Son contenu propose aussi et en plus&nbsp;\u00e0 la Direction ainsi qu&rsquo;\u00e0 l&rsquo;assembl\u00e9e syndicale&nbsp;un \u00ab\u00a0document de travail\u00a0\u00bb pouvant \u00eatre une base concr\u00e8te d&rsquo;une analyse de terrain THs pertinente&nbsp;afin de&nbsp;construire un TPS am\u00e9nag\u00e9 sp\u00e9cifique&nbsp;pour la diversit\u00e9 sp\u00e9cifique de&nbsp;cette population (1\/3 concern\u00e9e).<\/div>\n<div>La Direction a annonc\u00e9 la&nbsp;publication avant la prochaine s\u00e9ance,&nbsp;du document demand\u00e9 en d\u00e9claration pr\u00e9alable du 13\/01&nbsp;par CFE-CGC\/Unsa montrant les perspectives (RHs \u00e0 5ans)&nbsp; padding-top: 1pt; mso-element: para-border-div; mso-border-shadow: yes; border: windowtext 1pt solid;\">\n<p><strong>D\u00e9claration pr\u00e9alable CFE-CGC\/Unsa de la s\u00e9ance du 31\/01\/2011 Accord TH 2011-2011<\/strong><\/p>\n<\/div>\n<p><strong>&#8211;<\/strong><strong>2 questions ont \u00e9t\u00e9 pos\u00e9es<\/strong><strong> par la CFE-CGC\/Unsa en pr\u00e9alable \u00e0 la derni\u00e8re s\u00e9ance du 13\/01\/2011 et elle demande donc si elles ont \u00e9t\u00e9 trait\u00e9es et quand les syndicats pourront s\u2019y r\u00e9f\u00e9rer.<\/strong><\/p>\n<p><strong>&#8211;<\/strong><strong>2 r\u00e9ponses satisfaisantes ont \u00e9t\u00e9 faites<\/strong><strong>, ce jour en s\u00e9ance, par la Direction dans l\u2019attente d\u2019en juger sur l\u2019utilisation concr\u00e8te&nbsp;: un doc pr\u00e9cis sera bien \u00e9dit\u00e9, avant la prochaine s\u00e9ance, pour les perspectives de retraite par parcours\/par ann\u00e9e\/par nombre des 5 prochaines ann\u00e9es <\/strong><strong>ainsi qu<\/strong><strong>\u2019une \u00e9tude en cours pour mettre en application \u00e0 l\u2019UES un jour de cong\u00e9 suppl\u00e9mentaire (avec r\u00e9troactivit\u00e9) pour les parents FT Groupe accompagnants leur enfants handi ou leur conjoints THs (FT ou non).<\/strong><\/p>\n<p><strong>-La CFE-CGC\/Unsa, rappelle le timing&nbsp;: il ne reste plus que 2 s\u00e9ances&nbsp;!<\/strong><\/p>\n<p><strong>xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx<\/strong><strong>&nbsp;<\/strong><\/p>\n<p><strong>En cours de s\u00e9ance&nbsp;<\/strong><strong>: lors de la relecture du projet d\u2019Accord, la CFE-CGC\/Unsa propose une synth\u00e8se appuy\u00e9e par le terrain qui pr\u00e9tend poser les difficult\u00e9s ainsi que les attentes r\u00e9elles pour la constitution d\u2019un TPS sp\u00e9cifique am\u00e9nag\u00e9 pour des employ\u00e9 b\u00e9n\u00e9ficiant d\u2019un accord sp\u00e9cifique.<\/strong><\/p>\n<div style=\"padding-right: 4pt; Pour les salari\u00e9s TH avec RQTH: <\/span><\/strong><\/p>\n<p>Ils <strong>devront cumuler trois conditions pour b\u00e9n\u00e9ficier d&rsquo;un d\u00e9part anticip\u00e9 \u00e0 la retraite (55 ans et +) <\/strong>:<\/p>\n<p>\u00a0<\/p>\n<p>&nbsp;&#8211; justifier d&rsquo;une dur\u00e9e totale d\u2019activit\u00e9 valid\u00e9e, tous r\u00e9gimes de base confondus,<\/p>\n<p>\u00a0<\/p>\n<p>&nbsp;&#8211; justifier d&rsquo;une dur\u00e9e cotis\u00e9e, tous r\u00e9gimes de base confondus.<\/p>\n<p>&nbsp;&#8211; &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p><strong><span style=\"text-decoration: underline;\">CONCLUSION :<\/span><\/strong><\/p>\n<p>De nombreux TH s\u00e9niors esp\u00e8rent que France T\u00e9l\u00e9com SA comprendra ces difficult\u00e9s et prendra en compte uniquement la RQTH actuelle (COTOREP, CDAPH, C3R, ATI, MALADIE PROFESSIONNELLE) <strong>sans notion de taux de handicap et de dur\u00e9e d&rsquo;handicap<\/strong> valid\u00e9e par COTOREP ou CDAPH (comme le fait LA POSTE) en proposant un TPS sp\u00e9cifique TH \u00e0 tous les Travailleurs Handicap\u00e9s s\u00e9niors.<\/p>\n<p><b style=\"mso-bidi-font-weight: normal;\">Exemple de&nbsp; La Poste : <\/b><\/p>\n<p>La Poste a mis en place des pr\u00e9retraites TPC et TPAC ouvertes depuis le 01\/07\/2009 aux agents Handicap\u00e9s C3R et COTOREP (CDAPH) sans notion de taux de handicap limitatif (80 %).<\/p>\n<p>Ces mesures proposent un am\u00e9nagement du temps de travail TPC (Temps Partiel Conseil) \u00e0 50% avec r\u00e9mun\u00e9ration \u00e0 85% d\u00e8s 56 ans suivi d\u2019un TPAC (Temps Partiel d\u2019Accompagnement et Conseil) d\u00e8s 57 ans et au plus \u00e0 leurs 58 ans \u00bd. Dans cette position TPAC, les salari\u00e9s ont une r\u00e9mun\u00e9ration de 70% et ils ont la possibilit\u00e9 de s\u2019\u00e9loigner de leur fonction op\u00e9rationnelle tout en restant disponibles pour des missions d\u2019accompagnement ou de conseil.<\/p>\n<p>Adapt\u00e9 au contexte FT, cet am\u00e9nagement&nbsp;pourrait correspondre \u00e0 un d\u00e9but de TPS TH \u00e0 partir de 52 ans et \u00e0 la possibilit\u00e9 de s\u2019\u00e9loigner de leur fonction op\u00e9rationnelle tout en restant disponibles pour des missions d\u2019accompagnement ou de conseil.<\/p>\n<p><span style=\"text-decoration: underline;\">Preuve de faisabilit\u00e9 pour des salari\u00e9s NON handicap\u00e9s :<\/span><\/p>\n<p>&#8211; SANOFI-AVENTIS finance des pr\u00e9retraites \u00e0 55 ans (Confer ANNEXE 2). Cette entreprise s\u2019engage \u00e0 porter les 417 salari\u00e9s volontaires pendant huit ans au maximum, jusqu\u2019\u00e0 la liquidation de leur retraite. Ils toucheront 70 % de leur salaire annuel brut pendant les sept premi\u00e8res ann\u00e9es, puis 60 % la huiti\u00e8me ann\u00e9e (62 ans&nbsp;!). C&rsquo;est donc un \u00e9quivalent du CFC Cong\u00e9 Fin de Carri\u00e8re qui a \u00e9t\u00e9 propos\u00e9 aux salari\u00e9s FT de 1996 \u00e0 2006.<\/p>\n<p>&#8211; LA POSTE : L&rsquo;am\u00e9nagement de fin de carri\u00e8re nomm\u00e9 DAFA : D\u00e8s 56 ans, 50% travaill\u00e9, pay\u00e9 70% puis temps lib\u00e9r\u00e9 jusqu&rsquo;\u00e0 l&rsquo;\u00e2ge de la retraite y compris le recul de l&rsquo;\u00e2ge li\u00e9 \u00e0 la r\u00e9forme des retraites.<\/p>\n<p>&#8211; RENAULT : &#8230;<\/p>\n<p>A minima, ces mesures pourraient se d\u00e9cliner par un am\u00e9nagement sp\u00e9cifique du temps de travail \u00e0 50% voir moins&nbsp;:<\/p>\n<p>&#8211;&nbsp; \u00e0 partir de 52 ans jusqu\u2019\u00e0 55 ans pour les TH avec un taux d\u2019handicap &gt;= 80% sans les conditions tr\u00e8s restrictives du d\u00e9cret n\u00b0 2006-1582 en terme de dur\u00e9e d\u2019assurance totale et dur\u00e9e cotis\u00e9 cit\u00e9es le tableau ci-dessus.<\/p>\n<p>&#8211; \u00e0 partir de 52 ans (ou minima de minima 55 ans) jusqu\u2019\u00e0 60 ans pour les autres TH.<\/p>\n<p>Ces mesures permettraient de prendre en compte la fatigue li\u00e9e \u00e0 handicap \u00e0 laquelle s\u2019ajoute celle li\u00e9e \u00e0 l\u2019\u00e2ge. Elles s\u2019inscriraient dans le nouveau contrat social tout en en soulageant une petite population durement touch\u00e9es par les al\u00e9as de la vie.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p>&nbsp;<strong><span style=\"text-decoration: underline;\">Les s\u00e9niors TH \u00e0 partir de 45 ans :<\/span><\/strong><\/p>\n<p>&#8211; R\u00e9duction d&rsquo;amplitude journali\u00e8re de travail avec maintien du SGB \u00e0 100%<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p><strong><span style=\"text-decoration: underline;\">OETH : Obligation Emploi Travailleurs Handicap\u00e9s :<\/span><\/strong><\/p>\n<p>Il y aura d\u00e8s cette ann\u00e9e 2011 et les ann\u00e9es suivantes une baisse des Unit\u00e9s B\u00e9n\u00e9ficiaires de la DOETH surtout celle de la soci\u00e9t\u00e9 FTSA au sein de l&rsquo;UES du fait du 1\/3 des effectifs TH qui ont plus de 52 ans.<\/p>\n<p><strong>Cette baisse cons\u00e9quente des effectifs TH et donc de Unit\u00e9s B\u00e9n\u00e9ficiaires associ\u00e9es est in\u00e9vitable.
