L\u2019ordre du jour a port\u00e9 sur la pr\u00e9sentation des r\u00e9sultats annuels, suivi par un point d\u2019\u00e9tape de d\u00e9ploiement de la 4G en Europe. Dans l\u2019apr\u00e8s-midi, une pr\u00e9sentation de la strat\u00e9gie de partenariats entre op\u00e9rateurs de France T\u00e9l\u00e9com-Orange en Europe (r\u00e9seau et services) suivi du dossier de cession d\u2019Etrali.<\/p>\n<p><img decoding=\"async\" class=\" size-full wp-image-4704\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2013\/03\/drapeau_anglais_rond.png\" alt=\"drapeau anglais rond\" width=\"26\" height=\"26\" srcset=\"https:\/\/dev.cfecgc-orange.app\/wp-content\/uploads\/2013\/03\/drapeau_anglais_rond.png 400w, https:\/\/dev.cfecgc-orange.app\/wp-content\/uploads\/2013\/03\/drapeau_anglais_rond-300x300.png 300w, https:\/\/dev.cfecgc-orange.app\/wp-content\/uploads\/2013\/03\/drapeau_anglais_rond-150x150.png 150w\" sizes=\"(max-width: 26px) 100vw, 26px\" \/>&nbsp;The European Committee Group met in Paris from March 4th to March 6th 2013, chaired successively by Bruno Mettling and Carole Froucht.&nbsp; The agenda focused on the annual results presentation, followed by a progress on the 4G deployment in Europe. In the afternoon, a presentation of the France Telecom-Orange partnership strategy in Europe (network and services) followed by an information and consultation on the selling of our subsidiary Etrali.<\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" src=\"documents\/archives\/EuropeInternational\/drapeau_fran\u00e7ais_rond.png\" alt=\"drapeau fran\u00e7ais rond\" width=\"22\" height=\"22\" \/><\/p>\n<p>En ce qui concerne les r\u00e9sultats, l\u2019EBITDA 2012 du Groupe en baisse de 1 Milliard d\u2019\u20ac par rapport \u00e0 2011 li\u00e9 \u00e0 l\u2019\u00e9rosion du CA, les projections pour 2013 semblent indiquer que nous aurons 1 Milliard d\u2019\u20ac suppl\u00e9mentaire de baisse en 2013. De ce fait, une acc\u00e9l\u00e9ration des \u00e9conomies du programme Chrysalid (les objectifs ont \u00e9t\u00e9 multipli\u00e9s par 2) est demand\u00e9e \u00e0 l\u2019ensemble des pays. Pour la France, la Direction pr\u00e9voit une baisse des co\u00fbts multipli\u00e9s par 2, ce type de positionnement ne sera pas neutre sur les conditions de travail de nos salari\u00e9s. On sent le retour du \u00ab&nbsp;less is more&nbsp;\u00bb (comprendre faire plus avec moins), avec toutes les d\u00e9rives auxquelles nous avons d\u00e9j\u00e0 eu \u00e0 faire face.<\/p>\n<p>Pour la Pologne, o\u00f9 nous devons faire face \u00e0 une concurrence acharn\u00e9e, la situation \u00e9conomique se d\u00e9grade davantage. Il faut rappeler que depuis 2000, la r\u00e9duction des effectifs qui ne permet pas de compenser la perte de revenus, semble cependant \u00eatre la seule donn\u00e9e d\u2019ajustement mise en \u0153uvre. Il est rappel\u00e9 que TPSA vient de finir un plan de d\u00e9part de 2500 personnes\u2026 Et pourtant, les salari\u00e9s apprennent par la presse que la nouvelle vague de r\u00e9duction de personnel s\u2019\u00e9l\u00e8verait \u00e0 5000 personnes. Il parait difficile pour TPSA d\u2019augmenter les performances des boutiques Orange si le personnel n\u2019est plus l\u00e0 pour vendre.<\/p>\n<p>Quelques bonnes nouvelles cependant, puisqu\u2019on observe une reprise forte des acquisitions mobiles pour le 2<sup>nd<\/sup> semestre 2012, notamment en France. En Espagne, une forte am\u00e9lioration de la rentabilit\u00e9 avec une croissance de la part de march\u00e9 en valeur, en Roumanie le chiffre d\u2019affaire est en hausse.<\/p>\n<p>Quant \u00e0 la pr\u00e9sentation sur la Strat\u00e9gie de Partenariats en Europe, apr\u00e8s un rapide tour d\u2019horizon pays par pays, ce fut, l\u2019occasion d\u2019en apprendre un peu plus Horizon. Un projet ambitieux qui a pour objectif de faire du chiffre l\u00e0 o\u00f9 nous ne sommes pas implant\u00e9 mais o\u00f9, en tant que marque, Orange est bien connue. En fonction des pays, la mani\u00e8re d\u2019y arriver peut varier, en passant par l\u2019ouverture d\u2019une boutique dans une capitale telle que Rome par exemple, ou bien en offrant un syst\u00e8me de vente en ligne, ce qui repr\u00e9sente un moindre investissement en regard des profits projet\u00e9s par le Groupe.<\/p>\n<p>Ce fut alors au tour du projet Etrali d\u2019\u00eatre pr\u00e9sent\u00e9. Cette entreprise, d\u00e9tenue \u00e0 100% par le Groupe France Telecom SA, est sp\u00e9cialis\u00e9 dans les services et l\u2019int\u00e9gration de solutions de t\u00e9l\u00e9communication pour les salles de march\u00e9. Cette activit\u00e9, qui requiert de forts investissements, la Direction souhaite, plut\u00f4t que d\u2019investir dans une activit\u00e9 qui ne fait pas partie de son c\u0153ur de m\u00e9tier, revendre cette entreprise. Le fond d\u2019investissement am\u00e9ricain Gore, souhaite s\u2019en porter acqu\u00e9reur. Un certain nombre de garanties ont \u00e9t\u00e9 donn\u00e9es par ce repreneur potentiel, notamment, celle de ne pas effectuer de licenciement collectif pendant les 15 mois qui suivent le rachat.<\/p>\n<p>Compte tenu des lacunes du dossier pr\u00e9sent\u00e9, (pas d\u2019\u00e9l\u00e9ment chiffr\u00e9 sur la strat\u00e9gie de l\u2019activit\u00e9, pas d\u2019\u00e9l\u00e9ment sur les effectifs hors France, etc. ) aucun avis n\u2019a \u00e9t\u00e9 rendu, en revanche, il a \u00e9t\u00e9 obtenu la modification de l&rsquo;expertise en cours (l\u2019expertise effectuera une recherche de postes susceptibles, par pays, dans le Groupe, de donner des opportunit\u00e9s de postes \u00e0 l\u2019issue des 15 mois, pour les salari\u00e9s souhaitant r\u00e9int\u00e9grer le Groupe) et son extension au p\u00e9rim\u00e8tre europ\u00e9en.<\/p>\n<p>Mais le fait plus marquant de ce CGE fut l\u2019absence totale d\u2019information concernant SIRIUS.<\/p>\n<p>Pourtant pr\u00e9sent\u00e9 en novembre\u2026 pas un mot, pas m\u00eame un murmure, la Direction indiquant que malgr\u00e9 toute l\u2019importance strat\u00e9gique que repr\u00e9sente ce projet, rien n\u2019a \u00e9t\u00e9 fait\u2026 Sirius stagnerait au point mort\u2026 pour l\u2019instant.<\/p>\n<p>On a du mal \u00e0 le croire dans la mesure o\u00f9, d\u2019une part, le projet est annonc\u00e9 dans la publication des r\u00e9sultats annuels, o\u00f9 les SI sont mobilis\u00e9s sur la question depuis des mois. O\u00f9 des annonces sont faites dans les pays\u2026<\/p>\n<p>La Direction, plut\u00f4t que d\u2019inclure les partenaires sociaux dans la r\u00e9flexion qui, officiellement, semble lui faire d\u00e9faut sur le sujet, pr\u00e9f\u00e8re sans doute avancer seule\u2026 Dans quelle optique&nbsp;? Pourquoi ne pas nous inclure en amont et donner toutes ses chances \u00e0 ce chantier, pourtant strag\u00e9gique, au lieu de chercher \u00e0 l\u2019imposer co\u00fbte que co\u00fbte et sans aucune concertation&nbsp;? Ne vaut-il pas mieux avancer ensemble\u2026&nbsp;? Thereby accelerating savings provided through the Chrysalid program (objectives have been multiplied by 2). This will be applied to all countries. For France, Management expects cost reduction multiplied by 2, this type of positioning will not be neutral on the working conditions of our employees. We dread the return of \u00ab\u00a0less is more\u00a0\u00bb (meaning do more with less), with all the excesses which we have already faced.<\/p>\n<p>For Poland, where we face fierce competition, the economic situation deteriorates further. It should be noted that since 2000, the downsizing which does not compensate for the loss of income seems to be the only adjustment that is implemented. It is recalled that TPSA has just finished a downsize of 2500 people &#8230; And yet, employees learn from the press that the new wave of staff reductions would amount to 5,000 people. It seems difficult for TPSA to increase performance in the Orange stores if the staff is not there to sell.<\/p>\n<p>Some good news though, since we note a strong recovery of mobile acquisitions for the 2nd half of 2012, especially in France. In Spain, a strong improvement in profitability with growth of the market share value, and Romania sales turnover are increasing<\/p>\n<p>As for the presentation on Strategy Partnerships in Europe, after a quick tour of each country, it was an opportunity to learn a little more Horizon. An ambitious project that aims at making business where we are not implanted but where, as a brand, Orange is well known. Depending on the country, how to get there can vary through opening a shop in a city such as Rome, for example, or by providing a system of online sales, which represents a lower investment compared to the profits projected by the Group.<\/p>\n<p>It was then the turn of Etrali project to be presented. This company, 100% owned by France Telecom SA, specializes in services and the integration of telecommunication solutions for trading floors. This activity requires large investments, Management, rather than investing in an activity that is not part of the core business, wishes to sell the business. The American. investment fund Gore is interested in purchasing it. A number of safeguards have been provided by the potential buyer, including that of not making collective redundancies during the 15 months following the acquisition.<\/p>\n<p>Given the omissions in the records presented (lack of data regarding the business strategy, no input on the staff outside France, etc.) No advisory opinion was made, however, it was obtained changing the current expertise (expertise will search for positions, by country, in the Group, that could provide opportunities for positions at the end of 15 months for employees wishing to reinstate the Group) and an expansion of &nbsp;the scope at European level was provided.<\/p>\n<p>But the most striking fact during the European Committee Group was the total absence of information on SIRIUS.<\/p>\n<p>Yet submitted in November &#8230; not a word, not even a whisper, Management indicating that despite the strategic importance of this project, nothing has been done &#8230; Sirius stagnates idle &#8230; for now.<\/p>\n<p>It&rsquo;s hard to believe since, on the one hand, the project was announced in the annual results, when IS have been mobilized for months. When announcements are made in the countries &#8230;<\/p>\n<p>Management, rather than including the social partners in the reflection which, they seem to be lacking of on the subject, probably prefers to go ahead alone &#8230; To what end ? Why not include us before implementation and provide this project with all its opportunities instead of seeking to enforce it at any cost and without consulting? Wouldn\u2019t it be better to work on this project together?
