{"id":7933,"date":"2017-07-05T15:13:21","date_gmt":"2017-07-05T15:13:21","guid":{"rendered":"http:\/\/localhost:8080\/?p=7933"},"modified":"2017-07-05T15:13:21","modified_gmt":"2017-07-05T15:13:21","slug":"interessement-orange-sa-2017-moins-pire-que-si-c-etait-mieux","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2017\/07\/05\/interessement-orange-sa-2017-moins-pire-que-si-c-etait-mieux\/","title":{"rendered":"Int\u00e9ressement Orange SA 2017 :  moins pire  que si c\u2019\u00e9tait mieux\u2026"},"content":{"rendered":"<p>Chez Orange SA, un accord cadre triennal d\u00e9finit d\u2019une part l\u2019enveloppe maximale de l\u2019int\u00e9ressement vers\u00e9 (en pourcentage de la masse salariale, 5% dans l\u2019accord actuel), d\u2019autre part les clefs de r\u00e9partition de cette enveloppe entre les personnels de l\u2019entreprise. <\/p>\n<p> Une n\u00e9gociation annuelle fixe les objectifs \u00e0 atteindre pour d\u00e9clencher l\u2019int\u00e9ressement, les indicateurs retenus, et leur pond\u00e9ration dans la constitution de l\u2019enveloppe d\u2019int\u00e9ressement.<\/p>\n<p> La CFE-CGC Orange a <a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2015\/09\/LEA_T3_2015_LoiMacron-ORP-Interessement_def.pdf\">refus\u00e9 de signer l\u2019accord 2015-2017<\/a>, ce qui \u00e9tait une premi\u00e8re. Nos militants sont en effet tr\u00e8s engag\u00e9s dans cette n\u00e9gociation, et reconnus comme experts du sujet, ce qui leur permet g\u00e9n\u00e9ralement de b\u00e9n\u00e9ficier d\u2019une \u00e9coute positive de la part de la Direction. En 2015, le point de vue avait visiblement chang\u00e9. Nos alertes sur la probable baisse de l\u2019int\u00e9ressement, li\u00e9e aux modalit\u00e9s d\u00e9finies dans ce nouvel accord, comme sur l\u2019injustice de ses crit\u00e8res de r\u00e9partition, sont pass\u00e9es par pertes et profits\u2026et n\u2019ont pas emp\u00each\u00e9 d\u2019autres organisations de signer. Nos pr\u00e9visions se sont cependant r\u00e9v\u00e9l\u00e9es tellement justes qu\u2019en 2016, la Direction s\u2019est vue <a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2016\/02\/LEA_T12016_Special_Interessement-Participation_Vdef2.pdf\">contrainte de distribuer un int\u00e9ressement exceptionnel au titre des r\u00e9sultats 2015<\/a> pour limiter la casse.<\/p>\n<p> D\u00e8s la n\u00e9gociation de l\u2019avenant 2016, les pr\u00e9conisations de la CFE-CGC Orange ont \u00e9t\u00e9 mieux \u00e9cout\u00e9es\u2026 m\u00eame s\u2019il a \u00e9t\u00e9 impossible d\u2019obtenir un nouvel int\u00e9ressement exceptionnel au titre des r\u00e9sultats 2016, en d\u00e9pit <a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2017\/02\/lea_t1_2017_special_interessement-participation_ok.pdf\">d\u2019une baisse globale (int\u00e9ressement + participation)<\/a> sup\u00e9rieure \u00e0 5%&#8230; alors que les r\u00e9sultats \u00e9taient en hausse&nbsp;! <\/p>\n<p> <b>La d\u00e9gradation progressive de la r\u00e9mun\u00e9ration variable collective renforce nos convictions et nos revendications en faveur du salaire fixe\u2026<\/b> mais la Direction sur ce point fait <a href=\"201705175775\/remuneration\/accord-salarial-orange-sa-2017-indignez-vous.html\">preuve d\u2019une surdit\u00e9 prononc\u00e9e<\/a>. Faute de mieux, nous faisons donc en sorte de n\u00e9gocier le mieux possible les modalit\u00e9s de calcul de l\u2019int\u00e9ressement.<\/p>\n<h3>L\u2019avenant 2017 reprend 2 points positifs\u2026<\/h3>\n<p>L\u2019avenant 2017, d\u00e9terminant l\u2019int\u00e9ressement qui sera vers\u00e9 en 2018 au titre des r\u00e9sultats 2017, reconduit deux dispositions demand\u00e9es d\u00e8s 2016 par la CFE-CGC Orange au profit des personnels&nbsp;: <\/p>\n<ul>\n<li>revenir au taux de 105 % d\u2019atteinte des objectifs pour d\u00e9clencher l\u2019int\u00e9ressement maximal (5% de la masse salariale) sur les deux composantes, au lieu des 110% inscrits dans l\u2019accord triennal&nbsp;;<\/li>\n<li>neutraliser les investissements (CAPEX) r\u00e9alis\u00e9s au-del\u00e0 des pr\u00e9visions budg\u00e9taires, afin que les objectifs \u00e0 atteindre ne varient pas en cours d\u2019ann\u00e9e, et ne soient pas p\u00e9nalis\u00e9s par des investissements suppl\u00e9mentaires pouvant s\u2019av\u00e9rer n\u00e9cessaires en cours d\u2019exercice\u2026 et par ailleurs g\u00e9n\u00e9ralement favorables \u00e0 la p\u00e9rennit\u00e9 des bonnes positions d\u2019Orange sur le march\u00e9 fran\u00e7ais.<\/li>\n<\/ul>\n<h3 style=\"text-align: right;\">\u2026 mais les indicateurs qualit\u00e9 deviennent probl\u00e9matiques&nbsp;!<\/h3>\n<p>Concernant les indicateurs de qualit\u00e9 de service clients (IQSC), la nouveaut\u00e9 de l\u2019ann\u00e9e 2017 est la suppression de l\u2019indice de loyaut\u00e9 des clients (ILC) \u00ab&nbsp;Grands Comptes&nbsp;\u00bb, qui risquait de d\u00e9grader fortement l\u2019ensemble de l\u2019IQSC. Si l\u2019on peut se f\u00e9liciter de l\u2019attitude de la Direction qui a accept\u00e9 de le neutraliser, la volatilit\u00e9 de tels indicateurs n\u2019en reste pas moins inqui\u00e9tante. Bas\u00e9 sur un questionnaire client administr\u00e9 par un organisme de sondage, cet ILC vient de chuter de 0,2 points\u2026 simplement en raccourcissant la dur\u00e9e du questionnaire pass\u00e9 par t\u00e9l\u00e9phone et en posant plus t\u00f4t les questions prises en compte pour l\u2019attribution de l\u2019int\u00e9ressement. Peu rassurant sur la fiabilit\u00e9 d\u2019outils qui conditionnent une partie de la r\u00e9tribution des personnels\u2026 mais aussi la conduite de l\u2019activit\u00e9 op\u00e9rationnelle&nbsp;!<\/p>\n<p> En parall\u00e8le, l\u2019indicateur \u00ab&nbsp;Entreprises&nbsp;\u00bb risque lui aussi de prendre une claque. Le march\u00e9 Entreprise est en effet impact\u00e9, notamment par le projet \u00ab&nbsp;Compliance+&nbsp;\u00bb, impos\u00e9 par les r\u00e8gles de la concurrence, mais qui rend nos \u00e9quipes commerciales \u00ab&nbsp;aveugles&nbsp;\u00bb sur la production, et par les graves <a href=\"201705225793\/pro-pme\/dysfonctionnement-du-si-come-la-cfe-cgc-orange-ecrit-a-la-direction.html\">dysfonctionnements du syst\u00e8me d\u2019information COME<\/a> qui d\u00e9grade les processus de commande \/ livraison. Deux \u00e9l\u00e9ments difficiles \u00e0 vivre pour nos coll\u00e8gues\u2026 et sources de m\u00e9contentement pour nos clients. La seule bonne nouvelle est que, concernant l\u2019int\u00e9ressement, l\u2019objectif fix\u00e9 pour cet indicateur baisse de 0,1 point \u00e0 6.8.<\/p>\n<p> Heureusement, le taux de contact clients r\u00e9sidentiels et professionnels, qui doit \u00eatre inf\u00e9rieur \u00e0 3,7% sur l\u2019ann\u00e9e (moyenne des 2 semestres) devrait quant \u00e0 lui \u00eatre atteint, sachant qu\u2019il a \u00e9t\u00e9 de 2,8% sur le 1<sup>er<\/sup> semestre de 2017.<\/p>\n<h4>Globalement, l\u2019int\u00e9ressement sur les r\u00e9sultats 2017 a de bonnes chances d\u2019\u00eatre d\u00e9clench\u00e9. Dans le contexte d\u2019un accord triennal bancal, la CFE-CGC Orange a obtenu le mieux possible.<\/h4>\n<p>Cette fois, la Direction est d\u2019accord avec nous&nbsp;: il faudra se repencher s\u00e9rieusement sur les indicateurs qui d\u00e9finissent l\u2019int\u00e9ressement des personnels lors de la <b>prochaine n\u00e9gociation de l\u2019accord triennal,<\/b> pr\u00e9vue en 2018. Vos n\u00e9gociateurs CFE-CGC ont d\u00e9j\u00e0 aff\u00fbt\u00e9 leurs calculettes\u2026<\/p>\n<p> La CFE-CGC demandera \u00e9galement&nbsp;:<\/p>\n<ul>\n<li><b>l\u2019int\u00e9gration de toutes les filiales dans un accord d\u2019int\u00e9ressement Groupe<\/b>&nbsp;: de plus en plus, leur contribution (G\u00e9n\u00e9rale de T\u00e9l\u00e9phone, bient\u00f4t Orange Bank, filiales OBS \/ NRS\u2026) joue un r\u00f4le crucial, notamment dans la satisfaction des clients, tant grand public que professionnels et entreprises&nbsp;;<\/li>\n<li><b>une r\u00e9vision de la structure globale de l\u2019accord<\/b>, pour qu\u2019il soit plus juste et plus g\u00e9n\u00e9reux.<\/li>\n<\/ul>\n<p>Alors que les effectifs continuent de baisser (nous perdrons encore en 2017 environ 5&nbsp;000 collaborateurs, soit pr\u00e8s de 3&nbsp;800 \u00e9quivalents temps plein), il est l\u00e9gitime que ceux qui travaillent toujours plus soient mieux r\u00e9compens\u00e9s.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\" size-full wp-image-7932\" alt=\"productivite 2 modifhm\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2017\/07\/productivite_2_modifhm.png\" width=\"639\" height=\"412\" srcset=\"https:\/\/dev.cfecgc-orange.app\/wp-content\/uploads\/2017\/07\/productivite_2_modifhm.png 639w, https:\/\/dev.cfecgc-orange.app\/wp-content\/uploads\/2017\/07\/productivite_2_modifhm-300x193.png 300w\" sizes=\"(max-width: 639px) 100vw, 639px\" \/><\/p>\n<h2>Calcul de l\u2019int\u00e9ressement chez Orange SA<\/h2>\n<table style=\"border-collapse: collapse;\" border=\"0\">\n<tbody>\n<tr>\n<td style=\"width: 272.8pt;
