La m\u00e9canique des flux de l\u2019emploi est implacable&nbsp;:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">des d\u00e9parts multipli\u00e9s par 4 de 2012 \u00e0 2013 pour les 9 premiers mois<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>(\u2211 pour 2012 de janvier \u00e0 sept = 751) \u00e0<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>2013 (\u2211 pour 2013 de janvier<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>\u00e0 sept = 2723).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">Des recrutements divis\u00e9s par 2 de 2012 \u00e0 2013 pour les 9 premiers mois (de 723 \u00e0 316)<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">La somme de ces mouvements donne<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>une tendance accentu\u00e9e \u00e0 la baisse en effectifs (-3%) ou en ETP interne (-2,6%) combl\u00e9e tr\u00e8s partiellement par une augmentation de l\u2019ETP int\u00e9rim d\u2019une centaine d\u2019ETP (519 en sept 2013 contre 408 pour la m\u00eame p\u00e9riode en 2012).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">&nbsp;<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">Les RECRUTEMENTS<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">en 2012, nous avions assist\u00e9 \u00e0 une <\/span><span class=\"CarCar\"><span style=\"font-size: 11pt; color: black; mso-bidi-font-size: 10.0pt; mso-fareast-font-family: Calibri;\" lang=\"FR\"><strong>concentration<\/strong><\/span><\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"> des recrutements externes sur le quatri\u00e8me trimestre, puisque <strong style=\"mso-bidi-font-weight: normal;\">51%<\/strong> (723 fin sept 2012 sur les 1494 cumul\u00e9s fin d\u00e9c. 2012) d\u2019entre eux ont \u00e9t\u00e9 r\u00e9alis\u00e9s ce trimestre. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">En 2013, le m\u00eame sc\u00e9nario semble se renouveler.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/>La CFE-CGC,<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>si cette pratique est av\u00e9r\u00e9e une fois de plus, tient \u00e0 d\u00e9noncer ce choix d\u2019entreprise. Elle <span style=\"text-decoration: underline;\">consid\u00e8re ce choix avant tout<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>financier<\/span> comme <strong style=\"mso-bidi-font-weight: normal;\">une pratique d\u00e9loyale<\/strong> de la r\u00e9alisation des engagements affirm\u00e9s par le groupe.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span class=\"CarCar1\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt; mso-fareast-font-family: Calibri;\" lang=\"FR\">Le recrutement des moins de 30 ans<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">conform\u00e9ment au <\/span><span class=\"CarCar\"><span style=\"font-size: 11pt; color: black; mso-bidi-font-size: 10.0pt; mso-fareast-font-family: Calibri;\" lang=\"FR\"><strong>contrat interg\u00e9n\u00e9rationnel<\/strong><\/span><\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"> r\u00e9cemment sign\u00e9,<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>800 jeunes (les moins de 30 ans)<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>doivent \u00eatre embauch\u00e9s au niveau du groupe pour 2013. Nous ne trouvons pas de r\u00e9f\u00e9rence de cet engagement dans les pages situ\u00e9es en fin de document,<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>intitul\u00e9es \u00ab&nbsp;r\u00e9alis\u00e9 \u00e0 fin septembre 2013\u2026&nbsp;\u00bb.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/>Nous attirons \u00e9galement l\u2019attention de la direction sur la <\/span><span class=\"CarCar1\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt; mso-fareast-font-family: Calibri;\" lang=\"FR\">d\u00e9-classification<\/span><\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">, voire la d\u00e9valorisation des dipl\u00f4mes ainsi que de l\u2019exp\u00e9rience acquise lors des embauches.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/>Pour exemple&nbsp;:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">Des TSC (Techniciens Services Clients) dipl\u00f4m\u00e9s licence professionnelle (BAC+3) recrut\u00e9s en Bande C.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">Un cas individuel, celui d\u2019une femme \u00e2g\u00e9e de 35 ans environ, charg\u00e9e de famille, ayant exerc\u00e9 une fonction de RSC en CDD (Responsables service Clients) classifi\u00e9e en<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>bande Dbis. Son CDD prenant fin, elle a postul\u00e9 sur un autre poste en CDI, une autre fonction en bande C. L\u2019entreprise n\u2019a pas pris en compte son parcours professionnel interne et l\u2019a maintenue en cat\u00e9gorie C. (Entre C et Dbis \u2026Le D existe)<br \/>Cet avantageux contrat de travail a \u00e9t\u00e9 accept\u00e9 par cette salari\u00e9e car la s\u00e9curit\u00e9 d\u2019un CDI n\u2019a pas de prix&nbsp;!<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">Ces exemples peuvent devenir probl\u00e9matiques au fil du temps \u2026 <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/>L\u2019\u00c9galit\u00e9 professionnelle sous l\u2019angle des recrutements (cf. 25\/50) ou Les recrutements sous l\u2019angle de l\u2019\u00e9galit\u00e9 professionnelle <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">L\u2019objectif du dernier accord \u00c9galit\u00e9 Professionnelle du 27 mai 2011 (cf. P12\/49), de recruter des femmes, \u00e0 hauteur de leur repr\u00e9sentativit\u00e9 dans notre groupe est quasi atteint pour la globalit\u00e9 ( cf. p25\/50, 35% de recrutement r\u00e9alis\u00e9s pour 36,3% de repr\u00e9sentativit\u00e9).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/><\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">En revanche, l\u2019analyse par niveau CCNT est plus nuanc\u00e9e et montre des faiblesses de notre recrutement au regard des engagements de l\u2019accord \u00c9galit\u00e9 Professionnelle du 27 mai 2011&nbsp;:&nbsp;<\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">l\u2019engagement de l\u2019accord<span>&nbsp; <\/span>est<span>&nbsp;&nbsp; <\/span>\u2013je cite un extrait de la p 12\/49- \u00ab&nbsp;\u00e0 tendre vers une parit\u00e9&nbsp;entre les femmes et<span>&nbsp; <\/span>les hommes et \u00e0 refl\u00e9ter<span>&nbsp; <\/span>\u00e0 minima les domaines m\u00e9tiers et les bandes CCNT pr\u00e9sents dans l\u2019entreprise \u00bb. Cet engagement n\u2019est pas tenu pour les niveaux C, D et E (cf. p25\/50 du rapport) qui sont d\u00e9ficitaires \u00e0 double titre&nbsp;:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">1\/ la parit\u00e9 absolue<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>des recrutements est loin d\u2019\u00eatre atteinte<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">2\/ le taux de f\u00e9minisation des recrutements est inf\u00e9rieur au taux actuel de repr\u00e9sentativit\u00e9 des femmes.<br \/><span style=\"mso-spacerun: yes;\"><\/span><\/span><span class=\"CarCar\"><span style=\"font-size: 11pt; color: black; mso-bidi-font-size: 10.0pt; mso-fareast-font-family: Calibri;\" lang=\"FR\"><strong><br \/>La cat\u00e9gorie D est \u00e0 ce titre notoirement<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>fragilis\u00e9e<\/strong><\/span><\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">, mais le plafond de verre constitu\u00e9 par le niveau D pour les femmes est maintenant \u2026 connu, voire<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>accept\u00e9&nbsp;!<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">La Mobilit\u00e9&nbsp;<\/span><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\">constitue, selon CFE-CGC, l\u2019une des clefs de vo\u00fbte de la r\u00e9ussite de l\u2019adaptation de notre groupe \u00e0 ses d\u00e9fis.<span>&nbsp; <\/span>2 constats, moins de main d\u2019\u0153uvre disponible, et pour ceux qui continuent , des m\u00e9tiers qui changent dans un monde qui se transforme rapidement. Pourtant, la mobilit\u00e9 reste peu d\u00e9velopp\u00e9e<span>&nbsp; <\/span>en notre groupe malgr\u00e9 sa n\u00e9cessit\u00e9.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; text-align: justify;\"><span style=\"font-size: 11pt; color: black; font-family: Calibri; mso-bidi-font-size: 10.0pt;\" lang=\"FR\"><br \/>Mr Mettling nous avait annonc\u00e9 en cette instance le lancement d\u2019une \u00e9tude en DO SO, pour observer les freins \u00e0 la mobilit\u00e9. Avez-vous des informations sur cette \u00e9tude&nbsp;? Serons- nous destinataire des conclusions&nbsp;? Aurons-nous prochainement une pr\u00e9sentation de celle-ci en s\u00e9ance de CCUES&nbsp;?<span style=\"background: yellow; mso-highlight: yellow;\"> <br \/><\/span><br \/>Du c\u00f4t\u00e9 syndical, nous constatons un gel sensible des mobilit\u00e9s en r\u00e9gion, qui va malheureusement se renforcer&nbsp;: la baisse des emplois est en effet plus sensible en r\u00e9gion qu\u2019en Ile de France, et les bassins d\u2019emplois r\u00e9gionaux passent sous la taille critique permettant d\u2019avoir une bonne fluidit\u00e9 \u00ab&nbsp;intra-bassin d\u2019emploi&nbsp;\u00bb,&nbsp;ce qui grippe toute la machine des mobilit\u00e9s souhait\u00e9es.
