Cost reductions, yes\u2026 but at what price ?"},"content":{"rendered":"<p><img decoding=\"async\" class=\" size-full wp-image-5115\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2013\/09\/drapeau_francais_rond_copie.png\" alt=\"drapeau francais rond copie\" width=\"26\" height=\"26\" \/>&nbsp;C&rsquo;est la question \u00e0 un million qui n&rsquo;a pas re\u00e7u de r\u00e9ponse lors de la r\u00e9union du Comit\u00e9 Groupe Europe (CGE) du 10 septembre 2013.<\/p>\n<p><img decoding=\"async\" class=\" size-full wp-image-5116\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2013\/09\/drapeau_anglais_rond_copie.png\" alt=\"drapeau anglais rond copie\" width=\"26\" height=\"26\" \/>This is the million dollar question that has not received a response at the meeting of the European Group Committee (EGC) of 10 September 2013<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" class=\" size-full wp-image-5115\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2013\/09\/drapeau_francais_rond_copie.png\" alt=\"drapeau francais rond copie\" width=\"26\" height=\"26\" \/>La r\u00e9union aurait d\u00fb se d\u00e9rouler simplement, puisqu&rsquo;il n&rsquo;y avait qu&rsquo;un seul point \u00e0 l&rsquo;ordre du jour : le dossier GNOC (r\u00e9organisation de la supervision r\u00e9seau), ce projet, issu du programme Sirius (il s&rsquo;agit de mutualiser le plus possible et dans tous les domaines afin d&rsquo;\u00e9conomiser), doit, en th\u00e9orie permettre \u00e0 l&rsquo;entreprise d&rsquo;\u00e9conomiser. Seul b\u00e9mol, la Direction d&rsquo;Orange demande au CGE de donner un avis sans lui transmettre la totalit\u00e9 des informations n\u00e9cessaires pour le faire.<br \/>Aucun support de documentation technique pr\u00e9cis n&rsquo;a \u00e9t\u00e9 transmis aux IRP, de m\u00eame le processus m\u00e9tier n&rsquo;a pas \u00e9t\u00e9 abord\u00e9 et bien \u00e9videmment, aucune donn\u00e9e financi\u00e8re d\u00e9taill\u00e9e n&rsquo;a \u00e9t\u00e9 \u00e9voqu\u00e9. Pire encore, la demande d&rsquo;accompagnement du CGE par un expert est conditionn\u00e9e par la Direction \u00e0 la formulation d&rsquo;un avis, Direction qui souhaite limiter le p\u00e9rim\u00e8tre \u00e0 l&rsquo;expertise technique, uniquement sur une partie du projet et sans d\u00e9placement dans les pays impact\u00e9s. En d&rsquo;autres termes, on demande aux \u00e9lus du CGE de se prononcer sur la construction des fondations alors que le reste de la maison est d\u00e9j\u00e0 avanc\u00e9e.<\/p>\n<p>Tous les \u00e9l\u00e9ments fournis ne sont qu&rsquo;un pamphlet marketeux insuffisamment pr\u00e9cis pour une compr\u00e9hension globale du projet&#8230; (\u00e0 peu de chose pr\u00e8s&#8230; simple copier\/coller de ce qui nous avait d\u00e9j\u00e0 \u00e9t\u00e9 transmis en juin), o\u00f9 l&rsquo;on nous explique, qu&rsquo;il est imp\u00e9ratif de d\u00e9localiser les centres de supervisions pour les mettre dans deux structures, l&rsquo;une en Pologne, l&rsquo;autre en Roumanie, le tout sous la gouvernance d&rsquo;une tierce partie IBNF. Tout le projet repose uniquement sur une hypoth\u00e8se d&rsquo;\u00e9conomie de co\u00fbt et rien d&rsquo;autre. D&rsquo;ailleurs, le business case de la Belgique ne repose que sur le licenciement du personnel concern\u00e9&#8230; La qualit\u00e9 de service n&rsquo;a pas \u00e9t\u00e9 \u00e9voqu\u00e9e puisque la Direction part du postulat que l&rsquo;outsourcing est une r\u00e9ussite (aucun fait \u00e9tayant cette all\u00e9gation n&rsquo;a \u00e9t\u00e9 cit\u00e9 ni d\u00e9montr\u00e9)&#8230; cependant, en Belgique Mobistar est l&rsquo;entreprise la moins bien not\u00e9e au regard de la qualit\u00e9 du r\u00e9seau.<\/p>\n<p>Tout aussi int\u00e9ressant, les liens financiers entre IBNF et Orange n&rsquo;ont, l\u00e0 encore, pas \u00e9t\u00e9 \u00e9voqu\u00e9s&#8230;<br \/>Pour une raison obscure, le projet, global, a \u00e9t\u00e9 saucissonn\u00e9 en 3 phases et ensuite divis\u00e9 par pays. Seule la Belgique fut \u00e9voqu\u00e9e par la Direction&#8230; or&#8230; la supervision est pr\u00e9sente&#8230; partout ailleurs&#8230; y compris en France ! Mais \u00e0 croire la direction, la France n&rsquo;est pas concern\u00e9e&#8230; tiens donc.<\/p>\n<p>Ce qui fut longuement \u00e9voqu\u00e9 par la Direction ce sont les deux pays preneurs de l&rsquo;activit\u00e9 et les pays c\u00e9dant cette m\u00eame activit\u00e9. D&#8217;embl\u00e9e il nous est indiqu\u00e9 que les postes supprim\u00e9s dans le pays c\u00e9dant se traduisent d\u00e8s le d\u00e9part par un licenciement sec&#8230; et que l&rsquo;accroissement de l&rsquo;activit\u00e9 dans les pays receveurs ne serait pas accompagn\u00e9 par des ressources suppl\u00e9mentaires&#8230; Pour la Pologne, il s&rsquo;agit d&rsquo;un accroissement de plus de 50%&#8230; la Direction essaye-t-elle de nous dire que nos experts polonais sont \u00e0 l&rsquo;heure actuelle sous utilis\u00e9s \u00e0 ce point-l\u00e0 ? Ou bien part elle du principe que l&rsquo;expert polonais est corv\u00e9able \u00e0 merci et que l&rsquo;effort qui lui est demand\u00e9 n&rsquo;aura aucune incidence sur sa sant\u00e9, sa vie sociale et familiale ?<\/p>\n<p>Il apparait de fa\u00e7on assez \u00e9vidente que la Direction tablait sur une scission des membres du CGE entre c\u00e9dants et receveurs&#8230; ce ne fut pas le cas.<\/p>\n<p>Pour terminer, la direction par la voix de Bruno Mettling consid\u00e8re qu&rsquo;elle a fourni toutes les informations utiles \u00e0 l&rsquo;instance dans le dossier GNOC et cl\u00f4ture les d\u00e9bats. F\u00e2ch\u00e9e&#8230; elle va jusqu&rsquo;\u00e0 remettre en cause l&rsquo;organisation de futurs CGE extraordinaires lorsqu&rsquo;elle se rend compte qu&rsquo;aucun avis ne sera rendu.<\/p>\n<p>Clairement nous assistons \u00e0 une d\u00e9gradation des relations entre les repr\u00e9sentants du personnel et la Direction, elle nous fait savoir qu&rsquo;avec ou sans notre avis, elle poursuivra sa politique, d&rsquo;ailleurs les formations du personnel concern\u00e9 ont d\u00e9j\u00e0 commenc\u00e9es en sous-marin.<br \/>De mani\u00e8re g\u00e9n\u00e9rale, la transparence n&rsquo;est pas ou plus de mise. Par exemple, lorsque le CGE fait parvenir un cahier des charges d\u00e9taillant ses besoins d&rsquo;expertise pour \u00e9clairer ce dossier, la Direction nous informe que sa r\u00e9ponse sera conditionn\u00e9e \u00e0 l&rsquo;attitude des IRP ! Quant \u00e0 la Direction des Ressources Humaines Groupe, elle confond le fonctionnement du CGE avec celui du bureau&#8230; et \u00e9voque le manque de questions pos\u00e9es par le bureau pour justifier le manque d&rsquo;informations fournies au CGE&#8230; Peut \u00eatre faut il lui rappeler le fonctionnement de ces deux instances bien diff\u00e9rentes&#8230; D\u00e9cid\u00e9ment rien ne va plus.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" size-full wp-image-5116\" style=\"display: block; margin-left: auto; margin-right: auto;\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2013\/09\/drapeau_anglais_rond_copie.png\" alt=\"drapeau anglais rond copie\" width=\"26\" height=\"26\" \/><\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">The meeting should have been easy because there was only one item on the agenda: the GNOC file (reorganization of the network supervision), this project, part of the Sirius program (which consists in sharing as much as possible and in all possible areas in order to save money) should, in theory, allow the company to reduce costs. Only drawback, the Orange Management asked the EGC to provide them with an opinion without submitting all the necessary information to do so.<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">No specific technical documentation was forwarded to the Employee Representatives, the business processes were not addressed, and of course, no detailed financial data was discussed. Worse, when the EGC requests to be supported by an expert in order to provide Management with their opinion, this support is conditioned and its scope is limited to a simple technical expertise on only parts of the project and it denies the expert to visit the impacted countries. In other terms, Management asked the elected members of the EGC to decide on the construction on the foundations, while the construction of the rest of the house is already on going.<\/p>\n<p style=\"text-align: justify; line-height: normal; margin-bottom: 0pt;\">The information provided was nothing but a marketing tract, insufficiently accurate for a comprehensive understanding of the global project &#8230; (it was almost a &#8230; simple copy \/ paste of what we had already been given back in June), where we were told it is imperative to offshore supervision centers, put them in two structures, one in Poland and one in Romania, both placed under the governance of a third party: IBNF. The whole project is based solely on an assumption of cost savings and nothing else. Moreover, the business case for Belgium is based on the termination of the personnel &#8230; The quality of service has not been raised since Management assumes that outsourcing is a success (no factual basis for this claim has been quoted or shown) &#8230; However, following outsourcing, in Belgium, Mobistar is now the lowest rated in terms of network quality.<\/p>\n<p style=\"text-align: justify; line-height: normal; margin-bottom: 0pt;\">Equally interesting, the financial links between IBNF and Orange have, again, not been raised &#8230;<br \/>For some reason, the overall project has been chopped up into three phases and then divided by country. Only Belgium was evoked by management &#8230; however &#8230; supervision is present &#8230; everywhere &#8230; including France! But if we believe Management, France is not impacted &#8230; (yet !)<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">What was discussed at length by Management are the two takers of the activity and the countries ceding that same activity. From the outset it is indicated that the jobs lost in the ceding countries would occur by a dry firing &#8230; and the increased activity in the recipient countries would not be accompanied by additional resources &#8230; For Poland, this is an increase of activity of more than 50% &#8230; Is Management trying to tell us that our Polish experts are currently underused up to this point? Or are they sharing the principle that the Polish experts are exploitable at length and the effort that is asked from them will have no impact on their health, social and family life?<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">It appears pretty clearly that management expected a split between the ceding and receiving members of the EGC &#8230; this was not the case.<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">Finally, Management, through the voice of Bruno Mettling considered that it provided all relevant information to the EGC on the GNOC project and concluded the debate. Angry &#8230; He challenged the organization of future extraordinary EGC when he realized that no opinion will be given.<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">Clearly we are witnessing a deterioration of relations between the employee representatives and Management, who let us know that with or without our opinion, it will continue its policy, besides the training of the relevant staff has already started.<\/p>\n<p style=\"text-align: justify; margin-bottom: 0pt;\">In general, transparency is not or is no longer happening. For instance, when the EGC sent specifications detailing its needs regarding the expertise requested and needed on this particular project, Management informed us that its answer would be conditioned to the staff representative attitude !<\/p>\n<p style=\"text-align: justify; line-height: normal; margin-bottom: 0pt;\">As for Human Resources, it confuses the functioning of the EGC with the bureau &#8230; and refers to the lack of questions asked by the bureau to justify the lack of information provided to the EGC &#8230; Maybe they should be reminded how different these two instances are\u2026<\/p>\n<p>Geez, anything goes !<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;C&rsquo;est la question \u00e0 un million qui n&rsquo;a pas re\u00e7u de r\u00e9ponse lors de la r\u00e9union du Comit\u00e9 Groupe Europe (CGE) du 10 septembre 2013.
