{"id":9031,"date":"2018-04-17T08:18:26","date_gmt":"2018-04-17T08:18:26","guid":{"rendered":"http:\/\/localhost:8080\/?p=9031"},"modified":"2018-04-17T08:18:26","modified_gmt":"2018-04-17T08:18:26","slug":"accord-mondial-sante-securite-qualite-de-vie-au-travail-ou-en-sommes-nous","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2018\/04\/17\/accord-mondial-sante-securite-qualite-de-vie-au-travail-ou-en-sommes-nous\/","title":{"rendered":"Accord mondial Sant\u00e9-S\u00e9curit\u00e9-Qualit\u00e9 de Vie au Travail: o\u00f9 en sommes-nous ?"},"content":{"rendered":"<p>[<em style=\"font-family: Lato; font-size: 14px;\">French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Monde des 11, 12 et 13 avril 2018 \u00e0 Casablanca au Maroc, la Direction a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au suivi de l&rsquo;accord mondial Sant\u00e9-S\u00e9curit\u00e9 du 21 novembre 2014, et dont la mise en oeuvre avait \u00e9t\u00e9 pr\u00e9sent\u00e9e lors de la s\u00e9ance pl\u00e9ni\u00e8re du Comit\u00e9 de Groupe Monde de mars 2016 \u00e0 New Delhi en Inde.<\/p>\n<p>Trois membres de la Direction se relaient pour pr\u00e9senter les diverses \u00e9tapes du suivi de l&rsquo;accord de r\u00e9f\u00e9rence:<\/p>\n<ul>\n<li>Mariana GUEZ, Docteur en m\u00e9decine et responsable de la SSQVT (Sant\u00e9, S\u00e9curit\u00e9 et Qualit\u00e9 de Vie au Travail) \u00e0 l&rsquo;international<\/li>\n<li>Pascal FOULACHON, Ressources Humaines de la zone OMEA (Orange Moyen-Orient &#038; Afrique)<\/li>\n<li>Christophe PUAUX, Directeur Europe de la performance sociale et de l&rsquo;\u00e9thique<\/li>\n<\/ul>\n<p>En premier lieu, la Direction d\u00e9cline le plan de formation des CSS (Comit\u00e9s Sant\u00e9-S\u00e9curit\u00e9) sur la zone OMEA, ainsi que les diff\u00e9rents modules qui lui sont associ\u00e9s, de la formation des bin\u00f4mes moteurs des CSS jusqu&rsquo;\u00e0 l&rsquo;aide et la mise en place des plans d&rsquo;action des CSS, en passant par la formation, sur 2 jours, des autres membres des CSS.<\/p>\n<p>Chronologiquement, l&rsquo;ann\u00e9e 2016 a \u00e9t\u00e9 consacr\u00e9e au d\u00e9ploiement des formations, regroup\u00e9es en 6 s\u00e9ances au profit de 14 CSS et 62 personnes. L&rsquo;effort de formation et de d\u00e9ploiement a \u00e9t\u00e9 maintenu en 2017, en particulier sur les filiales r\u00e9cemment int\u00e9gr\u00e9es, avec \u00e0 nouveau 6 s\u00e9ances, profitant \u00e0 un total de 10 pays et 59 personnes, notamment \u00e0 Madagascar, en Tunisie, au Maroc, en R\u00e9publique D\u00e9mocratique du Congo, en Jordanie, en Egypte, au Burkina-Faso, au Liberia, au Botswana et en Sierra-Leone. En 2018, la m\u00eame d\u00e9marche sera poursuivie avec la planification d&rsquo;autres sessions de formation, \u00e0 la fois sur site (Cameroun, R\u00e9publique Centrafricaine), mais \u00e9galement \u00e0 distance (pour les autres pays cit\u00e9s pr\u00e9c\u00e9demment).<\/p>\n<p>Pour garantir une formation efficace des personnels relevant des CSS sur le p\u00e9rim\u00e8tre OMEA, un groupe Plazza d\u00e9di\u00e9 a vu le jour en 2017, et dont la consolidation d&rsquo;une animation paritaire est en cours. Un module e-learning est \u00e9galement en construction, permettant de maintenir \u00e0 niveau, voire de s&rsquo;approprier, ses connaissances relatives aux fondamentaux de la SSQVT, des termes de l&rsquo;accord mondial Sant\u00e9-S\u00e9curit\u00e9, ou encore aux missions des acteurs de la SSQVT.<\/p>\n<p>S&rsquo;agissant de la d\u00e9clinaison europ\u00e9enne de l&rsquo;accord mondial Sant\u00e9-S\u00e9curit\u00e9, un \u00e9tat des lieux, men\u00e9 conjointement par 3 repr\u00e9sentants de la Direction et 3 repr\u00e9sentants des organisations syndicales signataires de l&rsquo;accord, s&rsquo;est d\u00e9roul\u00e9 en 2017 en Espagne et en Pologne, au travers de deux missions permettant de s&rsquo;assurer de l&rsquo;appr\u00e9ciation locale du niveau de d\u00e9ploiement de l&rsquo;accord, mais \u00e9galement d&rsquo;identifier des axes d&rsquo;am\u00e9lioration. Des visites \u00e0 l&rsquo;identique sont pr\u00e9vues en 2018 dans deux autres filiales europ\u00e9ennes du Groupe.<\/p>\n<p>Enfin, un certain nombre d&rsquo;indicateurs (KPI) de suivi de l&rsquo;accord ont \u00e9t\u00e9 mis en place, tels que, par exemple, le nombre d&rsquo;accidents de travail ou de trajet ayant entra\u00een\u00e9 un arr\u00eat de travail, le nombre d&rsquo;accidents de travail ou de trajet ayant entra\u00een\u00e9 le d\u00e9c\u00e8s du salari\u00e9, ou encore le nombre de journ\u00e9es de travail perdues en raison d&rsquo;accident du travail ou de maladie. Ces indicateurs permettent au Groupe de se conformer aux dispositions de la loi sur le devoir de vigilance des entreprises (<a href=\"https:\/\/www.legifrance.gouv.fr\/eli\/loi\/2017\/3\/27\/2017-399\/jo\/texte\">Loi n\u00b0 2017-399 du 27 mars 2017 relative au devoir de vigilance des soci\u00e9t\u00e9s m\u00e8res et des entreprises donneuses d&rsquo;ordre<\/a>).<\/p>\n<p><strong>D&rsquo;une mani\u00e8re g\u00e9n\u00e9rale, la mise en oeuvre de dispositifs suivis permettant d&rsquo;am\u00e9liorer, voire de cr\u00e9er dans certaines filiales, les conditions de sant\u00e9, de s\u00e9curit\u00e9, et de qualit\u00e9 de vie au travail des salari\u00e9s, dans toutes les filiales \u00e9trang\u00e8res o\u00f9 le Groupe Orange est pr\u00e9sent, a recueilli un tr\u00e8s large consensus parmi les membres du Comit\u00e9 de Groupe Monde. Des axes d&rsquo;am\u00e9lioration sont par ailleurs identifi\u00e9s, rappelant que les efforts doivent rester constants en la mati\u00e8re. Le Cameroun, par exemple, a fait part de sa surprise de d\u00e9couvrir l&rsquo;existence de ce plan de formation et de pr\u00e9vention, le relais local, dans certaines filiales, en termes de communication et d&rsquo;information, demeurant \u00e0 l&rsquo;\u00e9vidence tr\u00e8s perfectible.<\/strong><\/p>\n<p>&nbsp;[<em style=\"font-family: Lato; font-size: 14px;\">English version<\/em>]<\/p>\n<p>Within the framework of the World Works Council of April 11th, 12th and 13th, 2018, in Casablanca, Morocco, the Group Management has included an item on the agenda relating to the monitoring of the global health and safety agreement of November 21st, 2014, and whose implementation was presented at the plenary session of the World Works Council in March 2016 in New Delhi, India.<\/p>\n<p>Three members of the Board take turns to present the various stages of the follow-up of the reference agreement:<\/p>\n<ul>\n<li>Mariana GUEZ, Doctor of Medicine and Head of SSQVT (Heath, Safety and Quality of Life at Work), international<\/li>\n<li>Pascal FOULACHON, Human Ressources of OMEA (Orange Middle-East &#038; Africa)<\/li>\n<li>Christophe PUAUX, Europe Director of Social Performance and Ethics<\/li>\n<\/ul>\n<p>First of all, the Management declines the training plan of the CSS (Health and Safety Committees) on the OMEA zone, as well as the various modules associated with it, from the training of the CSS driving pairs to the help and the implementation of the action plans of the CSS, through the training, over 2 days, of other members of the CSS.<\/p>\n<p>Chronologically, the year 2016 was devoted to the deployment of training, grouped into 6 sessions for the benefit of 14 CSS and 62 people. The training and deployment effort was maintained in 2017, particularly for the newly integrated subsidiaries, again with 6 sessions, benefiting a total of 10 countries and 59 people, including Madagascar, Tunisia, Morocco, Democratic Republic of Congo, Jordan, Egypt, Burkina Faso, Liberia, Botswana and Sierra Leone. In 2018, the same approach will be pursued with the planning of other training sessions, both on site (Cameroon, Central African Republic), but also at a distance (for the other countries mentioned above).<\/p>\n<p>To ensure effective training for CSS staff in the OMEA scope, a dedicated Plazza group was created in 2017, and the consolidation of a joint animation is underway. An e-learning module is also under construction, allowing to maintain, even to appropriate, its knowledge of the fundamentals of the SSQVT, the terms of the global health and safety agreement, or the missions of the SSQVT actors.<\/p>\n<p>Regarding the European declination of the global health and safety agreement, a state of play, conducted jointly by 3 representatives of the Group Management and 3 representatives of the signatory trade union organizations, took place in 2017 in Spain and in Poland, through two missions to ensure local appreciation of the level of deployment of the agreement, but also to identify areas for improvement. Identical visits are scheduled for 2018 in two other European subsidiaries of the Group.<\/p>\n<p>Finally, a number of monitoring indicators (KPIs) have been put in place, such as, for example, the number of work or commuting accidents resulting in a work stoppage, the number of accidents resulting from the death of the employee or the number of workdays lost due to an accident at work or illness. These indicators enable the Group to comply with the provisions of the french law on the duty of vigilance of companies.<\/p>\n<p><strong>In general, the implementation of monitored mechanisms to improve, or even create in some subsidiaries, the conditions of health, safety and quality of work life of employees, in all foreign subsidiaries where the Orange Group is present, gathered a very broad consensus among the members of the World Works Council. Areas for improvement are also identified, recalling that efforts must remain constant in this area.
