{"id":874,"date":"2008-12-14T23:00:00","date_gmt":"2008-12-14T23:00:00","guid":{"rendered":"http:\/\/localhost:8080\/?p=874"},"modified":"2008-12-14T23:00:00","modified_gmt":"2008-12-14T23:00:00","slug":"la-gpec-c-est-quoi","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2008\/12\/14\/la-gpec-c-est-quoi\/","title":{"rendered":"La GPEC, c&rsquo;est quoi ?"},"content":{"rendered":"<p>\nC&rsquo;est l&rsquo;obligation l&eacute;gale pour les entreprises de plus de 300 salari&eacute;s de n&eacute;gocier tous les trois ans l&rsquo;&eacute;volution de la &laquo; Gestion Pr&eacute;visionnelle de l&rsquo;Emploi et des Comp&eacute;tences &raquo; : en clair, la direction annonce les &eacute;volutions probables de l&rsquo;effectif, les modifications de m&eacute;tiers et qualifications, les partenaires sociaux s&rsquo;entendent sur les mesures d&rsquo;accompagnement, principalement sur la politique de formation.\n<\/p>\n<p><!--more--><\/p>\n<p>\n<strong>A France T&eacute;l&eacute;com, en 2005<\/strong>, la GPEC n&rsquo;a pas abouti, notamment par le fait que l&rsquo;entreprise, apr&egrave;s huit mois de n&eacute;gociation sur l&rsquo;&eacute;volution pr&eacute;visionnelle de l&rsquo;emploi, a annonc&eacute; tout-&agrave;-trac, 22 000 suppressions d&rsquo;emplois ! La <strong>CFTC<\/strong> a cru bon de signer ce texte. Trois syndicats, la <strong>CFE-CGC<\/strong>, <strong>SUD<\/strong> et la <strong>CGT<\/strong>, fortes d&rsquo;une majorit&eacute; du personnel l&rsquo;on d&eacute;nonc&eacute;, rendant caduque le texte de l&rsquo;accord. Suite &agrave; cette d&eacute;nonciation de l&rsquo;accord, l&rsquo;entreprise est oblig&eacute;e de publier une d&eacute;cision &quot;unilat&eacute;rale&quot;, la DG46, qui reprend l&rsquo;accord, en att&eacute;nuant les effets pervers de son projet refus&eacute; par les syndicats et qui n&rsquo;a aucune valeur conventionnelle aux yeux du l&eacute;gislateur. &quot;\n<\/p>\n<p>\n<strong>D&eacute;but 2008<\/strong>, de nouvelles n&eacute;gociations se sont ouvertes, par obligation l&eacute;gale&#8230; Au bout de huit mois de n&eacute;gociations, toutes les organisations syndicales ont refus&eacute; les propositions pr&eacute;sent&eacute;es comme d&eacute;finitives de l&rsquo;entreprise.
