Cette diff\u00e9rence de traitement touche \u00e0 sa fin, gr\u00e2ce \u00e0 la t\u00e9nacit\u00e9 de la CFE-CGC Orange&nbsp;: \u00e0 compter du 1<sup>er<\/sup> janvier 2018, tous les personnels b\u00e9n\u00e9ficieront des m\u00eames garanties.<\/p>\n<p><a href=\"http:\/\/localhost:8080\/wp-content\/uploads\/2017\/10\/tract_complementaire_sante_octobre2017.pdf\" class=\"wf_file\"><img decoding=\"async\" src=\"http:\/\/localhost:8080\/wp-content\/uploads\/2010\/11\/pdf.png\" alt=\"pdf\" class=\"wf_file_icon\" style=\"border: 0px; vertical-align: middle; max-width: inherit;\" \/><span class=\"wf_file_text\">tract_compl\u00e9mentaire_sant\u00e9_octobre2017.pdf<\/span><\/a><\/p>\n<p><!--more--><\/p>\n<h1 style=\"text-align: left;\">La CFE-CGC nous met dans de meilleurs draps<\/h1>\n<p>Depuis 2010, la CFE-CGC n\u2019a de cesse d\u2019obtenir que fonctionnaires et salari\u00e9-e-s d\u2019Orange b\u00e9n\u00e9ficient de la m\u00eame couverture sant\u00e9 aux m\u00eames conditions (m\u00eame pourcentage de cotisations pris en charge par Orange, m\u00eames garanties de couverture n\u00e9goci\u00e9es avec les Organisations Syndicales).<\/p>\n<ul>\n<li><b>2010<\/b>&nbsp;: profitant d\u2019une modification de la loi, <a href=\"201011261455\/protection-sociale\/mutuelle-sante-et-prevoyance-la-cfe-cgc-unsa-agit-pour-l-equite-entre-fonctionnaires-salaries.html\">nous demandons que les fonctionnaires acc\u00e8dent au m\u00eame contrat collectif que les salari\u00e9-e-s de droit priv\u00e9<\/a>.<\/li>\n<li><b>2011<\/b>&nbsp;: <a href=\"201109292489\/protection-sociale\/pour-une-mutuelle-fonctionnaires-la-cfe-cgc-unsa-ecrit-au-ministre-des-finances.html\">nous interpellons le Minist\u00e8re de l&rsquo;\u00c9conomie, des Finances et de l&rsquo;Industrie<\/a>.<\/li>\n<li><b>2014<\/b>&nbsp;: lors de la n\u00e9gociation annuelle sur les salaires, <a href=\"201411274636\/protection-sociale\/mutuelle-fonctionnaire-pour-l-integration-au-contract-collectif-d-orange.html\">la Direction consent enfin \u00e0 aborder les modalit\u00e9s d\u2019aide au financement de la sant\u00e9 des fonctionnaires<\/a>.<\/li>\n<li><b>2015<\/b>&nbsp;: <a href=\"201502194718\/protection-sociale\/mutuelle-sante-pour-les-fonctionnaires-du-nouveau.html\">nous obtenons une participation d\u2019Orange \u00e0 la cotisation des fonctionnaires ayant un contrat individuel<\/a>\u2026, mais celle-ci reste en de\u00e7\u00e0 des 60% pris en charge pour les salari\u00e9-e-s.<\/li>\n<li><b>2016<\/b>&nbsp;: <a href=\"201603225157\/protection-sociale\/mutuelle-complementaire-sante-sante-a-2-vitesses.html\">le S\u00e9nat valide l\u2019amendement propos\u00e9 par la CFE-CGC<\/a> pour qu\u2019Orange puisse, \u00e0 l\u2019instar de La Poste, mettre en place un contrat collectif de compl\u00e9mentaire sant\u00e9 pour ses fonctionnaires.<\/li>\n<li><b>2017&nbsp;<\/b>: nous obtenons <a href=\"https:\/\/portailrh.sso.infra.ftgroup\/accord-sante-afo\">gain de cause sur le volet sant\u00e9<\/a>, mais continuons la lutte sur celui de la pr\u00e9voyance incapacit\u00e9-invalidit\u00e9-d\u00e9c\u00e8s.<\/li>\n<\/ul>\n<h3 style=\"line-height: 97%;\">Notre fermet\u00e9 et notre vigilance obtiennent les meilleures garanties sant\u00e9 pour tous<\/h3>\n<p>La CFE-CGC Orange a \u00e9t\u00e9 la seule Organisation Syndicale \u00e0 r\u00e9clamer un appel d\u2019offre susceptible de mettre en concurrence plusieurs prestataires. Nous tenions \u00e0 participer \u00e0 la r\u00e9daction du cahier des charges, pour nous assurer que le niveau de remboursement des prestations serait bien le m\u00eame que celui des salari\u00e9-e-s de droit priv\u00e9.<\/p>\n<p>La <b>Mutuelle G\u00e9n\u00e9rale (MG) <\/b>s\u2019est distingu\u00e9e de ses concurrents en proposant une offre moins ch\u00e8re de 10%, et garantie 2 ans. Elle a donc \u00e9t\u00e9 retenue.<\/p>\n<p><b>Nous avons en outre obtenu de la Direction que la participation de l\u2019entreprise s\u2019\u00e9l\u00e8ve \u00e0 60% des cotisations pour les fonctionnaires comme pour les salari\u00e9-e-s.<\/b><\/p>\n<p>&nbsp;<\/p>\n<h1>Un hiver bien couvert pour les fonctionnaires<\/h1>\n<p><a href=\"https:\/\/portailrh.sso.infra.ftgroup\/documents\/10493\/8202662\/Accord+collectif+instituant+un+r%C3%A9gime+compl%C3%A9mentaire+de+remboursement+frais+de+sant%C3%A9+pour+les+fonctionnaires+et+agents+contractuels+de+droit+public+de+Orange+SA\/35271b5b-c314-4332-a4f3-fcb8abebff81\">L\u2019accord<\/a> a \u00e9t\u00e9 sign\u00e9 le 9 octobre. Il fera incessamment l\u2019objet d\u2019une large campagne de communication, afin d\u2019informer les fonctionnaires de son contenu et des d\u00e9marches \u00e0 suivre.<\/p>\n<p> Concr\u00e8tement, tous les fonctionnaires seront affili\u00e9-e-s au nouveau contrat sant\u00e9 Groupe \u00e0 partir du 1<sup>er<\/sup> janvier 2018.<\/p>\n<h3 style=\"line-height: 97%;\">Contrats individuels \u00e0 d\u00e9noncer en novembre<\/h3>\n<p>La d\u00e9nonciation d\u2019un contrat sant\u00e9 individuelle devant \u00eatre faite avec un pr\u00e9avis d\u2019un mois, d\u00e8s novembre 2017, chaque fonctionnaire sera invit\u00e9-e \u00e0 faire la d\u00e9marche en son nom, et pour ses ayants-droits adh\u00e9rents (conjoint et enfants \u00e9tudiants de moins de 26 ans). Des courriers type leur seront fournis \u00e0 cet effet. Un kit papier complet sera envoy\u00e9 \u00e0 partir du 1<sup>er<\/sup> novembre, et l\u2019ensemble des documents sera disponible sur le site de la MG \u00e0 compter du 6 novembre.<\/p>\n<p> <b>Si vous ne d\u00e9noncez pas votre contrat actuel, vous risquez de payer 2 cotisations.<\/b> N\u00e9anmoins, compte tenu de l\u2019\u00e9troitesse du d\u00e9lai, et de la p\u00e9riode de fin d\u2019ann\u00e9e, la Direction et la MG seront compr\u00e9hensifs pour rembourser et r\u00e9gulariser les retardataires. Ceux-ci devront imp\u00e9rativement r\u00e9gulariser leur situation d\u00e9but 2018.<\/p>\n<h4>Puis-je refuser le contrat Groupe ?<\/h4>\n<table border=\"1\" style=\"background: #dbe5f1 none repeat scroll 0% 0%; border-collapse: collapse; width: 674px; height: 155px;\">\n<tbody>\n<tr>\n<td style=\"width: 249.05pt; border: 2.25pt solid #dbe5f1; padding: 0cm 5.4pt;\">Vous pouvez choisir de maintenir votre contrat individuel actuel, si vous relevez de <a href=\"https:\/\/www.service-public.fr\/particuliers\/vosdroits\/F20740\">l\u2019un des cas pr\u00e9vus par la loi<\/a>, notamment si vous \u00eates&nbsp;:<\/p>\n<ul>\n<li>fonctionnaire partant en retraite courant 2018 ;<\/li>\n<li>fonctionnaire assur\u00e9-e par le contrat obligatoire de votre conjoint.<\/li>\n<\/ul>\n<p><b>Vous devez alors signaler votre refus du contrat Groupe<\/b>, selon les modalit\u00e9s communiqu\u00e9es dans votre dossier d\u2019information. Vous continuerez de percevoir la prime forfaitaire de 450 \u20ac \/ an. Mais attention, cette aide est soumise \u00e0 l\u2019imp\u00f4t sur le revenu, et ne sera pas reconduite au-del\u00e0 de 2018&nbsp;! En revanche, la quote-part de 40% pay\u00e9e par le ou la fonctionnaire est d\u00e9duite de son revenu imposable.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 style=\"line-height: 97%;\">Nouveau contrat sant\u00e9 Groupe d\u00e8s janvier<\/h3>\n<p>Dans la tr\u00e8s grande majorit\u00e9 des cas, le contrat Groupe MG propose un meilleur rapport cotisations\/remboursements que celui d\u2019un contrat statutaire LMG de niveau 3 (<i>Cf<\/i>. <a href=\"http:\/\/orange-france.com.francetelecom.fr\/bibliotheque\/uat_nord_est\/s2_2017\/kitprsentationaccordsantfonctionnaire.pdf\">page 11 de la pr\u00e9sentation de l&rsquo;accord collectif sur anoo<\/a>). <\/p>\n<p> En outre, ce contrat donne acc\u00e8s au r\u00e9seau de professionnels <a href=\"https:\/\/www.itelis.fr\/particulier-offre-services\">ITELIS<\/a>, qui pratique des tarifs n\u00e9goci\u00e9s afin de r\u00e9duire votre reste \u00e0 charge. Tout cela, pour une quote-part de 40%, soit <br \/> 19 \u20ac \u00e0 56 \u20ac par mois, en fonction de votre r\u00e9mun\u00e9ration brute annuelle (<i>Cf<\/i>. tableau ci-contre), pour une couverture \u00ab&nbsp;famille&nbsp;\u00bb (incluant enfants, conjoint et ascendants \u00e0 charge).<\/p>\n<p> <b>En cumulant une meilleure couverture et une fiscalit\u00e9 plus favorable, le contrat Groupe permet de rendre du pouvoir d\u2019achat aux fonctionnaires.<\/b><\/p>\n<h3 style=\"line-height: 97%;\">Cotisation de mutualisation (Cot-Mut)<\/h3>\n<p>Le 4 d\u00e9cembre 2010, la MG a impos\u00e9 que les garanties incapacit\u00e9-invalidit\u00e9-d\u00e9c\u00e8s des fonctionnaires fassent l\u2019objet d\u2019une cotisation sp\u00e9cifique appel\u00e9e Cot-Mut. <\/p>\n<p> Celles &#038; ceux qui passeront sous contrat groupe MG pourront cotiser 133 \u20ac \/ an \u00e0 la Cot-Mut, afin de continuer de b\u00e9n\u00e9ficier de leur pr\u00e9voyance incapacit\u00e9-invalidit\u00e9-d\u00e9c\u00e8s, sans perdre leur anciennet\u00e9 MG, et sans p\u00e9nalit\u00e9s.
