 2014<\/a>.<\/p>\n<p><em>Vous pouvez retrouver tous nos articles sur les projets de GNOC, en Europe et en Afrique, <\/em><a href=\"recherche.html?q=GNOC&amp;Search=\"><em>via le moteur de recherche du site<\/em><\/a><em>.<\/em><\/p>\n<p>Le projet ENO 1, d\u00e9ploy\u00e9 entre 2014 et 2018, organisait la sous-traitance de la supervision et de la maintenance de nos r\u00e9seaux mobiles europ\u00e9ens \u00e0 un prestataire externe, en lui transf\u00e9rant pr\u00e8s de 300 salari\u00e9s d\u2019Orange en Europe, issus des diff\u00e9rentes filiales locales qui assuraient directement ces activit\u00e9s pour leur territoire national. Le march\u00e9 a \u00e9t\u00e9 confi\u00e9 \u00e0 Ericsson. Selon la Direction, c\u2019\u00e9tait \u00ab&nbsp;l\u2019\u00e9quation magique&nbsp;\u00bb, qui permettait tout \u00e0 la fois de faire des \u00e9conomies et d\u2019am\u00e9liorer la qualit\u00e9 de service, le tout sans d\u00e9grader ni le nombre d\u2019emplois, ni les salaires, ni les conditions de travail des coll\u00e8gues transf\u00e9r\u00e9s vers le prestataire. Un conte pour enfants, <a href=\"201312064155\/comite-groupe-europe-monde\/cge-novembre-2013-quand-la-fermete-finit-par-payer.html?highlight=WyJlbm8iXQ==\">dont les repr\u00e9sentants des personnels n\u2019ont pas \u00e9t\u00e9 dupes<\/a>.<\/p>\n<p>Lors du Comit\u00e9 de Groupe europ\u00e9en de juin 2022, la Direction a cependant admis que les \u00e9conomies avaient \u00e9t\u00e9 moins importantes qu\u2019initialement envisag\u00e9es, m\u00eame si le document qui nous a \u00e9t\u00e9 communiqu\u00e9 fait \u00e9tat d\u2019un plein succ\u00e8s. Notons \u00e9galement qu\u2019en d\u00e9pit des promesses qui nous avaient \u00e9t\u00e9 faites, nous n\u2019avons jamais eu aucun suivi global des personnels transf\u00e9r\u00e9s&nbsp;: combien l\u2019ont finalement \u00e9t\u00e9&nbsp;? avec quelles garanties&nbsp;? ont-ils \u00e9t\u00e9 satisfaits des conditions qui leur ont \u00e9t\u00e9 faites chez Ericsson et sont-ils rest\u00e9s dans cette entreprise&nbsp;? En d\u00e9pit de nos demandes, et alors que la d\u00e9fense des emplois et des conditions faites aux salari\u00e9s sont l\u2019une des missions prioritaires du Comit\u00e9 de Groupe europ\u00e9en, nous ne le savons pas\u2026<\/p>\n<p>Pour ENO 2, il s\u2019agissait de d\u00e9finir si Orange poursuivait le contrat avec Ericsson, red\u00e9coupait les missions (pilotage global par Ericsson et sous-traitance locale de la maintenance sur site dans les diff\u00e9rents pays), voire r\u00e9internalisait les op\u00e9rations, via la mise en \u0153uvre de solutions d\u2019automatisation, \u00e0 l\u2019\u00e9poque en cours de d\u00e9veloppement chez Orange. Ces derni\u00e8res n\u2019\u00e9tant pas jug\u00e9es assez matures, en 2019, les contrats ont finalement \u00e9t\u00e9 reconduits avec Ericsson comme prestataire unique, \u00e0 l\u2019identique de ENO 1 donc. Ces contrats expirent entre 2022 et 2023, et il faut donc se reposer la question : c\u2019est le projet ENO 3.<\/p>\n<h3>ENO 3&nbsp;donne finalement raison \u00e0 un certain nombre d\u2019objections formul\u00e9es par les repr\u00e9sentants du personnel sur les projets ENO 1 et 2<\/h3>\n<p>Le bilan d\u2019ENO 2 laisse appara\u00eetre qu\u2019il n\u2019est plus forc\u00e9ment pertinent de sous-traiter ces activit\u00e9s. Les gains \u00e9conomiques s\u2019\u00e9rodent, tandis que nous perdons une partie de l\u2019information utile. L\u2019automatisation (utilisant l\u2019IA) est d\u00e9sormais mature, tant chez Ericsson que chez Orange, et visiblement le prestataire ne nous en rend pas toutes les gains \u00e9conomiques qu\u2019elle permet de r\u00e9aliser. Le pilotage des r\u00e9seaux permet \u00e9galement de r\u00e9cup\u00e9rer des donn\u00e9es exploitables pour am\u00e9liorer nos r\u00e9seaux, nos services et nos offres, ainsi que notre connaissance des usages de nos clients. Ces informations deviennent cruciales, notamment lorsqu\u2019il s\u2019agit de d\u00e9ployer de la 5G pour les entreprises, mais aussi pour g\u00e9rer efficacement notre qualit\u00e9 de service et notre diff\u00e9renciation face \u00e0 nos concurrents.<\/p>\n<p>R\u00e9int\u00e9grer l\u2019activit\u00e9 diminue notre d\u00e9pendance \u00e0 la sous-traitance, ce qui, enfin, devient une pr\u00e9occupation de la Direction. Cela permet aussi de renforcer les comp\u00e9tences de notre GNOCe, et d\u2019\u00e9tendre progressivement ses missions vers de nouveaux segments de r\u00e9seaux (RAN \u2013 Radio Access Network, transport, IP). Plus il d\u00e9veloppe ses activit\u00e9s, plus notre GNOCe augmente simultan\u00e9ment ses comp\u00e9tences et son efficacit\u00e9 \u00e9conomique.<\/p>\n<p>Avec ENO 3, il s\u2019agit donc de reprendre en direct les activit\u00e9s pr\u00e9c\u00e9demment r\u00e9alis\u00e9es par Ericsson. Les \u00e9quipes seront localis\u00e9es en Roumanie et en Pologne, au sein de l&rsquo;entit\u00e9 NSSO d&rsquo;Orange Innovation Networks, qui a d\u00e9j\u00e0 d\u00e9montr\u00e9 sa capacit\u00e9 \u00e0 reprendre efficacement (en termes de qualit\u00e9 des prestations et d\u2019\u00e9conomies r\u00e9alis\u00e9es) des activit\u00e9s pr\u00e9c\u00e9demment sous-trait\u00e9es.<\/p>\n<p>La r\u00e9int\u00e9gration de ces activit\u00e9s engendrera&nbsp;:<\/p>\n<ul>\n<li>Des \u00e9volutions de postes et des promotions dans les \u00e9quipes NSSO pour quelques dizaines de personnes appartenant d\u00e9j\u00e0 aux \u00e9quipes<\/li>\n<li>Des embauches, avec potentiellement, en Roumanie uniquement, le retour chez Orange de collaborateurs pr\u00e9c\u00e9demment partis chez Ericsson avec les contrats ENO 1 et consacrant la quasi-totalit\u00e9 de leur temps aux activit\u00e9s d\u2019Orange.<\/li>\n<\/ul>\n<p>Au total, les effectifs de NSSO pourraient doubler entre 2022 et 2023. Quant \u00e0 la mont\u00e9e en comp\u00e9tences des \u00e9quipes, elle sera accompagn\u00e9e par Ericsson, tandis qu\u2019une partie de la R&amp;D en Data &amp; IA d\u2019Orange Innovation est inject\u00e9e dans NSSO, dans des conditions jug\u00e9es tr\u00e8s satisfaisantes par les pays qui ont d\u00e9j\u00e0 engag\u00e9 la d\u00e9marche.<\/p>\n<p>Le projet doit \u00eatre finalis\u00e9 d\u2019ici la fin de l\u2019ann\u00e9e 2022, notamment via la signature des contrats entre le NSSO et nos filiales pays, pour une mise en \u0153uvre op\u00e9rationnelle \u00e9chelonn\u00e9e d\u2019ici fin 2023 selon les pays.<\/p>\n<h3>Le Comit\u00e9 de Groupe europ\u00e9en demande une information-consultation<\/h3>\n<p>La Direction d\u2019Orange nous a pr\u00e9sent\u00e9 le dossier sous forme de simple information, mais les repr\u00e9sentants du personnels militent fortement pour que le dossier soit pass\u00e9 en information-consultation&nbsp;: il s\u2019agit bien d\u2019une transformation, et si le Comit\u00e9 est favorable au principe de cette r\u00e9-internalisation, nous voulons disposer du maximum d\u2019informations sur le projet, du droit d\u2019\u00e9mettre un avis motiv\u00e9 (qui a entre autres la vertu de laisser une trace \u00e9crite), et d\u2019un suivi dans la dur\u00e9e.<\/p>\n<p>L\u2019analyse juridique est en cours. \u00c0 suivre donc.<\/p>\n<p><em>[English version]<\/em><\/p>\n<h2>ENO 3: we are reinternalizing (finally!) the supervision of our European mobile networks<\/h2>\n<p><em>The ENO 3 project was on the agenda of the Orange European Works Council on June 28, 29 and 30, 2022 in Brussels.<\/em> <em>The presentation was provided by 3 representatives of the Innovation division: Laurent LEBOUCHER, SVP Orange Innovation Networks, Friedel KEHNE, Director Network Operations, Stefan IONESCU, NSSO Director, as well as Witold KONOPKA, VP IT&amp;N Transformation Europe, and Jean Michel POULALION<\/em><em>,<\/em><em> Vice-President<\/em> <em>Europe in charge of Human Resources.<\/em><\/p>\n<h3>ENO: a long-term project started in 2013 and part of a global approach to optimize the supervision of our core mobile networks in Europe<\/h3>\n<p>ENO (European Network Optimization or European Network Outsourcing depending on the era and the documents) is now a well-known project of the European Works Council. This involves optimizing the supervision and maintenance of our core mobile networks in 7 European countries: Belgium, Spain, Luxembourg, Moldova, Poland, Romania, Slovakia.<\/p>\n<p><em>You can find the detailed history in <\/em><em><a href=\"recherche.html?q=ENO&amp;Search=\">our reports of the EWCs where the subject was discussed<\/a><\/em><em>. <\/em><\/p>\n<p>Based on a reflection initiated in 2013, the ENO project was articulated with the establishment of a GNOCe (Global Network Operation Center Europe), located in Poland and in Romania, now placed in the NSSO (Network and Shared Services Operations) Department, like the SSPO (Shared Service Platform Operations) within Orange International Networks Infrastructures &amp; Services (OINIS, ex IBNF). To summarize: from 2014, the operational management of our mobile networks for Europe, initially carried out by local teams in each of the countries, was brought together in a European GNOC, whose teams are divided between Poland and Romania. It was a question of pooling all the operations, with an assumed objective of economies of scale, which at the time resulted in the elimination of 150 to 200 jobs (dismissals) in the countries ceding their activity network management at the GNOCe, while no hiring was made in the participating countries. This explains <a href=\"201411204618\/comite-groupe-europe-monde\/sirius-gnoc-phase-2-opa-sur-jazztel-en-espagne.html\">the negative opinions issued by the European Works Council in 2014<\/a>.<\/p>\n<p><em>You can find all our articles on GNOC projects, in Europe and Africa, <\/em><em><a href=\"recherche.html?q=GNOC&amp;Search=\">via the site&rsquo;s search engine<\/a><\/em><em>. <\/em><\/p>\n<p>The ENO 1 project, deployed between 2014 and 2018, organized the outsourcing of the supervision and maintenance of our European mobile networks to an external service provider, by transferring nearly 300 Orange employees in Europe, from the various subsidiaries which directly provided these activities for their national territory. The contract was awarded to Ericsson. According to management, this was the \u00ab\u00a0magic equation\u00a0\u00bb, which made it possible both to save money and to improve the quality of service, all without degrading the number of jobs, salaries or working conditions of colleagues transferred to the service provider. A tale for children, <a href=\"201312064155\/comite-groupe-europe-monde\/cge-novembre-2013-quand-la-fermete-finit-par-payer.html?highlight=WyJlbm8iXQ==\">whose staff representatives were not fooled<\/a>.<\/p>\n<p>During the European Works Council in June 2022, however, Management admitted that the savings had been less significant than initially envisaged, even if the document that was sent to us reports complete success. It should also be noted that despite the promises made to us, we never had any overall follow-up of the personnel transferred: how many were transferred in the end? with what guarantees? were they satisfied with the conditions they were given at Ericsson and did they stay in this company? Despite our requests, and while the defense of jobs and conditions for employees are one of the priority missions of the European Works Council, we do not know&#8230;<\/p>\n<p>For ENO 2, it was a question of defining whether Orange was continuing the contract with Ericsson, redefining the missions (global management by Ericsson and local subcontracting of on-site maintenance in the various countries), or even reinternalizing the operations, via the implementation of automation solutions, at the time under development at Orange. The latter not being considered mature enough, in 2019, the contracts were finally renewed with Ericsson as the sole provider, identical to ENO 1 therefore. These contracts expire between 2022 and 2023, and we must therefore ask ourselves the question: it is the ENO 3 project.<\/p>\n<h3>ENO 3 finally gives reason to a certain number of objections formulated by the staff representatives on the ENO 1 and 2 projects<\/h3>\n<p>The results of ENO 2 show that it is no longer necessarily appropriate to outsource these activities. Economic gains erode, while we lose some useful information. Automation (using AI) is now mature, both at Ericsson and at Orange, and obviously the service provider does not give us all the economic gains it allows to achieve. Network management also makes it possible to recover usable data to improve our networks, our services and our offers, as well as our knowledge of the uses of our customers. This information becomes crucial, especially when it comes to deploying 5G for businesses, but also to effectively manage our quality of service and our differentiation from our competitors.<\/p>\n<p>Reintegrating the activity reduces our dependence on subcontracting, which, finally, becomes a concern of the Management. This also makes it possible to strengthen the skills of our GNOCe, and to gradually extend its missions to new network segments (RAN \u2013 Radio Access Network, transport, IP). The more it develops its activities, the more our GNOCe simultaneously increases its skills and its economic efficiency.<\/p>\n<p>With ENO 3, it is therefore a question of resuming directly the activities previously carried out by Ericsson. The teams will be located in Romania and Poland, within the NSSO entity of Orange Innovation Networks, which has already demonstrated its ability to effectively take over (in terms of quality of services and savings made) activities previously under processed.<\/p>\n<p>The reintegration of these activities will generate:<\/p>\n<ul>\n<li>Changes in positions and promotions in the NSSO teams for a few dozen people already belonging to the teams<\/li>\n<li>Hiring, with potentially, in Romania only, the return to Orange of employees who previously left for Ericsson with ENO 1 contracts and devoting almost all of their time to Orange activities.<\/li>\n<\/ul>\n<p>In total, the workforce of NSSO could double between 2022 and 2023. The increase in skills of the teams will be supported by Ericsson, while part of the R&amp;D in Data &amp; IA of Orange Innovation is injected into NSSO, under conditions deemed very satisfactory by the countries that have already initiated the process.<\/p>\n<p>The project must be finalized by the end of 2022, in particular via the signing of contracts between the NSSO and our country subsidiaries, for staggered operational implementation by the end of 2023 depending on the country.<\/p>\n<h3>The European Works Council requests an information-consultation<\/h3>\n<p>Orange management presented the project as a simple \u201cinformation\u201d, but the staff representatives are strongly campaigning for an \u201cinformation-consultation\u201d: it is indeed a transformation, and if the Committee is in favor the principle of this re-internalization, we want to have the maximum of information on the project, the right to issue a reasoned opinion (which has, among other things, the virtue of leaving a written record), and a long-term follow-up .<\/p>\n<p>The legal analysis is in progress.
