{"id":9246,"date":"2018-06-04T13:56:09","date_gmt":"2018-06-04T13:56:09","guid":{"rendered":"http:\/\/localhost:8080\/?p=9246"},"modified":"2018-06-04T13:56:09","modified_gmt":"2018-06-04T13:56:09","slug":"eno-european-network-outsourcing-v2-persiste-et-signe","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2018\/06\/04\/eno-european-network-outsourcing-v2-persiste-et-signe\/","title":{"rendered":"ENO (European Network Outsourcing) v2: persiste et signe"},"content":{"rendered":"<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 Groupe Monde des 28, 29 et 30 mai 2018 \u00e0 Stockholm en Su\u00e8de, la Direction a inscrit un dossier \u00e0 l\u2019ordre du jour concernant un point d&rsquo;avancement de la version 2 du projet ENO (European Network Outsourcing), dossier pr\u00e9sent\u00e9 par Friedel Kehne, Directeur des Op\u00e9rations R\u00e9seaux, et Michal Nowakowski, Orange Pologne.<\/p>\n<p>Ce vaste projet li\u00e9 \u00e0 l&rsquo;externalisation de la supervision et du pilotage des r\u00e9seaux dans certaines g\u00e9ographies dans lesquelles le Groupe Orange est pr\u00e9sent, avait \u00e9t\u00e9 initi\u00e9 fin avril 2014 et pr\u00e9sent\u00e9 en <a href=\"201404294367\/comite-groupe-europe-monde\/la-course-effrenee-a-la-rentabilite-financiere.html\" target=\"_blank\" rel=\"noopener noreferrer\">session extraordinaire du Comit\u00e9 de Groupe Europ\u00e9en<\/a>&nbsp;dans le cadre d&rsquo;un processus d&rsquo;information\/consultation.<\/p>\n<p>Quatre ans plus tard, la Direction nous pr\u00e9sente ses intentions en termes de continuit\u00e9 du projet, et consid\u00e8re qu&rsquo;il ne s&rsquo;agit plus d&rsquo;un sujet majeur, puisque celui-ci est ins\u00e9r\u00e9 dans l&rsquo;ordre du jour d&rsquo;une session ordinaire du Comit\u00e9 de Groupe Europ\u00e9en, et au titre d&rsquo;une simple information de ses membres. Selon la Direction, la d\u00e9clinaison du premier volet du projet ENO, d\u00e8s 2009 en Europe, a \u00e9t\u00e9 mise en oeuvre avec succ\u00e8s. D&rsquo;autres op\u00e9rateurs ont d&rsquo;ailleurs choisi des mod\u00e8les similaires, mais certains aussi des mod\u00e8les diff\u00e9rents. Le bilan est donc pr\u00e9sent\u00e9 comme largement positif, avec une r\u00e9alisation des \u00e9conomies attendues, une qualit\u00e9 de service \u00e0 minima maintenue, voire am\u00e9lior\u00e9e dans la plupart des g\u00e9ographies (Espagne, Belgique, Slovaquie, Roumanie, Moldavie), ainsi que l&rsquo;assurance d&rsquo;avoir d\u00e9livr\u00e9 des services apportant de la valeur pour les clients. En outre, les r\u00e9seaux enti\u00e8rement virtualis\u00e9s vont n\u00e9cessiter une automatisation totale, ce qui am\u00e8ne \u00e0 envisager une orchestration et une automatisation des op\u00e9rations encore plus pouss\u00e9es (ONAP, plateforme d&rsquo;automatisation de r\u00e9seau en open source).<\/p>\n<p>Le futur de ce projet, dont le contrat actuel arrive \u00e0 \u00e9ch\u00e9ance avec Ericsson, s&rsquo;articule autour de deux modes op\u00e9ratoires possibles. Le premier pourrait se conduire avec un MSP (Fournisseur de Services Manag\u00e9s) unique avec responsabilit\u00e9 de bout en bout, et identique pour l&rsquo;ensemble des filiales concern\u00e9es (Ericsson, Huawei, Nokia). Le second pourrait solliciter diff\u00e9rents fournisseurs (les m\u00eames que ceux identifi\u00e9s dans le premier mode op\u00e9ratoire) pour les op\u00e9rations principales (maintenance pr\u00e9ventive et corrective, optimisation et \u00e9laboration), tout en ayant recours \u00e0 la sous-traitance locale dans chaque filiale, posant malgr\u00e9 tout certaines questions autour des ressources disponibles dans chacune d&rsquo;entre elles, notamment en Slovaquie et en Moldavie. Le calendrier envisag\u00e9, fonction des diff\u00e9rents termes, par g\u00e9ographie, du contrat en cours, s&rsquo;\u00e9tale de fin avril 2019 pour l&rsquo;Espagne \u00e0 fin novembre 2019 pour la Moldavie, \u00e9ch\u00e9ances auxquelles la deuxi\u00e8me version du projet ENO devra prendre le relais.<\/p>\n<p><strong>Au-del\u00e0 de la grande complexit\u00e9 technique de ce dossier, dont la pr\u00e9sentation par l&rsquo;interm\u00e9diaire de transparents bourr\u00e9s d&rsquo;acronymes n&rsquo;a pas contribu\u00e9 \u00e0 la compr\u00e9hension et \u00e0 l&rsquo;appropriation, par les membres du Comit\u00e9 de Groupe Europ\u00e9en, de ses impacts en termes d&#8217;emplois, de transformation \u00e9ventuelle des m\u00e9tiers et de formation, les membres de l&rsquo;instance s&rsquo;interrogent sur le statut de ce dossier pr\u00e9sent\u00e9 en simple information et par des intervenants \u00ab\u00a0contraints\u00a0\u00bb par des horaires d&rsquo;avions, alors que la premi\u00e8re phase de ce projet, en 2014, avait motiv\u00e9 une r\u00e9union extraordinaire de l&rsquo;instance et un processus d&rsquo;information\/consultation. Mandat a \u00e9t\u00e9 donn\u00e9 au Secr\u00e9taire du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;agir dans l&rsquo;hypoth\u00e8se o\u00f9 la r\u00e9ponse de la Direction serait jug\u00e9e insuffisante par le conseil juridique de l&rsquo;instance, s&rsquo;agissant des aspects transnationaux de ce dossier selon les termes de la Directive europ\u00e9enne 2009\/38.<\/strong><\/p>\n<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">English version<\/em>]<\/p>\n<p>As part of the European Works Council of May28th, 29th and 30th April, 2018 in Stockholm, Sweden, the Group Management has included a file on the agenda concerning a progress report of version 2 of the European Network Outsourcing (ENO) project, submitted by Friedel Kehne, Director of Network Operations, and Michal Nowakowski, Orange Poland.<\/p>\n<p>This vast project related to the outsourcing of the supervision and management of networks in certain geographies in which the Orange Group is present, was initiated at the end of April 2014 and presented in <a href=\"201404294367\/comite-groupe-europe-monde\/la-course-effrenee-a-la-rentabilite-financiere.html\" target=\"_blank\" rel=\"noopener noreferrer\">extraordinary session of the European Works Council<\/a> as part of an information\/consultation process.<\/p>\n<p>Four years later, the Management presents its intentions in terms of continuity of the project, and considers that it is no longer a major subject, since it is inserted in the agenda of an European Works Council ordinary session, and simply informing its members. According to the Management, the implementation of the first part of the ENO project, starting in 2009 in Europe, has been successfully implemented. Other operators have also chosen similar models, but some also different models. The balance sheet is therefore presented as largely positive, with expected savings to be achieved, service quality at least maintained, and even improved in most regions (Spain, Belgium, Slovakia, Romania, Moldova), as well as the insurance of delivering value-adding services to customers. In addition, fully virtualized networks will require full automation, leading to further orchestration and automation of operations (ONAP, open source network automation platform).<\/p>\n<p>The future of this project, whose current contract expires with Ericsson, revolves around two possible operation modes. The first could be conducted with a single MSP (Managed Service Provider) with end-to-end responsibility, and identical for all the subsidiaries concerned (Ericsson, Huawei, Nokia). The second could solicit different suppliers (the same as those identified in the first operation mode) for the main operations (preventive and corrective maintenance, optimization and development), while resorting to local subcontracting in each subsidiary, still raising some questions about the available resources in each of them, especially in Slovakia and Moldova. The estimated calendar, depending on the different terms, by geography, of the current contract, extends from the end of April 2019 for Spain to the end of November 2019 for Moldova, deadlines to which the second version of the ENO project will have to take over.<\/p>\n<p><strong>Beyond the great technical complexity of this dossier, whose presentation through transparencies full of acronyms did not contribute to the understanding and the appropriation, by the members of the European Group Committee, of its impact in terms of jobs, possible transformation of trades and training, Council members question the status of this file presented as a simple information and by speakers \u00ab\u00a0forced\u00a0\u00bb by aircraft schedules, then that the first phase of this project, in 2014, motivated a special meeting of the Council and an information\/consultation process.
