{"id":21816,"date":"2023-06-14T17:07:53","date_gmt":"2023-06-14T17:07:53","guid":{"rendered":"http:\/\/localhost:8080\/?p=21816"},"modified":"2023-06-14T17:07:53","modified_gmt":"2023-06-14T17:07:53","slug":"strategie-europe-2023-peut-mieux-faire","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2023\/06\/14\/strategie-europe-2023-peut-mieux-faire\/","title":{"rendered":"Strat\u00e9gie Europe 2023: peut mieux faire !"},"content":{"rendered":"<p>[<em>French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 5, 6 et 7 juin 2023 \u00e0 Varsovie,&nbsp;la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif \u00e0 la strat\u00e9gie d&rsquo;Orange en Europe, pr\u00e9sent\u00e9e par Clarisse H\u00e9riard-Dubreuil, Directrice Finance &amp; Strat\u00e9gie Europe.<\/p>\n<p>Ce Comit\u00e9 de Groupe Europe \u00e9tait l\u2019occasion pour la Direction de nous pr\u00e9senter la d\u00e9clinaison de la strat\u00e9gie \u00ab\u00a0Lead the future\u00a0\u00bb pour la division Europe.<\/p>\n<p><strong>Un peu de contexte&nbsp;<\/strong><\/p>\n<p>La division Europe compte 7 pays et portait un chiffre d\u2019affaires de 10,96 Mds\u20ac en 2022.<\/p>\n<ul>\n<li>Espagne 4,65 Mds\u20ac<\/li>\n<li>Pologne 2,67 Mds\u20ac<\/li>\n<li>Roumanie 1,57 Md\u20ac<\/li>\n<li>Belgique 1,33 Md\u20ac<\/li>\n<li>Slovaquie 570 M\u20ac<\/li>\n<li>Moldavie 140 M\u20ac<\/li>\n<li>Luxembourg 76 M\u20ac<\/li>\n<\/ul>\n<p>L\u2019EBITDAaL du p\u00e9rim\u00e8tre est de 2,77Mds\u20ac, soit 21,4% de celui du groupe et le nombre d\u2019employ\u00e9s y est de 27792.<\/p>\n<p>Il est important de noter que cette division couvre toutes les entit\u00e9s qui agissent en tant qu\u2019op\u00e9rateurs dans leur pays hors France, mais pas l\u2019int\u00e9gralit\u00e9 des activit\u00e9s du Groupe en Europe. Ne font pas partie de cette division les activit\u00e9s d\u00e9pendant de Orange Business ou Orange Cyberd\u00e9fense par exemple (activit\u00e9s dans les pays nordiques ou au Royaume-Uni par exemple).<\/p>\n<p><strong>O\u00f9 en est-on&nbsp;en Europe ?<\/strong><\/p>\n<p>La situation actuelle en Europe comporte plusieurs \u00e9l\u00e9ments positifs&nbsp;:<\/p>\n<ul>\n<li>Orange est leader de la convergence en Europe<\/li>\n<li>La dynamique IT&amp;IS dans le BtoB y est tr\u00e8s forte (18,9%)<\/li>\n<li>Le Net Promoteur Score est en nette am\u00e9lioration (+19 points pour la convergence entre 2019 et 2022).<\/li>\n<li>La croissance a aussi repris apr\u00e8s plusieurs semestres de d\u00e9croissance du fait du redressement de l\u2019Espagne<\/li>\n<\/ul>\n<p>Malgr\u00e9 ces points positifs, de nombreux facteurs sont sous surveillance:<\/p>\n<ul>\n<li>Le ratio d\u2019EBITDAaL est l\u2019un des plus faibles du march\u00e9<\/li>\n<li>De nombreuses g\u00e9ographies sont sous forte pression des acteurs low-cost Iliad et Digi.<\/li>\n<\/ul>\n<p><strong>Et la nouvelle strat\u00e9gie dans tout cela&nbsp;?<\/strong><\/p>\n<p>L\u2019Europe ne fait pas exception, les trois piliers de la nouvelle strat\u00e9gie sont mis en avant&nbsp;:<\/p>\n<ul>\n<li>Capitaliser sur le c\u0153ur de m\u00e9tier\n<ul>\n<li>Hausse de prix et foisonnement sur les clients existants<\/li>\n<li>Acc\u00e9l\u00e9ration dans le num\u00e9rique<\/li>\n<li>Poursuite de la convergence avec notamment de nombreuses acquisitions r\u00e9alis\u00e9es permettant de renforcer l\u2019offre r\u00e9seau d\u2019Orange (Belgique, Roumanie et peut \u00eatre Espagne si le rapprochement avec Masmovil se concr\u00e9tise)<\/li>\n<\/ul>\n<\/li>\n<li>Acc\u00e9l\u00e9rer la croissance sur le B2B\n<ul>\n<li>Renforcement de nos parts de march\u00e9 telco pour les petites entreprises et PME<\/li>\n<li>D\u00e9veloppement de l\u2019IT&amp;IS<\/li>\n<\/ul>\n<\/li>\n<li>Tirer parti de l\u2019infrastructure\n<ul>\n<li>D\u00e9veloppement d\u2019une infrastructure fibre et 5G en propre<\/li>\n<li>Mon\u00e9tisation des infrastructures (wholesale, Towerco,\u2026)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>La strat\u00e9gie pr\u00e9voit aussi un plan de transformation \u00ab&nbsp;nouveau mod\u00e8le d\u2019entreprise&nbsp;\u00bb reposant sur la RSE, l\u2019excellence collective et les gains d\u2019efficacit\u00e9. Sans que des \u00e9l\u00e9ments concrets significatifs ne nous aient \u00e9t\u00e9 pr\u00e9sent\u00e9s dans ce cadre.<\/p>\n<p><strong>L\u2019avis de la CFE-CGC<\/strong><\/p>\n<p><strong>Aucune surprise dans cette d\u00e9clinaison tr\u00e8s fid\u00e8le du plan groupe pour l\u2019Europe. La strat\u00e9gie du recentrage sur notre c\u0153ur de m\u00e9tier et de notre renforcement sur nos g\u00e9ographies actuelles est claire.<\/strong><\/p>\n<p><strong>Comme pour le plan strat\u00e9gique groupe, nous d\u00e9plorons cependant le manque criant de d\u00e9tail sur la d\u00e9clinaison op\u00e9rationnelle de cette strat\u00e9gie.<\/strong><\/p>\n<ul>\n<li><strong>Qu\u2019allons-nous faire pour gagner en efficacit\u00e9&nbsp;?<\/strong><\/li>\n<li><strong>Quelles actions sont pr\u00e9vues en termes de RSE&nbsp;?<\/strong><\/li>\n<li><strong>Comment allons-nous faire pour int\u00e9grer efficacement les entreprises que nous avons rachet\u00e9es&nbsp;?<\/strong><\/li>\n<\/ul>\n<p><strong>Monsieur Lecerf nous disait tr\u00e8s justement que d\u00e9finir une strat\u00e9gie \u00e9tait simple, mais que la mise en application \u00e9tait compliqu\u00e9e. C\u2019est bien justement ce qui nous inqui\u00e8te&nbsp;: ce qui nous est propos\u00e9 pour la mise en \u0153uvre op\u00e9rationnelle est tr\u00e8s l\u00e9ger&nbsp;!<\/strong><\/p>\n<p><strong>Finalement, la CFE-CGC Orange s\u2019inqui\u00e8te du manque d\u2019ambition de convergence des diff\u00e9rentes initiatives B2B. Entre Orange Business et les activit\u00e9s B2B des pays, rien de concret n\u2019est propos\u00e9, alors m\u00eame que la Direction met en avant l\u2019enjeu de taille critique pour notre r\u00e9ussite dans le domaine.<\/strong><\/p>\n<p><strong>Et pourtant, la division Europe rec\u00e8le de nombreuses p\u00e9pites de l\u2019IT (en Pologne notamment) dont Orange Business pourrait grandement avoir besoin pour l\u2019avenir&#8230;<\/strong><\/p>\n<p>[<em>English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting on June 5th, 6th and 7th, 2023 in Warsaw, Group Management included an item on the agenda concerning Orange&rsquo;s strategy in Europe, presented by Clarisse H\u00e9riard-Dubreuil, Director of Finance &amp; Strategy Europe.<\/p>\n<p>This European Works Council meeting was an opportunity for management to present the \u00ab\u00a0Lead the future\u00a0\u00bb strategy for the European division.<\/p>\n<p><strong>A little background<\/strong> <\/p>\n<p>The Europe Division comprises 7 countries and is forecasting sales of \u20ac10.96 billion in 2022.<\/p>\n<p>Spain \u20ac4.65 bn<br \/>Poland \u20ac2.67 bn<br \/>Romania \u20ac1.57 bn<br \/>Belgium \u20ac1.33 bn<br \/>Slovakia 570 M\u20ac<br \/>Moldova \u20ac140 M\u20ac<br \/>Luxembourg 76 M\u20ac<br \/>The EBITDAaL of the perimeter is \u20ac2.77 billion, or 21.4% of that of the Group, and the number of employees is 27792.<\/p>\n<p>It is important to note that this division covers all entities acting as operators in their country outside France, but not all the Group&rsquo;s activities in Europe. This division does not include activities that are part of Orange Business or Orange Cyberd\u00e9fense, for example (activities in the Nordic countries or the United Kingdom, for example).<\/p>\n<p><strong>What&rsquo;s the current situation in Europe?<\/strong><\/p>\n<p>The current situation in Europe has several positive elements:<\/p>\n<p>Orange is the leader in convergence in Europe<br \/>IT&amp;IS momentum in BtoB is very strong (18.9%)<br \/>Net Promoter Score is clearly improving (+19 points for convergence between 2019 and 2022).<br \/>Growth has also resumed after several half-years of decline due to Spain&rsquo;s recovery.<\/p>\n<p>Despite these positive points, many factors remain under scrutiny:<\/p>\n<p>EBITDAaL ratio is one of the lowest in the market<br \/>Many geographies are under heavy pressure from low-cost players Iliad and Digi.<\/p>\n<p><strong>And the new strategy ?<\/strong><\/p>\n<p>Europe is no exception, and the three pillars of the new strategy are highlighted:<\/p>\n<p>Capitalize on core business<br \/>Price increases and expansion on existing customers<br \/>Accelerate digital development<br \/>Continued convergence, with a number of acquisitions to strengthen Orange&rsquo;s network offering (Belgium, Romania and perhaps Spain, if the merger with Masmovil goes ahead).<br \/>Accelerate growth in B2B<br \/>Strengthen our telco market share for small businesses and SMEs<br \/>Development of IT&amp;IS<br \/>Leverage infrastructure<br \/>Development of our own fiber and 5G infrastructure<br \/>Monetize infrastructure (wholesale, Towerco, etc.)<br \/>The strategy also includes a \u00ab\u00a0new business model\u00a0\u00bb transformation plan based on CSR, collective excellence and efficiency gains. We have not been presented with any significant concrete elements in this context.<\/p>\n<p><strong>CFE-CGC&rsquo;s opinion<\/strong><\/p>\n<p><strong>There are no surprises in this very faithful adaptation of the Group&rsquo;s plan for Europe. The strategy of refocusing on our core business and strengthening our current geographies is clear.<\/p>\n<p>As with the Group&rsquo;s strategic plan, however, we deplore the glaring lack of detail on the operational implementation of this strategy.<\/p>\n<p>What are we going to do to improve efficiency?<br \/>What actions are planned in terms of CSR?<br \/>How are we going to effectively integrate the companies we&rsquo;ve acquired?<br \/>Mr. Lecerf rightly told us that defining a strategy was simple, but putting it into practice was complicated. And that&rsquo;s exactly what worries us: what&rsquo;s being proposed for operational implementation is very light!<\/p>\n<p>Finally, the CFE-CGC Orange union is concerned about the lack of ambition to converge the various B2B initiatives.
