{"id":21202,"date":"2023-03-17T14:06:06","date_gmt":"2023-03-17T14:06:06","guid":{"rendered":"http:\/\/localhost:8080\/?p=21202"},"modified":"2023-03-17T14:06:06","modified_gmt":"2023-03-17T14:06:06","slug":"projet-tom-reelle-volonte-d-optimisation-ou-etape-prealable-a-l-offshoring","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2023\/03\/17\/projet-tom-reelle-volonte-d-optimisation-ou-etape-prealable-a-l-offshoring\/","title":{"rendered":"Projet TOM: r\u00e9elle volont\u00e9 d&rsquo;optimisation ou \u00e9tape pr\u00e9alable \u00e0 l&rsquo;offshoring ?"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en extraordinaire d&rsquo;Orange des 8, 9 et 10 janvier 2023 \u00e0 Strasbourg,&nbsp;la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au projet d&rsquo;\u00e9volution du mod\u00e8le organisationnel Finance &amp; Performance sur le p\u00e9rim\u00e8tre europ\u00e9en, pr\u00e9sent\u00e9 par Corentin Maign\u00e9, Directeur Comptable du Groupe Orange.<\/p>\n<p>En l\u2019absence de relais de croissance d\u00e9terminants pour am\u00e9liorer la profitabilit\u00e9 du Groupe, la strat\u00e9gie de ma\u00eetrise des co\u00fbts, et donc financi\u00e8re, y est implacable. Le projet Tomorrow (TOM) s\u2019inscrit dans cette logique d\u2019optimisation en essayant de concilier la pr\u00e9servation d\u2019une fili\u00e8re professionnelle de qualit\u00e9, de r\u00e9pondre au standard du march\u00e9 et de faire face \u00e0 l\u2019acc\u00e9l\u00e9ration de l\u2019attrition naturelle encourag\u00e9e dans les g\u00e9ographies du Groupe.<\/p>\n<p>Ce projet d\u2019\u00e9volution du mod\u00e8le organisationnel Finance &amp; Performance, tel que pr\u00e9sent\u00e9 lors de r\u00e9unions pl\u00e9ni\u00e8res successives du Comit\u00e9 de Groupe Europ\u00e9en les 14 d\u00e9cembre 2022, 12 janvier et 9 mars 2023, frappe tout d\u2019abord par sa grande complexit\u00e9, tant par la diversit\u00e9 des p\u00e9rim\u00e8tres (Fonction Support et Finances, Orange France, Orange Business, WIN, Europe, Totem, ODV) et des g\u00e9ographies (Espagne, Pologne, Slovaquie, Belgique) concern\u00e9s, que par le grand nombre de salari\u00e9s (autour de 200) impact\u00e9s sur une partie limit\u00e9e de leur temps de travail.<\/p>\n<p>Malgr\u00e9 les r\u00e9organisations effr\u00e9n\u00e9es accompagn\u00e9es de r\u00e9duction substantielle des effectifs ces derni\u00e8res ann\u00e9es sur cette fonction transverse au Groupe, la Direction partage le constat que le mod\u00e8le d\u2019Orange est aujourd\u2019hui globalement en d\u00e9calage d\u00e9favorable de 16 points par rapport au secteur, et de plus de 30 points par rapport \u00e0 sa propre situation de 2015.<\/p>\n<p>Si la Direction s\u2019inscrit initialement au travers de ce projet dans une volont\u00e9 d\u2019accro\u00eetre encore l\u2019optimisation organisationnelle et financi\u00e8re de cette entit\u00e9 pour mieux se comparer au standard du march\u00e9, l\u2019expertise souhait\u00e9e par le Comit\u00e9 de Groupe Europ\u00e9en d\u00e9montre qu\u2019il s\u2019agit en fait d\u2019une r\u00e9ponse de la Direction pour faire mieux, ou a minima tout aussi bien avec moins de ressources, permettant d\u2019\u00e9viter des strat\u00e9gies d\u2019offshoring de cette fonction&nbsp;corporate. Il s\u2019agit en fait d\u2019un projet suppl\u00e9mentaire de r\u00e9duction des co\u00fbts.<\/p>\n<p>Certes la m\u00e9thodologie pour la conduite de ce projet hors norme est remarquable et intellectuellement bien construite, ainsi que le d\u00e9montre notre expertise, les trois piliers sur lesquels doit reposer un centre de service partag\u00e9 ayant bien \u00e9t\u00e9 identifi\u00e9s et analys\u00e9s&nbsp;:<\/p>\n<ul>\n<li>Regroupement d\u2019activit\u00e9s standardisables uniquement&nbsp;<\/li>\n<li>Identification et analyse de processus de bout en bout&nbsp;<\/li>\n<li>Comp\u00e9tences et parcours professionnel<\/li>\n<\/ul>\n<p>Cependant, les membres du Comit\u00e9 de Groupe Europ\u00e9en souhaitent vous rapporter les objections suivantes dans la conduite de ce projet&nbsp;:<\/p>\n<p><strong>Premi\u00e8re objection&nbsp;<\/strong>: l\u2019objectif d\u2019un Centre de Service Partag\u00e9 ne r\u00e9side pas, dans un premier lieu, dans la recherche de gains de productivit\u00e9, mais dans l\u2019optimisation des processus standardisables conduisant \u00e0 des gains de productivit\u00e9. Or, le contexte du Groupe conduit, \u00e0 l\u2019instar de tous les projets en cours, \u00e0 r\u00e9agir \u00e0 des d\u00e9parts massifs et \u00e0 supprimer l\u2019\u00e9tape d\u2019anticipation. Cette acc\u00e9l\u00e9ration conduit d\u00e9j\u00e0 \u00e0 une d\u00e9t\u00e9rioration des conditions de travail ainsi qu\u2019\u00e0 des surcharges de travail afin de faire face aux enjeux incontournables de la livraison des comptes d\u2019une soci\u00e9t\u00e9 du CAC 40.<\/p>\n<p><strong>Deuxi\u00e8me objection&nbsp;<\/strong>: derri\u00e8re la mise en \u0153uvre de solution d\u2019automatisation, \u00e0 grand renfort de scripts, d\u2019algorithmes, dans le but de d\u00e9charger les salari\u00e9s concern\u00e9s par des t\u00e2ches \u00e0 faible valeur ajout\u00e9e, il y a des femmes et des hommes investis et impliqu\u00e9s, qui auront besoin de moyens significatifs en termes de formation afin de faire \u00e9voluer leur mix de comp\u00e9tences et s\u2019inscrire dans des perspectives d\u2019\u00e9volution et de reconnaissance de leur parcours professionnel.<\/p>\n<p><strong>Troisi\u00e8me objection&nbsp;<\/strong>: derri\u00e8re cette vision europ\u00e9enne de la fonction comptable n\u00e9cessaire pour une entreprise multinationale, il y a des femmes et des hommes qui ont port\u00e9 avec beaucoup de fiert\u00e9 des \u00e9volutions et optimisations en mode gagnant-gagnant avec leur management afin de conserver leur m\u00e9tier, leur site d\u2019implantation et contribuer collectivement \u00e0 la professionnalisation de la fili\u00e8re, et ce dans toutes nos g\u00e9ographies en France, en Pologne et en Slovaquie.<\/p>\n<p>En cons\u00e9quence, Orange doit se donner les moyens pour avancer de fa\u00e7on constructive dans ce projet qui porte une obligation de r\u00e9sultats. Son grand paradoxe r\u00e9side dans le constat que les \u00e9quipes n\u2019ont pas le droit \u00e0 l\u2019erreur et que, dans le m\u00eame temps, la qualit\u00e9 de la production des comptes et de la communication financi\u00e8re devra \u00eatre pr\u00e9serv\u00e9e dans tous les cas.<\/p>\n<p>En compl\u00e9ment, afin d\u2019\u00e9viter que ce projet ne d\u00e9rive vers les sir\u00e8nes dangereuses de l\u2019externalisation via un renforcement de Sofrecom au Maroc sur ces activit\u00e9s, ou sa d\u00e9localisation au profit d\u2019Accenture \u00e0 l\u2019Ile Maurice, la Direction doit d\u2019engager concr\u00e8tement afin de rassurer et donner une large visibilit\u00e9 de leur p\u00e9rennit\u00e9 aux \u00e9quipes qui, depuis des ann\u00e9es, ont grandement contribu\u00e9 \u00e0 la r\u00e9duction des co\u00fbts du corporate.<\/p>\n<p>Au regard des budgets annonc\u00e9s pour la premi\u00e8re \u00e9tape, les membres du Comit\u00e9 de Groupe Europ\u00e9en ne peuvent qu\u2019inciter la Direction \u00e0 renforcer les budgets identifi\u00e9s lors de notre expertise.<\/p>\n<ul>\n<li>300 k\u20ac&nbsp;<strong>sont-ils suffisants&nbsp;<\/strong>pour faire face \u00e0 la mont\u00e9e en comp\u00e9tences ainsi qu\u2019\u00e0 leur reconnaissance dans un projet condamn\u00e9 \u00e0 r\u00e9ussir&nbsp;?<\/li>\n<li>Pr\u00e8s de 2 M\u20ac pour le SI&nbsp;<strong>sont-ils suffisants&nbsp;<\/strong>pour investir, r\u00e9aliser des d\u00e9veloppements progressifs, clarifier le r\u00f4le des acteurs pour le SI financier tout en privil\u00e9giant la proximit\u00e9 entre les acteurs de DSI et les \u00e9quipes m\u00e9tiers&nbsp;?<\/li>\n<li>1,2 M\u20ac pour le \u00ab&nbsp;double run&nbsp;\u00bb et le recrutement,&nbsp;<strong>sont-ils suffisants&nbsp;<\/strong>pour faire face au turn-over et la r\u00e9duction annuelle de 20% des effectifs, assurer les \u00e9volutions de carri\u00e8re ainsi que des plans de recrutement r\u00e9guliers&nbsp;? Il est clair qu\u2019une unique campagne de recrutement annuelle ne saurait compenser l\u2019attrition naturelle, les membres du Comit\u00e9 de Groupe Europ\u00e9en invitant la Direction \u00e0 consid\u00e9rer s\u00e9rieusement sa politique de recrutement externe dans la fili\u00e8re comptable afin de ne pas mettre le projet en p\u00e9ril.<\/li>\n<\/ul>\n<p>Certes, il appartiendra \u00e0 la Direction d\u2019interpr\u00e9ter les derniers r\u00e9sultats de son sondage EDEN et l\u2019impact d\u2019un tel projet sur la qualit\u00e9 de vie au travail et les risques psychosociaux, afin de prendre les actions d\u2019am\u00e9lioration en cons\u00e9quence. Il n\u2019en demeure pas moins que nos interpellations et suggestions lors de nos \u00e9changes m\u00e9ritent d\u2019\u00eatre entendues afin de pr\u00e9server le bien-\u00eatre et la sant\u00e9 mentale au travail des salari\u00e9s impact\u00e9s par ce projet d\u2019envergure.<\/p>\n<p>Enfin, dans le cadre de la responsabilit\u00e9 op\u00e9rationnelle de l\u2019atteinte des objectifs du Groupe, nous attirons l\u2019attention de la Direction afin qu\u2019elle veille \u00e0 maitriser et identifier le partage de responsabilit\u00e9 acceptable entre les comptables et les contr\u00f4leurs de gestion avec comme objectif la maitrise et l\u2019exploitation de la Data.<\/p>\n<p>En conclusion, \u00e0 la vue de l\u2019actualit\u00e9 r\u00e9cente sur le march\u00e9 BtB,&nbsp;le contrat d\u2019outsourcing d\u2019Accenture avec Orange Business repris par le Centre de Service Partag\u00e9, s\u2019il n\u2019est pas remis en cause, ne constitue pas une finalit\u00e9 en soi et surtout pas un mod\u00e8le \u00e0 reproduire. Les membres du Comit\u00e9 de Groupe Europ\u00e9en n\u2019accepteront pas de se voir imposer l\u2019externalisation ou l\u2019outsourcing en l\u2019absence de moyens allou\u00e9s \u00e0 la r\u00e9ussite de ce projet. Cela constituerait alors une rupture de confiance profonde pour les salari\u00e9s de cette fili\u00e8re comptable ainsi qu\u2019un manque d\u2019ambition affich\u00e9e.<\/p>\n<p>Les membres du Comit\u00e9 de Groupe Europ\u00e9en r\u00e9affirment donc leur attachement au maintien du d\u00e9veloppement des emplois et des comp\u00e9tences en Europe sans dumping social interne. Dans le cadre de la pr\u00e9vention des risques psychosociaux notamment, il conviendrait de r\u00e9aliser r\u00e9guli\u00e8rement des enqu\u00eates de type EDEN sur l\u2019ensemble du p\u00e9rim\u00e8tre France ainsi qu\u2019en Pologne.<\/p>\n<p>Par ailleurs, si nous avons eu connaissance de la premi\u00e8re phase du projet, et compte tenu de ses diff\u00e9rentes \u00e9tapes, nous sollicitons de la Direction la pr\u00e9sentation de l\u2019\u00e9tat d\u2019avancement r\u00e9gulier de ce projet au niveau europ\u00e9en.&nbsp;<\/p>\n<p>Nous serons tr\u00e8s attentifs \u00e0 ses conditions de d\u00e9ploiement, et notamment au-del\u00e0 du \u00ab&nbsp;double run&nbsp;\u00bb, \u00e0 la dotation du Centre de Service Partag\u00e9 d\u2019expertises en interne, en desserrant la contrainte \u00e9conomique qui p\u00e8se sur les recrutements afin d\u2019\u00e9viter de s\u2019inspirer du mod\u00e8le d\u2019Orange Business et d\u2019ouvrir une option Accenture si les tensions sur les ressources internes (en incluant la Pologne et le Maroc) devaient persister.<\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>During the Orange Extraordinary European Works Council meeting on January 8th, 9th and 10th, 2023 in Strasbourg, the Group management included an item on the agenda concerning the project for the evolution of the Finance &amp; Performance organizational model for the European perimeter, presented by Corentin Maign\u00e9, Orange Group&rsquo;s Chief Accountant.<\/p>\n<p>In the absence of decisive growth drivers to improve the Group profitability, the strategy of cost control, and therefore finance, is implacable. The Tomorrow Project (TOM) is in line with this optimization logic by trying to reconcile the preservation of a quality professional channel, to meet the market standard and to face the acceleration of natural attrition encouraged in the Group&rsquo;s geographies.<\/p>\n<p>This project for the evolution of the Finance &amp; Performance organizational model, as presented at successive plenary meetings of the European Group Works Council on December 14th, 2022, January 12th and March 9th, 2023, is first of all striking in its great complexity, both in terms of the diversity of the perimeters (Support and Finance functions, Orange France, Orange Business, WIN, Europe, Totem, ODV) and geographies (Spain, Poland, Slovakia, Belgium) concerned, and in terms of the large number of employees (around 200) impacted over a limited part of their working time.<\/p>\n<p>Despite the frantic reorganizations accompanied by substantial staff reductions in recent years in this Group-wide function, Management shares the observation that Orange&rsquo;s model is today globally out of step with the sector by 16 points, and by more than 30 points compared to its own situation in 2015.<\/p>\n<p>If the Management initially inscribes itself through this project in a will to further increase the organizational and financial optimization of this entity to better compare itself to the market standard, the expertise requested by the European Group Committee shows that it is in fact a Management response to do better, or at least just as well with fewer resources, allowing to avoid offshoring strategies of this corporate function. It is in fact an additional cost reduction project.<\/p>\n<p>Certainly the methodology for the conduct of this extraordinary project is remarkable and intellectually well constructed, as demonstrated by our expertise, the three pillars on which a shared service center must be based having been well identified and analyzed:<\/p>\n<ul>\n<li>Grouping of standardizable activities only<\/li>\n<\/ul>\n<ul>\n<li>Identification and analysis of end-to-end processes<\/li>\n<\/ul>\n<ul>\n<li>Skills and career path<\/li>\n<\/ul>\n<p>However, the members of the European Works Council would like to bring to your attention the following objections in the conduct of this project:<\/p>\n<p><strong>First objection<\/strong>: the objective of a Shared Service Center does not lie, in the first place, in the search for productivity gains, but in the optimization of standardizable processes leading to productivity gains. However, the Group&rsquo;s context leads it, as with all current projects, to react to mass departures and to eliminate the anticipation stage. This acceleration is already leading to a deterioration in working conditions and to excessive workloads in order to meet the unavoidable challenges of delivering the accounts of a CAC 40 company.<\/p>\n<p><strong>Second objection<\/strong>: behind the implementation of automation solutions, using scripts and algorithms, with the aim of relieving employees of low added value tasks, there are men and women who are invested and involved, and who will need significant resources in terms of training in order to develop their skills mix and to be part of the prospects for development and recognition of their professional career.<\/p>\n<p><strong>Third objection<\/strong>: behind this European vision of the accounting function, which is necessary for a multinational company, there are men and women who have proudly carried out changes and optimizations in a win-win mode with their management in order to keep their job, their location and to contribute collectively to the professionalization of the sector, in all of our geographies in France, Poland and Slovakia.<\/p>\n<p>As a result, Orange must provide itself with the means to move forward constructively in this project, which carries an obligation to achieve results. Its great paradox lies in the fact that the teams have no right to make mistakes and that, at the same time, the quality of the production of accounts and financial communication must be preserved in all cases.<\/p>\n<p>In addition, in order to prevent this project from drifting towards the dangerous sirens of outsourcing by strengthening Sofrecom in Morocco for these activities, or relocating it to Accenture in Mauritius, Management must make a concrete commitment in order to reassure and give a broad visibility of their sustainability to the teams who, for years, have greatly contributed to the reduction of corporate costs.<\/p>\n<p>In view of the budgets announced for the first stage, the members of the European Works Council can only encourage the Management to reinforce the budgets identified during our expertise.<\/p>\n<ul>\n<li><strong>Are 300 k\u20ac enough<\/strong> to face the increase in competences as well as their recognition in a project condemned to succeed?<\/li>\n<\/ul>\n<ul>\n<li>I<strong>s nearly \u20ac2 million<\/strong> for the IS sufficient to invest, carry out progressive developments, and clarify the role of the players for the financial IS while promoting proximity between the IT department and the business teams?<\/li>\n<\/ul>\n<ul>\n<li><strong>Is \u20ac1.2 million<\/strong> for the \u00ab\u00a0double run\u00a0\u00bb and recruitment sufficient to deal with staff turnover and the annual 20% reduction in the workforce, to ensure career development and regular recruitment plans? It is clear that a single annual recruitment campaign will not be able to compensate for natural attrition, and the members of the European Works Council invite management to seriously consider its external recruitment policy in the accounting field in order not to jeopardize the project.<\/li>\n<\/ul>\n<p>Of course, it will be up to management to interpret the latest results of its EDEN survey and the impact of such a project on the quality of life at work and psychosocial risks, in order to take the appropriate actions for improvement. The fact remains that our questions and suggestions during our discussions deserve to be heard in order to preserve the well-being and mental health at work of the employees affected by this major project.<\/p>\n<p>Finally, in the context of operational responsibility for achieving the Group&rsquo;s objectives, we draw the attention of management to the need to control and identify the acceptable division of responsibilities between accountants and management controllers, with the objective of controlling and exploiting data.<\/p>\n<p>In conclusion, in view of recent events on the BtB market, Accenture&rsquo;s outsourcing contract with Orange Business taken over by the Shared Service Center, while not called into question, does not constitute an end in itself and especially not a model to be reproduced. The members of the European Works Council will not accept to have outsourcing imposed on them in the absence of resources allocated to the success of this project. This would constitute a profound breach of confidence for the employees of this accounting sector as well as a lack of ambition.<\/p>\n<p>The members of the European Works Council therefore reaffirm their commitment to maintaining the development of jobs and skills in Europe without internal social dumping.
