{"id":9371,"date":"2018-07-09T09:32:11","date_gmt":"2018-07-09T09:32:11","guid":{"rendered":"http:\/\/localhost:8080\/?p=9371"},"modified":"2018-07-09T09:32:11","modified_gmt":"2018-07-09T09:32:11","slug":"explore-2020","status":"publish","type":"post","link":"https:\/\/dev.cfecgc-orange.app\/index.php\/2018\/07\/09\/explore-2020\/","title":{"rendered":"Explore 2020"},"content":{"rendered":"<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">French version here\/English version below<\/em>]<\/p>\n<p>Dans le cadre du Comit\u00e9 de Groupe Europ\u00e9en d&rsquo;Orange des 28, 29 et 30 mai 2018 \u00e0 Stockholm, la Direction du Groupe a inscrit un point \u00e0 l&rsquo;ordre du jour relatif au plan Explore 2020 pr\u00e9sent\u00e9 par Geoffroy De Buchet, Secr\u00e9taire G\u00e9n\u00e9ral Adjoint d\u2019Orange.<\/p>\n<p>Le plan Explore 2020 est pr\u00e9sent\u00e9 comme la r\u00e9ponse \u00e0 l\u2019un des objectifs fondamentaux d\u2019Orange aux fins de son d\u00e9veloppement futur, qui est de d\u00e9fendre sa comp\u00e9titivit\u00e9. Orange \u00e9volue dans un environnement concurrentiel qui l\u2019incite, pour ne pas dire la contraint, \u00e0 l\u2019efficacit\u00e9 op\u00e9rationnelle.&nbsp;Pour continuer \u00e0 se d\u00e9velopper dans cet environnement qui nous pousse \u00e0 de constantes adaptations, la Direction estime que l\u2019entreprise doit investir fortement, et transformer l\u2019entreprise d\u2019un \u00ab&nbsp;op\u00e9rateur de tuyaux&nbsp;\u00bb en un \u00ab&nbsp;op\u00e9rateur de tuyaux et multiservices&nbsp;\u00bb.&nbsp;Explore 2020 s\u2019inscrit dans ce contexte, sur la p\u00e9riode 2015 \u00e0 2020, comme la suite du pr\u00e9c\u00e9dent plan d\u00e9nomm\u00e9 Chrysalide (2011-2014) qui correspondait \u00e0 la premi\u00e8re vague de transformation. L\u2019objectif chiffr\u00e9 concerne aussi bien les CAPEX que les OPEX puisqu\u2019il est d\u00e9sormais compl\u00e9t\u00e9 par Lean Capex. L\u2019ambition de d\u00e9gager 3 Mds \u20ac sur 4 ann\u00e9es devrait \u00eatre d\u00e9pass\u00e9e d\u2019ici la fin 2018.<\/p>\n<p>Dans le futur, Explore 2020 se concentrera sur les am\u00e9liorations en terme d\u2019OPEX. Le nouveau programme Lean Capex concernera les optimisations de CAPEX. Aujourd\u2019hui le cycle des investissements d\u2019Orange atteint un pic avec un ratio CAPEX\/revenu proche de 18%.&nbsp;Le dispositif est g\u00e9r\u00e9 par 4 personnes de l\u2019\u00e9quipe centrale qui s\u2019appuient sur les pays et avalisent des op\u00e9rations transverses qui r\u00e9pondent au double objectif de transformation et d\u2019efficacit\u00e9 op\u00e9rationnelle.&nbsp;Les axes de r\u00e9duction des co\u00fbts sont structur\u00e9s par domaines&nbsp;:<\/p>\n<ul>\n<li>le domaine clients avec un objectif d&rsquo;1 Md\u20ac \u00e0 \u00e9ch\u00e9ance 2020<\/li>\n<li>les r\u00e9seaux: 1.5 Md\u20ac<\/li>\n<li>frais g\u00e9n\u00e9raux, frais indirects: 0.5 Md\u20ac<\/li>\n<\/ul>\n<p>A titre d\u2019exemple, dans le domaine clients, la digitalisation constitue le principal vecteur de la r\u00e9duction des co\u00fbts car elle rend le client autonome. Il s\u2019agit aussi d\u2019essayer de supprimer toutes causes d\u2019insatisfaction&nbsp;: pr\u00e9venir les pannes, r\u00e9duire les contestations de factures, simplifier les process. Le dispositif vise aussi par exemple toute la politique de commissionnement dans le domaine de la distribution et celui de la gestion des licences. Une autre piste consiste \u00e0 basculer des donn\u00e9es d\u2019archive sur le Cloud. On injecte enfin de l\u2019intelligence artificielle et du big data dans nos process. Concr\u00e8tement, d\u00e9sormais et davantage encore \u00e0 l\u2019avenir encore, les plans de d\u00e9ploiement des r\u00e9seaux se construisent gr\u00e2ce \u00e0 des algorithmes qui brassent les donn\u00e9es d\u00e9mographiques, celles de l\u2019activit\u00e9 \u00e9conomique, etc. Ces nouveaux outils induisent un gain de temps consid\u00e9rable pour les \u00e9quipes op\u00e9rationnelles.<\/p>\n<p><b>Les \u00e9lus ont appr\u00e9ci\u00e9 la pr\u00e9sentation claire, p\u00e9dagogue et concr\u00e8te de Geoffroy de Buchet. Cette pr\u00e9sentation faisait d\u2019ailleurs \u00e9cho \u00e0 celle de Pascal Marchand, relative aux r\u00e9sultats financiers.&nbsp;<b>Ils redoutent toutefois que le plan, qui r\u00e9pond \u00e0 une recherche d\u2019efficacit\u00e9, ne consiste en un plan de r\u00e9duction des co\u00fbts \u00ab&nbsp;pur et dur&nbsp;\u00bb et favorise un recours sans cesse accru \u00e0 la sous-traitance.&nbsp;<b>Ils s\u2019interrogent sur la capacit\u00e9 des 4 personnes qui au niveau national pilotent le dispositif sur la totalit\u00e9 du p\u00e9rim\u00e8tre du Groupe. <\/b><\/b><\/b><\/p>\n<p><b>Interrog\u00e9e sur la s\u00e9curit\u00e9 des donn\u00e9es personnelles qui pourrait \u00eatre touch\u00e9e par un objectif strictement financier, la Direction a assur\u00e9 que les actions de transformation du Groupe devaient imp\u00e9rativement prendre en compte la r\u00e9putation d\u2019Orange en mati\u00e8re de s\u00e9curit\u00e9 des donn\u00e9es, r\u00e9putation qui constitue un \u00e9l\u00e9ment de diff\u00e9renciation en faveur d\u2019Orange.&nbsp;<b>Enfin, sollicit\u00e9e sur la politique environnementale, la Direction a assur\u00e9 inclure dans son plan l\u2019ambition de contenir strictement ses co\u00fbts d\u2019\u00e9nergie. Orange devrait \u00eatre plus verte&nbsp;!<\/b><\/b><\/p>\n<p>[<em style=\"font-family: Lato; font-size: 14px; background: none; text-shadow: none;\">English version<\/em>]<\/p>\n<p>As part of the Orange European Works Council meeting in Stockholm on May 28th, 29th and 30th 2018, the Group&rsquo;s management has included an item on the agenda relating to the Explore 2020 plan presented by Geoffroy De Buchet, Deputy Secretary General Orange.<\/p>\n<p>The Explore 2020 plan is presented as the answer to one of Orange&rsquo;s fundamental objectives for its future development, which is to defend its competitiveness. Orange operates in a challenging and rivalling environment that encourages us, not to say constrains us, to operational efficiency.&nbsp;To continue to grow in this environment that drives us to constant adaptations Management believes that the company must invest heavily and turn the company from a \u00ab\u00a0pipe operator\u00a0\u00bb into a \u00ab\u00a0pipe operator\u201d and a multiservice company.&nbsp;Explore 2020 fits in this context, over the period 2015 to 2020, as the continuation of the previous plan called Chrysalide (2011-2014) which corresponded to the first wave of transformation. The quantified target concerns both CAPEX and OPEX since it is now completed by Lean Capex. The ambition to release 3 billion euros over 4 years should be exceeded by the end of 2018.<\/p>\n<p>In the future, Explore 2020 will focus on Opex enhancements. The new Lean Capex program will focus on CAPEX optimizations. Today the investment cycle of Orange reaches a peak with a CAPEX\/income ratio close to 18%.&nbsp;The plan is managed by 4 people from the central team who rely on the current Orange operating countries and these support the transversal operations that meet the dual objective of transformation and operational efficiency:<\/p>\n<ul>\n<li>the customer sector with a target of \u20ac1 billion maturing in 2020<\/li>\n<li>networks: \u20ac1.5 billion<\/li>\n<li>overhead costs, indirect costs: \u20ac0.5 billion<\/li>\n<\/ul>\n<p>For example, in the customer domain, digitization is the main driver of cost reduction because it makes the customer autonomous. It is also about trying to eliminate any cause of dissatisfaction: prevent breakdowns, reduce invoice disputes and simplify processes. The device also targets for example all the commissioning policy in the field of distribution and the management of licenses. Another way is to switch archive data to the cloud. We are finally injecting artificial intelligence and big data into our processes. Concretely, from now on, and even more in the future, network deployment plans have been built thanks to algorithms that mix up demographic data, economic activity data, and so on. These new tools will lead to considerable time savings for the operational teams.<br data-mce-bogus=\"1\" \/><\/p>\n<p><b>The elected representatives appreciated the clear, educational and concrete presentation of Geoffroy de Buchet. This presentation also echoed that of Pascal Marchand, relating to the financial results.&nbsp;<b>They fear, however, that the plan, that responds to a search for efficiency, may just consist to reduce costs and encourage an increasing reliance on outsourcing. <\/b><b>They question the capacity of 4 people who at the national level pilot the plan on the entire perimeter of the Group.<\/b><\/b><\/p>\n<p><b>When asked about the security of personal data that could be affected by a strictly financial objective, the Management has ensured that the transformation actions of the Group must imperatively take into account Orange&rsquo;s reputation for data security. These reputation is an essential element of differentiation in favor of Orange.&nbsp;<b>Lastly, when asked about the environmental policy, the Management ensured that its plan included the ambition to strictly contain its energy costs.
