{"id":20698,"date":"2023-01-05T14:13:19","date_gmt":"2023-01-05T14:13:19","guid":{"rendered":"http:\/\/localhost:8080\/?p=20698"},"modified":"2023-01-05T14:13:19","modified_gmt":"2023-01-05T14:13:19","slug":"eno-3-orange-acte-la-re-internalisation-des-prestations-de-supervision-des-reseaux-mobiles-en-europe-au-terme-du-deuxieme-contrat-de-sous-traitance-passe-avec-ericsson","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2023\/01\/05\/eno-3-orange-acte-la-re-internalisation-des-prestations-de-supervision-des-reseaux-mobiles-en-europe-au-terme-du-deuxieme-contrat-de-sous-traitance-passe-avec-ericsson\/","title":{"rendered":"ENO 3 : Orange acte la r\u00e9-internalisation des prestations de supervision des r\u00e9seaux mobiles en Europe au terme du deuxi\u00e8me contrat de sous-traitance pass\u00e9 avec Ericsson."},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 13, 14 et 15 d\u00e9cembre 2022 \u00e0 Strasbourg,&nbsp;la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au projet ENO 3, pr\u00e9sent\u00e9 par Friedel Kehne, Director Network Operations et Stefan Ionescu, NSSO &#8211;&nbsp;Network and Shared Services Operations-&nbsp;Director.<\/p>\n<p>A la suite de la troisi\u00e8me r\u00e9union en s\u00e9ance pl\u00e9ni\u00e8re du Comit\u00e9 de Groupe Europ\u00e9en le 14 d\u00e9cembre 2022 \u00e0 Strasbourg et consacr\u00e9e au projet dit \u00ab&nbsp;ENO3&nbsp;\u00bb relatif \u00e0 l\u2019optimisation du r\u00e9seau europ\u00e9en, les membres ont \u00e9mis un avis positif sur le projet.&nbsp;<\/p>\n<p>Il convient tout d\u2019abord de rappeler la chronologie et la consistance de ce dossier qui connait sa troisi\u00e8me phase de d\u00e9veloppement depuis 2014.&nbsp;<\/p>\n<p>Ainsi, l\u2019organisation en Europe des activit\u00e9s op\u00e9rationnelles de supervision et maintenance des r\u00e9seaux mobiles du Groupe a fait objet de trois proc\u00e9dures d\u2019information \/ consultation successives devant le Comit\u00e9 de Groupe Europ\u00e9en depuis 2014.&nbsp;<\/p>\n<p>Initi\u00e9 en 2014, le premier projet ENO a \u00e9t\u00e9 planifi\u00e9 avec le regroupement de ces activit\u00e9s au sein d\u2019un GNOC europ\u00e9en (Global Network Op\u00e9ration Center). De fait, les activit\u00e9s de supervision et maintenance, initialement r\u00e9alis\u00e9es par les \u00e9quipes op\u00e9rationnelles locales dans chaque g\u00e9ographie europ\u00e9enne du Groupe (hors France, qui reste \u00e0 part) ont pr\u00e9alablement \u00e9t\u00e9 rassembl\u00e9es dans le GNOC europ\u00e9en et r\u00e9parties entre la Pologne et la Roumanie.&nbsp;<\/p>\n<p>Le premier projet ENO1 a consist\u00e9 en l\u2019externalisation de ces activit\u00e9s qui ont \u00e9t\u00e9 \u00e0 l\u2019\u00e9poque confi\u00e9es \u00e0 Ericsson.&nbsp;<\/p>\n<p>D\u2019un point de vue social, le projet ENO 1 a ainsi organis\u00e9 la sous-traitance de ces activit\u00e9s \u00e0 Ericsson en lui transf\u00e9rant 300 salari\u00e9s d\u2019Orange qui les assuraient directement.&nbsp;<\/p>\n<p>L\u2019arriv\u00e9e \u00e0 terme des premiers contrats de sous-traitance en 2018 (Espagne, Belgique, Slovaquie, Roumanie et Moldavie) a, par la suite, donn\u00e9 lieu \u00e0 pas moins de 4 d\u00e9bats devant le CGE dans le cadre d\u2019une nouvelle proc\u00e9dure d\u2019information\/consultation dite \u00ab&nbsp;ENO2&nbsp;\u00bb.&nbsp;<\/p>\n<p>La solution soumise au CGE \u00e0 l\u2019\u00e9poque a consist\u00e9 en une simple reconduction des contrats sur la base du m\u00eame p\u00e9rim\u00e8tre et avec le m\u00eame prestataire sans que soit questionn\u00e9s, au regret des membres du Comit\u00e9, la condition et le devenir des ex-salari\u00e9s d\u2019Orange qui avait \u00e9t\u00e9 transf\u00e9r\u00e9s quelques ann\u00e9es auparavant. Le renouvellement \u00e9tait alors justifi\u00e9 par la pleine satisfaction affich\u00e9e par la Direction quant \u00e0 la qualit\u00e9 des prestations rendues et le bilan \u00e9conomique pr\u00e9tendument positif de l\u2019op\u00e9ration.&nbsp;<\/p>\n<p>Les membres du CGE avaient insist\u00e9 pour que soit examin\u00e9e une solution alternative pl\u00e9biscitant la r\u00e9-internalisation de ces activit\u00e9s au motif qu\u2019elles \u00e9taient au c\u0153ur du m\u00e9tier d\u2019op\u00e9rateur de r\u00e9seaux et que leur externalisation constituait une perte de comp\u00e9tences dommageable pour le Groupe.&nbsp;<\/p>\n<p>Cette contre-proposition, fruit d\u2019un travail approfondi des \u00e9lus, avait \u00e9t\u00e9 rapidement \u00e9cart\u00e9e par la Direction.&nbsp;<\/p>\n<p>Dans un avis \u00ab&nbsp;n\u00e9gatif&nbsp;\u00bb, dat\u00e9 du 16 novembre 2018 rendu \u00e0 l\u2019issue de l\u2019ultime s\u00e9ance pl\u00e9ni\u00e8re du 7 novembre 2018, les membres du Comit\u00e9 n\u2019avaient pas manqu\u00e9 de regretter en outre une absence totale de transparence sur le bilan \u00e9conomique de la premi\u00e8re p\u00e9riode.&nbsp;<\/p>\n<p>La deuxi\u00e8me p\u00e9riode du contrat avec Ericsson a \u00e9t\u00e9 marqu\u00e9e par des progr\u00e8s consid\u00e9rables en mati\u00e8re d\u2019automatisation des activit\u00e9s transf\u00e9r\u00e9es se traduisant par d\u2019importants gains de productivit\u00e9, notamment gr\u00e2ce au recours \u00e0 l\u2019intelligence artificielle. Ces gains de productivit\u00e9 n\u2019ont pas \u00e9t\u00e9 partag\u00e9s par Ericsson qui en a seul tir\u00e9 un b\u00e9n\u00e9fice \u00e9conomique substantiel.&nbsp;<\/p>\n<p>C\u2019est dans ce contexte nouveau que la Direction a inscrit le projet ENO 3 en simple proc\u00e9dure d\u2019information \u00e0 l\u2019ordre du jour du CGE&nbsp;des 28,29 et 30 juin 2022 qui s\u2019est tenu \u00e0 Bruxelles aux fins de faire connaitre aux \u00e9lus sa d\u00e9cision de r\u00e9internaliser les activit\u00e9s \u00e0 l\u2019expiration des contrats en cours.&nbsp;<\/p>\n<p>Bien que jugeant a priori positif le principe d\u2019une r\u00e9-internalisation, les \u00e9lus avait alors r\u00e9clam\u00e9 le d\u00e9roulement d\u2019une proc\u00e9dure d\u2019information\/consultation en bonne et due forme au motif que le projet r\u00e9pondait aux crit\u00e8res pos\u00e9s par l\u2019accord constitutif du Comit\u00e9 de Groupe Europ\u00e9en d\u2019avril 2004.<\/p>\n<p>La Direction avait alors fait droit \u00e0 leur demande. C\u2019est ainsi que vient de s\u2019achever l\u2019information\/consultation sur ce projet.&nbsp;<\/p>\n<p><strong>Les \u00e9lus se r\u00e9jouissent que la d\u00e9cision de la Direction corresponde aujourd\u2019hui \u00e0 leur pr\u00e9alable pr\u00e9conisation de r\u00e9int\u00e9grer les activit\u00e9s confi\u00e9es \u00e0 Ericsson et de d\u00e9velopper des comp\u00e9tences techniques pr\u00e9cieuses dans le Groupe.&nbsp;<\/strong><\/p>\n<p><strong>Ils ont cependant souhait\u00e9 pouvoir suivre \u00e0 terme l\u2019ex\u00e9cution du projet et en particulier son volet social, trop succinctement abord\u00e9 dans la pr\u00e9sentation. Ils se soucient notamment du juste dimensionnement des \u00e9quipes qui reprendront les activit\u00e9s r\u00e9internalis\u00e9es et du bon accompagnement des salari\u00e9s qui seront transf\u00e9r\u00e9s \u00e0 la filiale d\u2019Orange en Roumanie. Ils veulent \u00e9galement pouvoir mesurer sur la dur\u00e9e les effets sur l\u2019emploi et les comp\u00e9tences de la mutualisation de ces activit\u00e9s pr\u00e9vue par le projet. Ils demandent en cons\u00e9quence que ce dossier soit \u00e0 nouveau inscrit \u00e0 l\u2019ordre du jour des prochains comit\u00e9s en 2023.<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting on December 13th, 14th and 15th, 2022 in Strasbourg, the Group Management has included an item on the agenda relating to the ENO 3 project, presented by Friedel Kehne, Director Network Operations and Stefan Ionescu, NSSO (Network and Shared Services Operations) Director.<\/p>\n<p>Following the third plenary meeting of the European Works Council devoted to the so-called \u201cENO3\u201d project relating to the optimization of the European network on December 14h in Strasbourg, the members issued a positive opinion on the project.<\/p>\n<p>First of all, it is worth recalling the chronology and consistency of this file, which has been in its third phase of development since 2014.<\/p>\n<p>Thus, the organization in Europe of the operational activities of supervision and maintenance of the Group&rsquo;s mobile networks has been the subject of three successive information\/consultation procedures since 2014.<\/p>\n<p>Initiated in 2014, the first ENO project was planned with the grouping of these activities within a European GNOC (Global Network Operation Center). In fact, the supervision and maintenance activities, initially carried out by the local operational teams in each European country of the Group (excluding France, which remains separate) were previously brought together in the European GNOC and distributed between Poland and Romania.<\/p>\n<p>The first ENO1 project consisted of outsourcing these activities, which were then entrusted to Ericsson.From a social point of view, the ENO 1 project thus organized the outsourcing of these activities to Ericsson by transferring to it 300 Orange employees who provided them directly.&nbsp;The expiry of the first subcontracting contracts in 2018 (Spain, Belgium, Slovakia, Romania and Moldova) subsequently gave rise to no less than 4 debates as part of a new procedure information\/consultation called \u201cENO2\u201d.<\/p>\n<p>The solution submitted to the European Works Council consisted for ENO2 of renewing the contracts on the basis of the same perimeter and with the same service provider without questioning, to the regret of the members of the Committee, the condition and future of the former Orange employees who had been transferred a few years earlier. The renewal was then justified by the full satisfaction displayed by the Management with regard to the quality of the services provided and the positive economic balance sheet of the operation.<\/p>\n<p>The European Works Council members had insisted that an alternative solution be examined, supporting the re-insourcing of these activities on the grounds that they were at the heart of the network operator business and that their outsourcing constituted a loss of skills that was harmful to the Group.<\/p>\n<p>This counter-proposal, the result of in-depth work by elected members, was quickly rejected by the Management.<\/p>\n<p>In a \u00ab\u00a0negative\u00a0\u00bb opinion, dated November 16th, 2018, the members of the Committee regretted a lack of transparency on the economic balance sheet of the first period.<\/p>\n<p>The second period of the contract with Ericsson was marked by considerable progress in the automation of transferred activities, resulting in significant productivity gains, in particular thanks to the use of artificial intelligence. These productivity gains were not shared by Ericsson, which alone apparently derived substantial economic benefit from them.<\/p>\n<p>It is in this new context that the Management has included the ENO 3 project as a simple information procedure on the EWC agenda of June 28th, 29th and 30th, 2022, which was held in Brussels for the purpose of making known to elected members its decision to reinternalize the activities at the end of the current contracts.<\/p>\n<p>Although judging a priori positive the principle of a re-internalisation, the elected members had then demanded the conduct of an information \/ consultation procedure in good and due form on the grounds that the project met the criteria laid down by the agreement of April 2004.<\/p>\n<p>Management then granted their request. This is how the information\/consultation on this project has just ended.<\/p>\n<p><strong>The Committee members are satisfied that the decision of the Management today corresponds to their prior recommendation to reintegrate the activities entrusted to Ericsson and to develop valuable technical skills within the Group.<\/strong><\/p>\n<p><strong>However, they wanted to be able to follow the execution of the project in the long term and in particular its social aspects, too briefly addressed in the presentation. They are particularly concerned about the right size of the teams that will take over the reinternalized activities and the good support of the employees who will be transferred to the Orange subsidiary in Romania. They also want to be able to measure the long-term effects on employment and skills of the pooling of these activities planned by the project.
