{"id":6498,"date":"2015-11-13T09:42:35","date_gmt":"2015-11-13T09:42:35","guid":{"rendered":"http:\/\/localhost:8080\/?p=6498"},"modified":"2015-11-13T09:42:35","modified_gmt":"2015-11-13T09:42:35","slug":"comite-de-groupe-europeen-5-novembre-2015-rome-italie","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2015\/11\/13\/comite-de-groupe-europeen-5-novembre-2015-rome-italie\/","title":{"rendered":"Comit\u00e9 de Groupe Europ\u00e9en &#8211; 5 novembre 2015 &#8211; Rome, Italie"},"content":{"rendered":"<p>Conform&eacute;ment aux dispositions de son accord constitutif du 14 avril 2004, le Comit&eacute; de Groupe Europ&eacute;en d&rsquo;Orange s&rsquo;est tenu, les 3, 4 et 5 novembre derniers dans un pays de l&rsquo;Union Europ&eacute;enne dans lequel le Groupe est pr&eacute;sent: l&rsquo;Italie.<\/p>\n<p>Avant d&rsquo;aborder les points &agrave; l&rsquo;ordre du jour de la s&eacute;ance pl&eacute;ni&egrave;re du 4 novembre, cette session&nbsp;comportait ceci de particulier qu&rsquo;elle pr&eacute;voyait une pr&eacute;sentation du bilan de l&rsquo;enqu&ecirc;te europ&eacute;enne sur les risques psychosociaux, men&eacute;e avec l&rsquo;appui du Cabinet Emergences, et dont la derni&egrave;re &eacute;dition s&rsquo;&eacute;tait d&eacute;roul&eacute;e sur la p&eacute;riode 2010\/2011.<\/p>\n<p>Outre ce bilan des risques psychosociaux, l&rsquo;ordre du jour pr&eacute;voyait les points suivants:<\/p>\n<p>&#8211; Information sur l&rsquo;avancement du projet SIRIUS<\/p>\n<p>&#8211; Information sur l&rsquo;avancement du projet SAVANNA<\/p>\n<p>&#8211; Pr&eacute;sentation des r&eacute;sultats financiers Q3 2015<\/p>\n<p>&#8211; Information\/Consultation sur le projet OPTINIS d&rsquo;&eacute;volution d&rsquo;OINIS (ex-IBNF) en Europe<\/p>\n<p>Enfin, la matin&eacute;e du 6 novembre comportait, outre le traditionnel debriefing entre &eacute;lus de l&rsquo;instance des sujets parcourus la veille, une pr&eacute;sentation des activit&eacute;s d&rsquo;Orange Business Services en Italie.<\/p>\n<p style=\"margin-bottom: 0.0001pt; line-height: normal;\"><strong>[<em>English] <\/em><\/strong>Pursuant to its Constitutive Agreement of April 14, 2004, Orange European Group Committee was held on November 3<sup>rd<\/sup>, 4<sup>th<\/sup> and 5<sup>th<\/sup> in a country of the European Union in which the Group operates: Italy.<br \/> Before discussing the items on the agenda of the plenary session on November 4<sup>th<\/sup>, this session included a particular feature; it included a presentation of the results of the European survey on psychosocial risks, conducted with the support of Cabinet Emergences, whose last edition took place in the period 2010\/2011.<\/p>\n<ul>\n<li>Besides the assessment of psychosocial risks, the agenda included the following points:<\/li>\n<li>Information on the progress of the project SIRIUS<\/li>\n<li>Information on the progress of the project SAVANNA<\/li>\n<li>Presentation of Q3 2015 Financial Results<\/li>\n<li>Information \/ Consultation on proposed changes to OPTINIS OINIS (former IBNF) in Europe<\/li>\n<\/ul>\n<p style=\"line-height: normal;\">Finally, the morning of November 6<sup>th<\/sup> included, in addition to the traditional debriefing between the elected bodies of the subjects covered the prior day, a presentation of the activities of Orange Business Services in Italy.<\/p>\n<p><!--more--><\/p>\n<p><strong>Communication du Comit&eacute; de Groupe Europ&eacute;en d&rsquo;Orange &agrave; propos de l&rsquo;enqu&ecirc;te europ&eacute;enne sur les risques psychosociaux.<\/strong><\/p>\n<p>Les &eacute;lus du Comit&eacute; de Groupe Europ&eacute;en ont souhait&eacute; renouveler cette ann&eacute;e, et avec le concours du Cabinet fran&ccedil;ais Emergences, l&rsquo;enqu&ecirc;te 2010\/2011 sur les risques psychosociaux au sein des filiales europ&eacute;ennes du Groupe Orange.<\/p>\n<p>Il convient de noter que la participation au questionnaire GHQ 12 (General Health Questionnaire) est en tr&egrave;s forte augmentation par rapport &agrave; la pr&eacute;c&eacute;dente enqu&ecirc;te, en s&rsquo;&eacute;tablissant &agrave; 40.4% des personnes interrog&eacute;es contre 23% en 2011. Rappelons &agrave; toutes fins utiles que le GHQ, d&eacute;clin&eacute; en plusieurs versions &agrave; 12, 20, 28, 30 ou 60 questions, est ici propos&eacute; dans sa configuration 12, et qu&rsquo;il a pour objectif, selon&nbsp;l&rsquo;<a href=\"http:\/\/www.inrs.fr\/\">INRS<\/a>, \u00ab\u00a0d&rsquo;estimer la pr&eacute;valence de la d&eacute;tresse psychologique dans une population donn&eacute;e et de d&eacute;tecter des cas psychiatriques potentiels qui pourraient &eacute;chapper au m&eacute;decin g&eacute;n&eacute;raliste\u00a0\u00bb. Voir en particulier le <a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2015\/11\/GHQ.pdf\" target=\"_blank\" class=\"wf_file\"><img decoding=\"async\" class=\"wf_file_icon\" style=\"border: 0px; vertical-align: middle;\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2010\/11\/pdf.png\" alt=\"pdf\" \/><span class=\"wf_file_text\">document relatif au GHQ et &eacute;dit&eacute; par l&rsquo;INRS<\/span><\/a>.<\/p>\n<p>La France n&rsquo;est pas int&eacute;gr&eacute;e dans cette enqu&ecirc;te, &agrave; la fois parce qu&rsquo;elle dispose de son propre barom&egrave;tre social mis en place lors de la crise sociale de 2010, et parce qu&rsquo;elle veut laisser aux coll&egrave;gues des pays europ&eacute;ens tout l&rsquo;espace qui leur revient dans cette instance qu&rsquo;est le Comit&eacute; de Groupe Europ&eacute;en. Le bilan de cette &eacute;tude a &eacute;t&eacute; la source de fortes tensions entre la Direction du Groupe et les membres du Cabinet Emergences, notamment autour de l&rsquo;interpr&eacute;tation des indicateurs, puisque ceux-ci font appara&icirc;tre une hausse de 4 points &agrave; 16% des salari&eacute;s en risque tr&egrave;s &eacute;lev&eacute;, par rapport aux 12% mesur&eacute;s en 2011.<\/p>\n<p>Au-del&agrave; de la lecture propre &agrave; chaque pays et fonction de la r&eacute;alit&eacute; sociale des salari&eacute;s au plus pr&egrave;s de leurs entit&eacute;s locales, la CFE-CGC s&rsquo;associe &agrave; l&rsquo;ensemble des &eacute;lus du Comit&eacute; de Groupe Europ&eacute;en dans leurs recommandations sur les moyens &agrave; mettre en oeuvre pour poursuivre sans relache l&rsquo;am&eacute;lioration constante des conditions de travail, notamment en mati&egrave;re d&rsquo;adaptation des effectifs &agrave; la charge de travail, de pr&eacute;sence du management en appui des &eacute;quipes, de garantie d&rsquo;&eacute;galit&eacute; de traitement et de reconnaissance.<\/p>\n<p>Retrouvez l&rsquo;int&eacute;gralit&eacute; de la <a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2015\/11\/2015_10_19_CGE_Groupe_Stress_Synthese_des_principaux_resultats.pdf\" target=\"_blank\" class=\"wf_file\"><img decoding=\"async\" class=\"wf_file_icon\" style=\"border: 0px; vertical-align: middle;\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2010\/11\/pdf.png\" alt=\"pdf\" \/><span class=\"wf_file_text\">communication du Comit&eacute; de Groupe Europ&eacute;en d&rsquo;Orange &agrave; propos de l&rsquo;enqu&ecirc;te europ&eacute;enne sur les risques psychosociaux<\/span><\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"line-height: normal;\"><strong>[<em>English] <\/em>Communication of the European Group Committee of Orange regarding the European survey on psychosocial risks.<\/strong><\/p>\n<p style=\"line-height: normal;\">The elected representatives of European Group Committee wished to renew this year, and with the assistance of the French Cabinet Emergences the 2010\/2011 the survey on psychosocial risks within the European subsidiaries of the Orange Group.<\/p>\n<p style=\"line-height: normal;\">It should be noted that participation in the survey GHQ 12 (General Health Questionnaire) is in strong increase compared to the previous survey, settling at 40.4% of respondents against 23% in 2011. Let us recall that for all purposes GHQ, is available in several versions in 12, 20, 28, 30 or 60 questions, it is proposed here in its configuration 12, and that it aims, according to the INRS, \u00ab\u00a0to estimate the prevalence of psychological distress in a given population and detect potential psychiatric cases that might escape the general practitioner.<a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2015\/11\/GHQ.pdf\" target=\"_blank\"><br \/><\/a><\/p>\n<p style=\"line-height: normal;\">France is not included in this survey, both because it has its own employee survey developed during the social crisis of 2010, and because it wants to leave to the colleagues in the European countries the space they deserve in this instance that is the European Group Committee. The results of this study has been the source of considerable tension between the Group Management and members of the Cabinet Emergences, particularly around the interpretation of the indicators, since they show an increase by 4 points to 16% of employees in very high risk, compared to 12% measured in 2011.<\/p>\n<p style=\"line-height: normal;\">Beyond the proper reading of each country and according to the social reality of the employees closer to their local entities, the CFE-CGC partners with all of elected European Group Committee in their recommendations on ways to implement tirelessly to continue with the constant improvement of working conditions, notably in workforce adjustment in workload, presence of management in support of the teams, guarantee of equal treatment and recognition.<\/p>\n<p style=\"line-height: normal;\">&nbsp;<\/p>\n<p><strong>SIRIUS \/ ENO-GNOC: circulez, il n&rsquo;y a rien &agrave; voir ! <\/strong>(<em>dossier en information<\/em>)<\/p>\n<p>C&rsquo;est le sentiment que nous a laiss&eacute; ce premier point &agrave; l&rsquo;ordre du jour de cette s&eacute;ance pl&eacute;ni&egrave;re du Comit&eacute; de Groupe Europ&eacute;en. Et c&rsquo;est d&rsquo;une certaine mani&egrave;re l&rsquo;impression g&eacute;n&eacute;rale que nous avons eue s&rsquo;agissant d&rsquo;un agenda plut&ocirc;t l&eacute;ger, ce qui aurait d&ucirc; favoriser une pr&eacute;sentation approfondie de l&rsquo;ensemble des sujets. Il n&rsquo;en a h&eacute;las rien &eacute;t&eacute;.<\/p>\n<p>Pour rappel, le programme SIRIUS est destin&eacute; &agrave; faire des &eacute;conomies &agrave; l&rsquo;&eacute;chelle du Groupe dans un certain nombre de domaines (r&eacute;seau, syst&egrave;me d&rsquo;informations, marketing, services clients, vente &amp; supply chain, d&eacute;penses administratives, etc.), notamment via la mise en place de synergies. Un programme commenc&eacute; en 2012 et qui, s&rsquo;il touche &agrave; sa fin, nous a, nous aussi, laiss&eacute;s sur notre&#8230;faim. Le document pr&eacute;sent&eacute; n&rsquo;&eacute;tait constitu&eacute; que de 11 pages. La raison: les volets Ressources Humaines, sociaux, financiers, ainsi que les analyses d&rsquo;&eacute;volution et de performance des services &eacute;taient totalement absents de la pr&eacute;sentation, amenant le Secr&eacute;taire de l&rsquo;instance &agrave; demander le report du dossier au prochain Comit&eacute; de Groupe. La Direction objecte alors que plusieurs intervenants ont fait le chemin depuis Paris pour remplir leurs devoirs devant les &eacute;lus, et qu&rsquo;elle s&rsquo;engage &agrave; combler les lacunes pendant le d&eacute;roul&eacute; de la pr&eacute;sentation, au fil des questions des &eacute;lus, lesquels ne manquent alors pas de faire observer qu&rsquo;ils sont de facto priv&eacute;s de toute capacit&eacute; &agrave; analyser, investiguer et partager entre membres de l&rsquo;instance, autour des informations qui auraient d&eacute;j&agrave; d&ucirc; &ecirc;tre transmises &agrave; ce stade. Apr&egrave;s une interruption de s&eacute;ance, les membres du Comit&eacute; de Groupe Europ&eacute;en, &agrave; une quasi unanimit&eacute;, refusent de se prononcer sur le dossier, mais acceptent, dans un souci d&rsquo;ouverture, que la Direction pr&eacute;sente le sujet, en l&rsquo;informant toutefois au pr&eacute;alable qu&rsquo;aucun d&eacute;bat ne serait initi&eacute; &agrave; l&rsquo;issue de la pr&eacute;sentaion via la traditionnel jeu de questions\/r&eacute;ponses. Aucune information suppl&eacute;mentaire ne f&ucirc;t d&rsquo;ailleurs apport&eacute;e par la Direction au cours de la pr&eacute;sentation, le d&eacute;bat sur ce dossier &eacute;tant donc report&eacute; au prochain Comit&eacute; de Groupe Europ&eacute;en de f&eacute;vrier 2016.<\/p>\n<p>Un focus &eacute;tait &eacute;galement pr&eacute;vu sur le volet ENO (European Network Optimisation) &#8211; GNOC (Global Network Optimisation Center). L&agrave; encore, aucune donn&eacute;e concr&egrave;te, pas d&rsquo;indicateurs KPI, aucun &eacute;l&eacute;ment relatif &agrave; la qualit&eacute; de service, rien sur les trajectoires d&#8217;emplois pr&eacute;vues. L&agrave; encore, &agrave; l&rsquo;instar du d&eacute;but de la s&eacute;ance pl&eacute;ni&egrave;re, nous constatons l&rsquo;absence de volet social et Ressources Humaines. La raison invoqu&eacute;e cette fois est le fait qu&rsquo;Ericsson n&rsquo;a pas encore publi&eacute; le sien. <strong>Pourtant, selon nos coll&egrave;gues europ&eacute;ens membres de l&rsquo;instance, de Roumanie, de Slovaquie, de Pologne ou d&rsquo;Espagne, les salari&eacute;s d&rsquo;Orange qui ont int&eacute;gr&eacute; Ericsson partent, et tr&egrave;s peu d&rsquo;entre eux le font volontairement. Les &eacute;quipes tombent de fait en sous-effectif et doivent faire face &agrave; une charge de travail importante. S&rsquo;agissant des KPI, la Direction nous dit les fournir&#8230;localement, \u00ab\u00a0oubliant\u00a0\u00bb l&rsquo;aspect transnational du dossier, et, dans le m&ecirc;me temps, leur pr&eacute;sentation &agrave; l&rsquo;ensemble du Comit&eacute; de Groupe Europ&eacute;en&#8230;<\/strong><\/p>\n<p>Un sujet report&eacute;, lui aussi, &agrave; l&rsquo;ordre du jour du prochain Comit&eacute; de Groupe Europ&eacute;en, lequel s&rsquo;annonce, d&rsquo;ores-et-d&eacute;j&agrave;, plut&ocirc;t charg&eacute; !<\/p>\n<p>&nbsp;<\/p>\n<p style=\"line-height: normal;\"><strong>[<em>English<\/em>] SIRIUS \/ ENO-GNOC: move along, there is nothing to see! (<em>information file<\/em>)<\/strong><\/p>\n<p style=\"line-height: normal;\">It is the feeling that we left this first item on the agenda of the plenary session of the European Group Committee. And this is somehow the overall impression we had with respect to a rather light agenda, which should encourage a thorough presentation of all subjects. It has unfortunately not happened.<\/p>\n<p style=\"line-height: normal;\">To recap, the SIRIUS program was designed to make savings at Group level in a number of domains (network, information system, marketing, customer services, sales &amp; supply chain, administrative expenses, etc.), including via the implementation of synergies. A program started in 2012 and which, as it comes to an end, has left us &#8230; hungry. The document presented consisted only of 11 pages. The reason: the HR aspects, social, financial, and analysis of trends and performance services were totally absent from the presentation, bringing the Secretary of the instance to request the postponement of the file to the next Group Committee. The Directorate objects as several speakers came all the way from Paris to fulfill their duties to the elected body, and is committed to address gaps occurred during the presentation, over the issues of the elected members, which will then fail not to observe that they are de facto deprived of any ability to analyze, investigate and share with members of the body, the information that should already have been transmitted at this stage. After an interruption of the session, members of the European Works Council, in near unanimity, refused to comment on the record, but accepted, for the sake of openness, Management to present the subject, but informed them no further discussion would be initiated at the end of the presentation via the traditional game of questions \/ answers. No additional information was made by management during the presentation, the debate on this issue is therefore postponed to the next European Group Committee of February 2016.<\/p>\n<p style=\"line-height: normal;\">A focus was also expected on the part ENO (European Network Optimisation) &#8211; GNOC (Global Network Optimization Center). Again, no concrete data, no KPIs, no evidence on the quality of service, nothing on employment planned trajectories. Again, like the beginning of the plenary session, we note the lack of social aspects and Human Resources. The reason given this time is the fact that Ericsson has not released its information. <strong>Yet, according to our European colleagues members of the EWC, in Romania, Slovakia, Poland and Spain, Orange employees that joined Ericsson are leaving, and very few of them do so voluntarily. The teams drop in fact understaffed and have to deal with a heavy workloads. Regarding KPI, management tells us &#8230;they were provided locally, \u00ab\u00a0forgetting\u00a0\u00bb the transnational aspect of the case, and at the same time, forgetting their presentation to the entire European Works Council &#8230;<\/strong><\/p>\n<p style=\"line-height: normal;\">A topic reported, also in the agenda of the next European Group Committee, which announces, right-and-now, rather charge!<\/p>\n<p style=\"line-height: normal;\">&nbsp;<\/p>\n<p><strong>Projet SAVANNA (Jazztel) <\/strong>(<em>dossier en information<\/em>)<\/p>\n<p>Ce point &agrave; l&rsquo;ordre du jour visait &agrave; pr&eacute;senter un point d&rsquo;&eacute;tape dans le processus d&rsquo;OPA amicale lanc&eacute;e par Orange sur l&rsquo;op&eacute;rateur espagnol Jazztel il y a maintenant plus d&rsquo;un an, et dont les tenants et aboutissants nous avaient &eacute;t&eacute; expos&eacute;s, pour la premi&egrave;re fois, lors de la <a href=\"201411204618\/comite-groupe-europe-monde\/sirius\/gnoc-phase-2-opa-sur-jazztel-en-espagne.html\">s&eacute;ance pl&eacute;ni&egrave;re du Comit&eacute; de Groupe Europ&eacute;en du 5 novembre 2014<\/a>&nbsp;&agrave; Rennes. La Direction nous informe que la partie \u00ab\u00a0externe\u00a0\u00bb du dossier est d&eacute;sormais derri&egrave;re nous. Par \u00ab\u00a0externe\u00a0\u00bb, elle entend l&rsquo;accord incontournable de la Commission Europ&eacute;enne sur ce type de dossier, &eacute;l&eacute;ment de concentration du secteur des t&eacute;l&eacute;communications en Europe, et dans le cadre duquel l&rsquo;Ex&eacute;cutif europ&eacute;en s&rsquo;assure que&nbsp;de telles&nbsp;op&eacute;rations de consolidation en cours dans certains pays europ&eacute;ens (Allemagne, Irlande, Royaume-Uni, Italie) ne sont pas de nature &agrave; modifier l&rsquo;exercice d&rsquo;une \u00ab\u00a0concurrence libre et non fauss&eacute;e\u00a0\u00bb sur les march&eacute;s dans lesquels elles s&rsquo;op&egrave;rent. Et, de fait, alors qu&rsquo;une op&eacute;ration analogue avait eu lieu en Espagne, un peu plus t&ocirc;t la m&ecirc;me ann&eacute;e, avec le rachat du principal c&acirc;blo-op&eacute;rateur Ono par Vodafone, le Groupe pensait que sa propre op&eacute;ration de rachat de Jazztel ne poserait pas plus de difficult&eacute;.<\/p>\n<p>Mais la Commission Europ&eacute;enne a consid&eacute;r&eacute; qu&rsquo;il y avait mati&egrave;re &agrave; &eacute;tudier plus en profondeur les conditions concurrentielles dans lesquelles Orange comptait op&eacute;rer l&rsquo;acquisition de Jazztel, et a donc demand&eacute; un certain nombre de contreparties, jug&eacute;es raisonnables par la Direction bien qu&rsquo;avouant qu&rsquo;elle s&rsquo;en serait volontiers dispens&eacute;e,&nbsp;mais&nbsp;consid&eacute;rant donc d&eacute;sormais que tous les plans de la feuille de route se sont d&eacute;roul&eacute;s normalement, Orange &eacute;tant depuis 3 mois maintenant en situation de contr&ocirc;le total de la soci&eacute;t&eacute; Jazztel. Pour m&eacute;moire, 3.4 milliards d&rsquo;euros ont &eacute;t&eacute; d&eacute;bours&eacute;s de la tr&eacute;sorerie d&rsquo;Orange pour cette op&eacute;ration, via un emprunt de type hybride, consid&eacute;r&eacute; comme des fonds propres. D&rsquo;une mani&egrave;re plus g&eacute;n&eacute;rale, la Commission Europ&eacute;enne envoie le message selon lequel elle ne s&rsquo;oppose plus, ou beaucoup moins qu&rsquo;auparavant, aux op&eacute;rations de concentration des acteurs des t&eacute;l&eacute;communications sur ls march&eacute;s europ&eacute;ens, tout en restant extr&ecirc;mement vigilante s&rsquo;agissant des conditions dans lesquelles elles s&rsquo;exercent.<\/p>\n<p>Sur les aspects financiers, la Direction salue le grand professionnalisme d&rsquo;&eacute;changes entre les &eacute;quipes, tant du c&ocirc;t&eacute; Orange que Jazztel, lequel a permis d&rsquo;&eacute;viter l&rsquo;escalade de cours souhait&eacute; par certains fonds activistes, laquelle aurait pu compromettre l&rsquo;op&eacute;ration. Elle se f&eacute;licite enfin du dynamisme avec lequel le rapprochement entre les &eacute;quipes, d&rsquo;un point de vue social et humain, a &eacute;t&eacute; engag&eacute;, conciliant les promesses du projet et la r&eacute;alisation du business attendu. <strong>Un Comit&eacute; de direction unique a &eacute;t&eacute; cr&eacute;&eacute;, pilotant les activit&eacute;s du nouvel ensemble, ce qui am&egrave;ne des questions sur le volet social du dossier, lequel sera trait&eacute; apr&egrave;s la fusion juridique.<\/strong><\/p>\n<p><strong>Et c&rsquo;est pr&eacute;cis&eacute;ment sur ce point que les membres du Comit&eacute; de Groupe Europ&eacute;en attendaient enfin des &eacute;l&eacute;ments chiffr&eacute;s leur permettant d&rsquo;appr&eacute;hender la mani&egrave;re dont le Groupe entendait d&eacute;cliner les synergies li&eacute;es &agrave; la fusion des deux entit&eacute;s. Relay&eacute;s par l&rsquo;&eacute;lu espagnol de l&rsquo;instance, les membres du Comit&eacute; s&rsquo;&eacute;tonnent de la mise en avant syst&eacute;matique, par la Direction,&nbsp;du caract&egrave;re confidentiel des informations, alors que certaines d&rsquo;entre elles, faisant &eacute;tat de suppression de postes en pr&eacute;paration, paraissent d&rsquo;ores-et-d&eacute;j&agrave; dans la presse espagnole, touchant non seulement l&rsquo;Espagne, mais &eacute;galement des territoires plus &eacute;loign&eacute;s, tels que la Colombie ou le Mexique. Unbelievable!<\/strong><\/p>\n<p><strong>Although Management insists this file is not a cost reduction project, one can not help noticing that the relocation component of the dossier, including the closing of 10 centers and the termination more than thirty people, strongly resembles it! Many of those employees show more than twenty years of seniority within the Group, and this is a real loss of skills that seems not to move anyone on the Management side, which goes to recommend to elected officials to make, in due course, and as soon as possible their view, in order not to unnecessarily worry the employees concerned!
