Il n\u2019affecte en revanche pas la France.<\/p>\n<p>L\u2019expert mandat\u00e9 par le Comit\u00e9, lors de la pr\u00e9sentation de son rapport en s\u00e9ance, proc\u00e8de au m\u00eame constat que la Direction du Groupe s\u2019agissant des r\u00e9sultats financiers d\u2019OBS IB&nbsp;: les comptes de l\u2019entit\u00e9 affichent une \u00e9rosion du chiffre d\u2019affaires et un recul alarmant de 25% de la profitabilit\u00e9.<\/p>\n<p>Cette d\u00e9gradation des r\u00e9sultats, en germe lors de l\u2019exercice pr\u00e9c\u00e9dent, qui n\u2019a toutefois pas emp\u00each\u00e9 Orange de confirmer ses objectifs pour 2022, a \u00e9t\u00e9 jug\u00e9e suffisamment s\u00e9rieuse par la Direction pour que soient prises des mesures d\u2019urgence alors m\u00eame que l\u2019\u00e9laboration des strat\u00e9gies respectives du Groupe et d\u2019OBS est en cours.<\/p>\n<p>Le plan pr\u00e9sent\u00e9 vise \u00e0 adapter l\u2019activit\u00e9 d\u2019OBS \u00e0 l\u2019international aux \u00e9volutions du march\u00e9 qui se sont acc\u00e9l\u00e9r\u00e9es avec la crise COVID.<\/p>\n<p>Le march\u00e9 \u00e9volue en effet selon des tendances bien identifi\u00e9es: une d\u00e9croissance des services de connectivit\u00e9 (legacy) \u00e0 forte profitabilit\u00e9 partiellement contrebalanc\u00e9e par une progression rapide des services IT&amp;IS qui constituent des relais de croissance pour le Groupe, certes \u00e0 fort potentiel, mais dont la marge est cependant nettement plus faible.<\/p>\n<p>D\u00e9sormais Orange n\u2019est donc plus en concurrence avec les seuls op\u00e9rateurs Telco mais avec les entreprises de services num\u00e9riques (ESM), notamment Capgemini et Atos, et les hyperscalers, principalement Microsoft, Amazon et Google. Le march\u00e9 d\u2019OBS-IB \u00e9volue ainsi vers les offres int\u00e9gr\u00e9es au d\u00e9triment des offres manag\u00e9es. Or la transformation interne ne se fait pas au rythme du march\u00e9 et la croissance de l\u2019entreprise reste pour ces services en-dessous de celle du secteur. L\u2019expertise pointe les derni\u00e8res acquisitions jug\u00e9es insuffisamment transformatives, notamment Basefarm, et une pause dans la croissance externe, ces toutes derni\u00e8res ann\u00e9es, dommageable pour le Groupe quand des concurrents comme Accenture et Capgemini ont par exemple multipli\u00e9 les op\u00e9rations de fusion\/acquisition. Une marque puissante OBS europ\u00e9enne, voire internationale, ne se dessine pas encore.<\/p>\n<p>Le plan projet\u00e9 entend combler l\u2019\u00e9cart entre les comp\u00e9tences disponibles en interne et celles dont la soci\u00e9t\u00e9 a besoin au regard de la demande des clients.<\/p>\n<p>La solution \u00e0 court terme d\u00e9cid\u00e9e par la Direction apparait toutefois, au premier chef, comme une op\u00e9ration de r\u00e9duction des co\u00fbts dans la mesure o\u00f9 elle d\u00e9cide de se s\u00e9parer de 171 salari\u00e9s exp\u00e9riment\u00e9s sur le p\u00e9rim\u00e8tre du&nbsp;Comit\u00e9 de Groupe Europ\u00e9en y compris le Royaume Uni, et d\u2019en embaucher concomitamment 62. Il ne nous a pas \u00e9chapp\u00e9 que le salaire moyen des salari\u00e9s qui s\u2019appr\u00eatent \u00e0 quitter le Groupe s\u2019\u00e9l\u00e8ve \u00e0 123K\u20ac quand celui des nouvelles recrues est \u00e9valu\u00e9 \u00e0 42K\u20ac annuels.<\/p>\n<h4><strong>Les membres du Comit\u00e9 de Groupe Europ\u00e9en ont, en majorit\u00e9, consid\u00e9r\u00e9 que le Groupe a \u00e9chou\u00e9 \u00e0 accompagner en interne la transformation des comp\u00e9tences au sein d\u2019OBS IB et proc\u00e8de \u00e0 leur renouvellement par un plan de d\u00e9part. Certes, localement, notamment en Allemagne, pays le plus affect\u00e9 par le projet, le plan fait l\u2019objet d\u2019une proc\u00e9dure rigoureuse d\u2019accompagnement des salari\u00e9s et d\u2019une recherche de solutions individuelles qui aboutit \u00e0 un nombre de d\u00e9parts volontaires. Il faut souligner cet effort. Toutefois le Comit\u00e9 est par principe d\u00e9favorable \u00e0 un renouvellement des comp\u00e9tences qui s\u2019op\u00e8re par des licenciements plut\u00f4t que par une transformation des comp\u00e9tences des salari\u00e9s gr\u00e2ce \u00e0 la formation. L\u2019hypoth\u00e8se selon laquelle la meilleure solution \u00e9tait qu\u2019il convenait de licencier pour embaucher n\u2019a pas convaincu la majorit\u00e9 des membres du Comit\u00e9, m\u00eame si la r\u00e9duction des co\u00fbts salariaux est bien susceptible de rem\u00e9dier \u00e0 court terme \u00e0 la d\u00e9gradation de la performance. L\u2019adoption d\u2019une strat\u00e9gie ambitieuse pour OBS est tr\u00e8s attendue et le Comit\u00e9 a renouvel\u00e9 sa demande qu\u2019elle lui soit pr\u00e9sent\u00e9e par sa Directrice G\u00e9n\u00e9rale d\u00e9but 2023.<\/strong><\/h4>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the meeting of Orange&rsquo;s European Works Council on October 5th, 6th and 7th, 2022 organized in extraordinary session, the Group Management has included on the agenda the project for the development of OBS internationally and its impact on the scope of the&nbsp;European Works Council, presented by Kristof SYMONS Head Intl Business &amp; Gbl Sourc, Nemo VERBIST Head Region\/Business Unit, Marcel RAVENSHORST Head of Regional HR and Nathalie DELACOTTE Director HR Domain.<\/p>\n<p>The purpose of this extraordinary EWC scheduled by the Management was to close, after three meetings, the information-consultation procedure and to obtain the opinion of the Committee on the project for the development of OBS internationally.<\/p>\n<p>It is indeed the OBS International Business entity which is directly concerned by the project in around ten geographies, mainly Germany and the United Kingdom and, to a lesser extent, Belgium and Slovakia. However, it does not affect France.<\/p>\n<p>The expert appointed by the Council, during the presentation of his report at the meeting, makes the same observation as the Group Management with regard to the financial results of OBS IB: the entity&rsquo;s accounts show an erosion of the revenues and an alarming 25% decline in profitability.<\/p>\n<p>This deterioration in the results, in germ during the previous financial year, which did not however prevent Orange from confirming its objectives for 2022, was deemed sufficiently serious by Management for emergency measures to be taken even though the elaboration of the respective strategies of the Group and of OBS is in progress.<\/p>\n<p>The plan presented aims to adapt OBS International Business to market developments which have accelerated with the COVID crisis.<\/p>\n<p>The market is evolving according to well-identified trends: a decline in connectivity services (legacy) with high profitability partially offset by a rapid increase in IT&amp;IS services which constitute growth drivers for the Group, certainly with high potential, but whose margin is however much lower.<\/p>\n<p>Orange is therefore no longer in competition with Telco operators alone, but with Digital Service Companies (ESM), in particular Capgemini and Atos, and Hyperscalers, mainly Microsoft, Amazon and Google. The OBS-IB market is thus moving towards integrated offers to the detriment of managed offers. However, the internal transformation is not taking place at the pace of the market and the growth of the company remains for these services below that of the sector. The expertise points to the&nbsp;latest acquisitions deemed insufficiently transformative, in particular Basefarm, and a stop in external growth in recent years, damaging for the Group when competitors such as Accenture and Capgemini have, for example, multiplied merger\/acquisition operations. A powerful European, or even international, OBS brand is not yet emerging.<\/p>\n<p>The projected plan aims to close the gap between the skills available internally and those the company needs with regard to customer demand.<\/p>\n<p>The short-term solution decided by the Management appears, however, primarily as a cost reduction operation insofar as it decides to part with 171 experienced employees in the&nbsp;<\/p>\n<p>latest acquisitions deemed insufficiently transformative, in particular Basefarm, and a stop in external growth in recent years, damaging for the Group when competitors such as Accenture and Capgemini have, for example, multiplied merger\/acquisition operations. A powerful European, or even international, OBS brand is not yet emerging.<\/p>\n<p>The projected plan aims to close the gap between the skills available internally and those the company needs with regard to customer demand.<\/p>\n<p>The short-term solution decided by the Management appears, however, primarily as a cost reduction operation insofar as it decides to part with 171 experienced employees in the European Works Council &#8211; including United Kingdom &#8211; scope and to hire 62 at the same time. It has not escaped our notice that the average salary of employees who are preparing to leave the Group amounts to \u20ac123k, while that of new recruits is estimated at \u20ac42k annually.<\/p>\n<p><strong>The majority of the members of the&nbsp;European Works Council considered that the Group had failed to support internally the transformation of skills within OBS IB and proceeded to renew them through a departure plan. Admittedly, locally, particularly in Germany, the country most affected by the project, the plan is the subject of a rigorous procedure for supporting employees and a search for individual solutions which has resulted in a number of voluntary departures. This effort should be highlighted. However, the&nbsp;European Works Council is in principle unfavorable to a renewal of skills that takes place through layoffs rather than by a transformation of the skills of employees through training. The hypothesis according to which the best solution was that it was appropriate to lay off in order to hire did not convince the majority of the members of the European Works Council, even if the reduction of salary costs is very likely to remedy the short-term deterioration in performance.
